第二節、建議 115

基於本研究上一節成果，本計畫提出下列建議。

一、學術圖書館可參用本電子期刊網路服務模式定期進行評鑑學術圖書館有感於電子期刊資料庫購買經費愈來愈多，普遍認同電子期刊評鑑工作重要。電子期刊評鑑應配合網路服務來進行，本研究模式經應用測試證實，確可實施，涵蓋網路三要素：電子資源內容、網路服務、

管理，並採用電子計量與使用者服務品質兩種評鑑準則。本研究建議學術圖書館可參考本評鑑模式，每年定期實施電子期刊評鑑，以為未來規劃發展與經費分配之參考。

二、建議我國學術圖書館應在電子資源採購聯盟成立類似 COUNTE 電子資源使用統計小組

本次研究顯示電子期刊使用統計十分重要，資料庫廠商有責任配合圖書館需求定期提供。然而我國圖書館並未獲得電子期刊資料庫廠商提供符合標準與一致的使用統計，造成電子期刊評鑑進行困難。建議我國學術圖書館在電子資源採購聯盟中成立類似 COUNTER 電子資源使用統計小組，積極研究電子期刊使用統計的內容與格式，以符合國際標準。

三、建議我國學術圖書館要求電子期刊資料庫廠商提供資料庫資源數據

電子期刊資料庫資料庫涵蓋資料豐富，包括全文期刊論文、目次、摘要、索引、引文連結等，且年代範圍不一，皆與資料庫的價值或成本密切相關。建議學術圖書館在採購時應要求廠商主動提供這些資源統計數字，

以為圖書館採購評鑑參考。

四、建議從事電子期刊使用者研究以建構使用者導向電子期刊評鑑計量評鑑電子期刊較容易進行，看似客觀，但無法掌握使用者對電子期刊的行為與個別需求，仍不完善，建議未來從事各學門、各類使用者使用電子期刊的研究，並應用在建構使用者導向的電子期刊評鑑。

五、建議發展電子期刊單種與資料庫二元評鑑模式

本次研究主要以電子期刊資料庫為評鑑標的，未顧及到每一種期刊層級的評鑑研究。故可以評鑑電子期刊資料庫，而無法獲知單種電子期刊評鑑情形。每一電子期刊的價值與使用情形仍然是值得研究，需要從宏觀與微觀兩層次來探討電子期刊單種與資料庫的評鑑，故建議未來持續研究電子期刊單種與資料庫二元評鑑模式。
