革之目的便是在於重整金融秩序,降低銀行業之逾放比率。本研究之實證結果顯 示一次金融改革推行後,我國銀行業之逾放比率回復到其該有的波動秩序,與相 關研究文獻中各國不良債權同樣受總體經濟衝擊而有顯著的影響,而非一味的上 升。因此,本研究間接驗證了一次金融改革的成效,由此可見,金融市場秩序是 需要政府的監督及管理。

第二節、建議

於本研究之實證結果中發現,政府推行之一次金融改革對於穩定金融市場秩 序有一定的成效,可見得金融市場確實是需要政府的監督與管理。由實證結果中 也發現了政府之寬鬆貨幣政策對降低銀行業逾放比率顯著的效果,因此,於總體 景氣低迷期間,政府可以透過寬鬆貨幣政策以使景氣回升及有效降低銀行業逾放 比率。

由於樣本期間之限制,本研究僅探討一次金融改革之成效,對於二次金融改 革並無多著墨,未來於二次金融改革推行樣本數足夠時,可望對其推行之成效也 會有相關研究。另外,因資料取得困難,本研究之解釋變數僅限於探討 37 家本 國一般銀行之平均逾放比率,於未來研究可以加入小型金融機構如各農會及信用 合作社或外國銀行在台分行等各金融機構之逾放比率,以更完整分析景氣波動對 台灣全台金融機構逾放比率之影響。並能分別探討總體景氣波動對各類型金融機 構影響效果之間的差異,進而比較各類型金融機構脆弱程度的高低,期待未來會 有更完整且多元的研究。
