召開會議討論「績優研究團隊國際合作計畫」,討論電波、語音處理、多媒 體通訊三個主題的可行性,最後決議提出的主題為語音處理與多媒體通訊,
目前有二至三組教授正與國外團隊聯絡規畫中。
協助學門學者更新「工程科技推展中心」之人才資料庫,以提昇「更新率」
及協助工程處掌握最新人才資料筆數,原 548 筆人才,至 11 月 3 日止人才 筆數增為 556 筆,更新 311 筆,更新率為 55.94%。
學門網站(http://nsc.cm.ntust.edu.tw)已建置測試完成,並定期維護中。
除學門近況報導、會議及研討會的訊息外,並揭示學門的研究方向及未來發 展方針;網站中並建置學門專題研究計劃及學者通訊錄資料庫,以提供線上 查詢。
配合並協助「工程科技推展中心」發行第七十一期十二月刊「工程科技通 訊」,刊登電信學門專題計畫成果,共邀稿江松茶教授等 13 篇計畫成果
(http://nts.etpc.ncku.edu.tw/Magazine/magazine.htm)。
調查並更新「電信學門學者通訊錄」,共寄出 555 封郵件,並擬於下年度印 製新通訊錄。
召開會議,針對電信領域進行全盤性規劃,彙整並分析學門研究現況,規劃 未來學門研究重點。
進行學門研究成果調查與統計,編輯更新並預計印製電信學門現況英文簡介
“Communication Engineering Program , Engineering and Applied Sciences Department, NSC”(附件)
「2003 消息理論及通訊秋季講習會」八月二十六日、二十七日於花蓮舉行,
會中除計畫研究成果發表外,並召開電信學門座談會。
「2003 國際電信研討會(ISCOM03)暨九十一年度電信學門專題計畫研究成果 發表會」,於十二月十日至十二日於長庚大學舉行,整合型計畫以口頭報告 方式發表,個別型計畫擬依通訊,訊號處理,網路與電磁四領域,以壁報張 貼方式發表。並舉辦電信學門座談會。
除了上述具體完成之工作外,聯繫計畫主持人參加學門主、委辦研討會,以 發表計畫研究成果;協助完成電信學門「專題計畫」、「產學計畫」、「獎勵案」、
「小產學」等之審查及「電信國家型計畫」相關之各項審查工作;並代為宣 傳電信領域相關單位 NSC, NTPO 暨各校研討會等相關訊息。
Communication Engineering Program
Mission
The Communication Engineering Program is one of the twenty-three research programs established by the Engineering and Applied Science Department of the National Science Council (NSC), Taiwan, ROC. The missions of this Program include planning and coordinating research endeavors in communication engineering and relevant fields, improving the research capability of faculty members and researchers, and enhancing the competitiveness of telecommunication
industries in Taiwan. To fulfill these goals, this program has and will sponsor both basic and applied researches, promote industrial-academic cooperation, encourage integrated researches, optimize available resources, and educate high-quality professional engineers, all aiming to improve the quality of life.
To respond to the needs of government, industries and society, to observe the evolution of technologies, and to face the challenges of global competition in telecommunications, the
Communication Engineering Program is reviewed once every four years by representatives from the industries, government, academic and research institutes to amend its focus. Currently, all the sponsored projects are divided into four categories: microwave and millimeter wave technology, wireless communications, networking technology, and digital signal processing.
Research Activities
Major research topics in these four categories are listed, not exclusively, as follows.

Notice that both Category 2 (Wireless Communication) and Item (1) of Category 3
(Broadband Internet) are also covered by the National Telecommunication Development Program (NTP) which is supervised by another research program office under the NSC. The
Communication Engineering Program has awarded 1,295 grants in recent years (2000-2003) to support researchers in academic and research institutes. Tables 1 show the annual funds during 2000-2003.

Future Goals
The Communication Engineering Program will continue to sponsor basic and applied researches in telecommunications, and to enhance the education of high-quality professional engineers. Research cooperation among academic institutes, industries, and government will be encouraged. We will also try to attract talented young researchers to join this program. All these efforts are expected to incur prosperity in our research community and significant contribution to the global community of telecommunications.
