第二節 政策建議
經由本文的實證結果可得知，在台灣地區各縣市的醫療保健支出對失 業率皆具有顯著的影響力，不論是男性或女性，各年齡層、或是教育程度。
這表示地方醫療保健支出水準的提升是降低失業率的因素之一，決策當局 所不可輕忽。惟各級政府社會福利支出增加，業已成為沈重的財政負擔。
然而，社會福利需求愈來愈高是未來必然之趨勢。因此，如何在不加重財 政負擔的前提，藉由社會福利資源有效的分配，均衡區域發展，舒緩目前 台灣面臨的失業率問題，是政府當局極待思考的問題。
其次因為地方政府的財政往往兼具有直接性、實踐性以及積極性的特 色，連帶造成財政支出的效果多為顯而易見。故本研究建議，社會福利之 原則性政策應由中央政府制定，在此框架下，賦予地方政府更多的自主 權，讓地方政府做出最符合當地需求的社會政策。針對不同地區之當地資 源條件與特性，建議政府發展地方特色產業，結合當地原物料的供給、人 文歷史因素、自然資源等不同條件而發展出之特色產業，改善地區失業問 題，促進地方性就業，增進地區吸引力與競爭力。
最後，地方政府在進行政策應考量整體性和福利，切合當地需求，避 免一味地以各種金錢補助、福利津貼、優惠及輔導措施，做為吸引選民支 持的工具，而忽略實質的政策效果為何。
