第五章 結論與建議

5.2 建議

本文在職業訓練改善策略上,建議政府相關單位應從量的普及與質的提 昇等層面,有效整合技職教育與職業訓練等業務,以發揮實質之功效,且現 正值技職學校改革及職業訓練體系重建之際,更是策略整合之良機。

在管理方面上,建議政府與企業共同建立出一套就業學程,針對企業需 求規劃出一套完善的課程標準及訂定通過考試門檻流程,並引進企業師資及 獎助金機制,籍以提昇學生專業能力與激勵學生學習慾望。在制度方面,建 議政府推動產學訓合作新模式,透過教育體系的人力及設備設施,輔以企業 訓練與公共訓練三者的合作,可促進產業與學校教育間密切之銜接,提高青 少年職業技能,穩定青少年就業有效建構教、訓、用一貫體系,達成學以致 用功能。期望透過本研究之策略,對於訓用落差、職業訓練成效與技職教育 能有實質助益。

此外,在高科技發展,行業的知識發展日新月異,知能的汰舊週期逐漸 下降的今日,終身學習,針對多數的職場人士而言,額外顯得重要。因為一 個人要僅憑藉在正規學校所接受的有限知識,能服務到退休,已經幾乎不可 能了。因此終身學習對現代公民相當重要,我國未來技術訓練與職業教育的 轉型應該考慮開放自我設限,並結合國家有限的教育與訓練資源,做更多元 及終身性的服務,提供我國國民優質的終身學習環境。
