第三章 BIM 圖資交付需求分析與資源盤點
第一節 新加坡 BIM 圖資交付資源平台分析
新加坡所推動之 CORENET 計畫為營建與房產資訊網(COnstruction and Real Estate NETwork)的縮寫，由新加坡政府國土發展部(Ministry of National Development)，透過政府業務流程的重新設計與結合最先進的 IT 技術，企圖在 時效、生產力和品質方面均能有巨大的突破，以提升國家整體效率。其目的是 要讓各相關業者在建築和房地產部門儘可能無縫且高效率地進行溝通和交換資 訊。CORENET 計畫主要由三大模組所組成[14]：
(一) e-Submission(電子送審平台)：此平台係用來供 AEC 產業之專業從業人員 繳交與專案相關之計畫與文件，及供主管機關審核之用。e-Submission 於 2001 年 11 月首次發布；第一版的 BIM e-Submission 使用者手冊在 2008 年 制訂；在 2010 年初，BCA 正式發表建築領域 e-Submission 指引。
(二) e-Plan Check(建照電子審查系統)：此系統主要目的則在於鼓勵新加坡營建 業從傳統的 2D 設計進入到使用 BIM 技術，使資訊能在建築的全生命週期 都得以被利用。註冊建築師與專業技師可以利用此系統檢核他們 BIM 的設 計成果是否符合法令規定之要求，政府主管機關人員也可使用此系統對繳 交的文件進行稽核，該系統會產生一檢查報告明確列出不合規定之處。此 系統於 2008 年開始進行測試；2012 年開始推廣與鼓勵使用 BIM 送審，並 於 2015 年 7 月 1 日起要求 5 千平方公尺以上工程案需繳交 BIM 圖檔。此 外，依據 CORENET 網站最新資訊顯示，目前 e-Plan Check 系統並沒有再 提供額外資訊可供參考。
(三) e-Infomation(建築和房地產資訊整合平台)：此系統則做為所有新加坡建築 法令規定，及不同建築/工程主管機關公告與通知存放的主要平台，並可定 期地將公告與事件推播給系統訂閱者。
為了解新加坡對於 CORENET e-Submission System 資源平台架構及所需交 付資訊，研究團隊實際申請平台使用帳號，瞭解其平台內容，以做為本研究平 台規劃之參考資訊。會員註冊所需資訊包括：User ID、User Name、Password、
ID Type (NRIC/Passport)、 ID No.、 Country、Email Address、Tel No.，登入畫
面詳圖 3-1~3-3 所示。此外，當專業人員需提交圖資及相關資料時，需先下載 CORENET e-Submission Professionals，透過該軟體提交所需相關資料，詳圖 3-4 所示。

本計畫亦透過新加坡 CORENET 網站，下載 BIM 基本規範及 BIM 圖資所 需交付的檔案清單資訊等，如圖 3-5 所示，其內容可清楚知道，為因應不同主 管機關或不同標的有不同的遵循標準。本計畫透過各交付檔案的檢視與分析，
提出與本計畫相關之清單內容，整理如表 3-1~3-6 所示。

此外，為了解新加坡對於 BIM 圖資交付規則，透過本團隊於內政部建築研 究 107 年度所完成之計畫[25]，以新加坡 CORENET 網站，下載 e-submission 的使用手冊及各式樣版檔，彙整目前新加坡 CORENET 建築圖說交付資訊，其 內容提到了建築、結構以及機電之 2D 平面與 3D BIM 分別應交付的設計圖種 類，因應不同主管機關或不同標的遵循標準，本研究將其整理如表 3-7~ 3-12 所示。
