本研究主要討論的便是在動態結構下協力的失靈與調整，透過公部門積極介入使 協力失靈獲得改善是解決的方法之一，然而根據協力治理的動態性與互動性特色，
失靈的解救不一定必須倚賴政府的介入。鑒於政府能力降低是協力治理出現的主 因，透過對協力關係本身的調整，如在本研究三峽案以及 2010 年前土城案中看 到的，也是對協力困境的應對方式。行為者得以透過行動以改變協力結構，然而 協力結構可以型塑行為者。因此，對未來的協力治理研究而言，如何處理動態的 協力治理結構是必須面對的問題。
第三節 未來建議
本文對在未來希望採取公私協力方式進行公共管理的地方層級藝文活動提 供建議建議。區公所與地方團體的聯繫需要相當緊密，在公所承辦人能力有限的 前提下，尤其在藝文活動當中對擁有特殊知識或技能的團體（如本研究所舉之三 角湧文化協進或與土城自然景觀保護協會），須從活動籌備期間便開放其與主辦 單位之間的資訊流通，促進其參與協力治理，共同指出問題，並產生解決問題的 共識，這點無論是在統包委外模式下或是地方政府自辦模式下皆成立。自辦模式 以主辦單位為核心，主動向外接觸地方團體；然而在委外辦理模式下主辦單位更 當承擔與地方社團接觸的責任，因外包廠商對地方狀況不了解，在本研究兩個案 例中皆得到地方反彈。
既然協力的核心是地方政府，若涉及協力的地方公務員個人對於協力的主觀 認同程度高，協力治理的運作也會愈順暢。在三峽案當中 2013 年的轉變其中一 項重要原因便是區公所社會人文課課長更迭，新課長帶來新氣象；土城地區對於 桐花節的主體性的堅持主要也是以區公所為首，故筆者在此強調「政府領航」在 協力治理當中的重要性。政府部門面對協力治理時，如何適應在網絡中蒐集資訊、
資源與人力進行公共管理，便成為新一代政府部門必須面對的課題。政府組織內 的公務員也必須學習與身處網絡中的其他行為者協力以解決公共問題或貫徹政

策，在網絡中的治理便會逐漸成為主要且必要的治理辦法（Agranoff, 2007: 237）。 然而不是所有公務員都對於其所服務的區域有如此高的認同感，願意採行相較於 契約委外更需要投入精力的協力治理。筆者認為需要透過對公部門與私部門合作 的經驗累積，適應動態性的協力治理，並主動參與公共管理網絡，如此才能確保 協力治理與網絡的長久存續。
