第二節 後續研究建議
頁岩油氣自從美國水平挖掘法及水壓裂解法的技術改進後，開始量產，美國在天 然氣及石油供應「量」及價格相較全球各地已處於「量多價廉」的局勢，美國天然氣及石 油逐漸自給自足後進口逐年遞減，2011 年美國成為燃料油淨出口國，並預測在 2035 年成 為能源淨出口國，未來將逐步由能源進口大國變成全球最具潛力的能源出口國，由於美國 石油及天然氣生產及消費約佔全球的五分之一，生產、運輸與家庭日用成本下降，未來將 提昇美國經濟實力。同時也將對全球石油及天然氣供給產生「量」與「價」的變化，依賴 石油及天然氣輸出作為重要財政收入的沙烏地阿拉伯及俄羅斯已在政府財務及稅收上出現 嚴重危機。
未來可從地緣政治角度分別研究石油及天然氣生產國及消費國對於美國頁岩油氣量產、
其財富重分配後，在地緣政治上能源生產國及消費國角色及地位之演變；美國能源自給自 足後，其積極介入中東等石油及天然氣生產地區的角色轉為「積極平衡玩家」後，哪一些 力量將取代部分原美國在阿拉伯海及印度洋的角色，對地緣政治將產生何種影響？當石油 及天然氣的價格及數量變動後，對於石油及天然氣等能源生產國及消費國間財富重分配後，
各國的能源戰略如何因應這個變局？對全球政經及地緣政治又將產生何種新格局的改變？

後記
一月二十一日搭乘捷運翻閱UPaper 捷運報第九頁由記者蕭白雪執筆之「丹麥去年用 電 42%靠風力創紀錄」之寫實：丹麥政府除早已廢核，更進一步提出至 2015 年全面汰換 石化燃料，勾起作者研究歐巴馬政府能源戰略時，渠主張多元化能源戰略並提出清潔能源 主張，在實踐上以天然氣發電取代燃煤發電，以符合國際環保趨勢減少二氧化碳排放、避 免溫室效應，以達環境保護及愛護地球的理想。
