本研究使用 2003 年、2006 年內政部統計處「臺閩地區身心障礙者生活需求 調查」資料，及 2011 年衛生福利部統計處「身心障礙者生活狀況及各項需求評 估調查」資料，根據勞動部統計處身心障礙勞動狀況調查結果，身心障礙者勞動 參與率明顯下降，主要分析 15-65 歲身心障礙者之勞動狀況，並由政府對身心障 礙者之福利補助切入，探討身心障礙者之薪資替代率與身心障礙者之勞動參與或 就業選擇。
首先對 15-65 歲身心障礙者之勞動參與率與就業率進行分析，以個人特徵(性 別、年齡、教育程度、婚姻狀況、身心障礙類別、身心障礙等級)分組，利用 2003 年、2006 年、2011 年的資料，分析結果顯示身心障礙者的勞動參與率與就業率 有下降的趨勢。根據資料分析中，在身心障礙者之主要收入來源分析，2003 年 -2011 年樣本以「本人工作收入」為主要收入來源的比例約從 25％降至 21％，
而以「政府補貼或津貼」為主要收入來源的比例則由 2003 年 18％上升至 2011 年 33％，顯示身心障礙者以政府補貼或津貼為主要收入來源的比例明顯上升。
再利用 OLS 迴歸模型，以首先以 15-65 歲之就業者薪資為被解釋變數，以 個人特徵變數作為解釋變數，進行預測非就業者之潛在可得薪資，再使用勞動部 統計處以及內政部公布的身心障礙者經濟補助預期每人每月可獲得的福利補助 金額，以兩者之比例估計每人的薪資替代率。結果顯示，2003 年度至 2006 年薪 資替代率平均上升了 0.173，2006 年度至 2011 年薪資替代率平均上升了 0.073，
可看出 2003 年-2011 年的薪資替代率有愈來愈高的趨勢，由表 12 的結果，在第 50、75、90 百分位數薪資替代率成長比例較高，其中可能暗示著福利補助金額 的上升。我們再以身心障礙程度與薪資替代率進一步進行交叉分析，結果顯示，
身心障礙程度愈高者，薪資替代率愈高。
接下來，為了佐證政府福利補助對身心障礙者勞動參與和就業選擇的影響，

我們使用 Logit 模型，以 15-65 歲之身心障礙者(包含就業者與非就業者)為估計 對象，將就業狀態設為被解釋變數，解釋變數包含對薪資取對數、薪資替代率等 個人特徵變數。我們計算出各解釋變數的邊際效果，結果顯示薪資對身心障礙者 就業有正向影響，但統計上不顯著。在薪資替代率方面，結果顯示薪資替代率對 身心障礙者就業有顯著負向影響，隱含著政府對身心障礙者之福利補助對身心障 礙者之就業有負向影響，在其他條件不變下，身心障礙者薪資替代率增加 1％，
其就業機率顯著下降 1.6 個百分點。而在薪資替代率與年份之交叉項方面，相對 於 2003 年薪資替代率對身心障礙者就業機率的影響效果，2006 年與 2011 年薪 資替代率對其就業機率負向效果增加，隱含政府對身心障礙者之福利補助增加對 於其就業負向的效果增加，但在統計上並不顯著。
而在對身心障礙者勞動參與的估計上亦有類似的結果，結果顯示薪資替代率 對身心障礙者之勞動參與有顯著負向影響，在其他條件不變下，身心障礙者薪資 替代率增加 1％，其勞動參與機率顯著減少 1.3 個百分點。在 2006 年與 2011 年 身心障礙者之薪資替代率對其勞動參與機率負向影響效果相較於 2003 年皆增加，
但統計上並不顯著。但由薪資替代率對身心障礙者之勞動參與和就業的負向影響 顯示政府福利措施對於身心障礙者的就業與勞動參與可能有負面的誘因影響存 在。
根據本文估計結果，政府對身心障礙者之福利補助措施對身心障礙者勞動參 與選擇有負向影響，與過去文獻相符，本文估計結果與過去文獻皆發現補助金額 的增加與補助條件的放寬對其就業選擇可能有不利因素之影響。另外，本文實證 模型中，因資料缺乏的因素，仍有許多政府福利補助項目未加入實證模型之估計，
未來若政府有更完整的統計數據公開，仍待做進一步的改善。
