(4) Abstract In recent years, “Chinafrica” has become a hot topic. However, the existing researches mainly discuss the relation between China and Africa in a macro perspective, yet being lack of micro-case analysis. This study argues that the ChinaAfrica research can be more completed based on the existing result of macro researches in China-Africa relation being supplemented by micro case studies on other countries. Therefore, the researcher chose Tanzania, a country that has special emotion to China as the subject of case study. To infer the influential factors for changes in China's foreign policy, and objectively analyze China’s strategic intention to Africa, and propose query to arguments such as the West’s “new colonialism” and. 政治大 so much attention on it? The researcher hopes to respond to the macro-oriented 立 problem with micro-researches, and think about China's foreign policy from more. “energy plundering”. As Tanzania is not rich in resources, why would China still pay. ‧ 國. 學. different ways.. ‧. Based on the analysis of China-Tanzania relation in the three levels including international, domestic and individual aspects. Researchers of this study found that. Nat. sit. y. there are three periods: During 1960s to 1978, it has been the period of development.. er. io. 1980s were the cooling period, and the 1990s have been the second period of rising relations. Due to the change of globalization and international status, the impact of. n. al. Ch. i n U. v. changes in the international community becomes stronger. Since the decision-making. engchi. system in domestic levels evolves to specialization and institutionalization, while facing the international changes China must more consider about the domestic economic demands. At the same time, the interest in the game played by decisionmaking departments will affect foreign policy. The individual level is an important factor that influences the direction of China's foreign policy in the Mao and Deng era, although revolutionary veterans withered and scattered into a sidetrack. However, since Xi Jinping came to power, his personal mightiness has been expanding, and speculation is mounting that it will break the traditional “collective leadership” and if so, his personal influence may rise again. The friendly history in the Mao era is still regarded by China as one of the important political assets in Africa. This symbolic status gives Tanzania more preferential treatment both politically and economically..
