本研究係使用 DEA-SOLVER Professional 9.0 應用軟體,以 Dynamic DEA(Dynadic SBM)探討以區域為區分之新能源績效,由於經濟持續發展,

對於能源需求與日俱增,但溫室氣體排放及氣候變遷議題隨之而來,為了 地球的永續經營各國政府皆希望將資源以最有效之應用,來達到以最少 之投入達到最大之產出。透過 Dynamic DEA(Dynadic SBM)之模型理論的 資料包絡法,將 OECD 會員國內之西北歐、東南歐地區及美洲地區分為 三個群組以 2008 至 2012 期間世界銀行統計資料進行分析,計算各群組 地區與共同邊界的技術缺口(TGR)來做比較,來了解各不同區域之群組的 相對能源效率變動情形以及使用績效,來探討全球新能源使用情形,並了 解各國能源使用效率,最後本研究利用 Wilcoxon 雙樣本檢定,分析各區 域間能源效率之差異,更有效的分析探討不同區域之能源使用績效。

進行綜合分析如第四章第五節,並將共同邊界 Dynamic DEA(Dynadic SBM)動態模型實證結果再進行魏克森等級合檢定,而將第一章中所提出的 三項議題之研究成果歸納如下:

1. 在 2008 年至 2012 年期間 OECD 43 個會員國家中,約有 15 個國 家效率值為 1,表示該國落在效率前緣上,為新能源效率較佳之國家。

其中,英國、荷蘭、比利時、愛爾蘭、盧森堡、愛沙尼亞及冰島國,

2008 年至 2012 年效率值均為 1。

2. OECD 會員國中新能源使用,2008 至 2011 年間均逐年成長,而 由於新能源之取得成本高,故經濟之影響與新能源之使用與成長有正 相關,而新能源使用前十名國家分別為加拿大、美國、挪威、日本、

法國、德國、瑞典、西班牙、義大利及奧地利,皆為已開之國家。而 2008 至 2012 各年度之平均效率分別為 0.7422、0.7998、0.7924、

0.8233、0.8055,除 2012 年之金融風暴影響外各年度均有成長,由此 可知全球之能源使用效率有提升的情形,且有技術效率進步及技術進 步之趨勢。

3. 以共同邊界動態模型技術缺口比率值 TGR 比較其中各國能源效 率發現英國、盧森堡、冰島、法國、挪威、丹麥、愛沙尼亞及葡萄牙 之技術缺口比率值 TGR 為 1,效率水準較接近共同邊界之技術水準效 率較好。而希臘、瑞典、斯洛維尼亞、土耳其及波蘭五年平均技術缺 口比率值 TGR 分別為 0.853、0.8236、0.7801、0.6656 與 0.56926 整體 平均效率較差。
