The development of a European Security and Defense Policy (ESDP) is a thoroughly ambitious project. Whereas for decades security and defense were taboo subjects for European integration, the European Union (EU) is now intend on providing itself with ‘the capacity for autonomous action’, backed up by credible military forces in order to respond to international crises. Two huge coordination challenges arose : military capabilities and security policy itself. The Iraq war of 2003 appeared to have driven a further wedge between ‘new’ and ‘old’ Europeans. There were therefore likely to be fierce constitutional squabbles not only over decision-making but also over the very scope of the ESDP. Meanwhile, on the ground, in 2004 for the first time ever, EU military forces were engaging in – and preparing to engage in further – combat missions. If the ESDP was to make progress towards the stark new world of operational capacity, new forms of flexible cooperation would be required.
If the ESDP project is carried through, the EU will emerge as an important actor in the field of crisis management, collectively known as the ‘Petersberg Task’. But where will ‘Petersberg Task’ be implemented ? Is a world-wide range of action imaginable or will the ESDP focus on just a few key areas ? Which interests have to be defended ? This program set out to provide an explanatory framework for understanding the above-mentioned problems. It aims to illustrate and examine the potential influence of the ESDP.

I、前言
911 恐怖攻擊事件發生之後，全球跨區安全合作變得重要而急迫。舉例來說， 北約的歐洲盟邦在 911 事件後立即依據「華盛頓公約」第五條的「集體防禦」， 對美國提供反恐救援，包括派遣空中雷達預警機 (AWACS) 協防美國及支持美國 對阿富汗塔里班政權動武。東亞的日本與南韓雖然提供的是非戰鬥領域支援，卻 是史無前例的動作，甚至連中國也表態支持美國反恐，並在聯合國安理會推動相 關的反恐決議。如果是若干年之前，這種跨區安全合作還很難想像。 2002 年夏，緊密的跨區安全合作很快因為伊拉克危機而趨於鬆散，美國主導 的「全球反恐聯盟」也因為對伊拉克用兵而走向「志願聯盟」(coalition of the willing)， 歐洲更因此分裂成「支持美國動武」與「反對美國動武」的兩大陣營。 這種變化持續至布希總統宣布(2003/5/20)結束在伊拉克「主要戰鬥行動」(major combat operation) 之後，大西洋兩岸傳統緊密的戰略盟邦關係受到嚴厲考驗，歐 盟的制憲動作與「歐洲安全暨防衛政策」(ESDP) 的政治統合取向，無異於在挑 戰美國的單邊主義，它也影響到美歐安全合作的架構。環視後冷戰時代的國際安 全情勢，北約是碩果僅存的軍事聯盟組織，雙方若因為戰略觀點及利益認知方面 的分歧擴大，就可能弱化北約的角色與功能，衝撞跨大西洋兩岸的戰略合作。 回到東亞地區，911 事件能夠讓美國期望它的重要盟邦 (例如日本與南韓) 提 供些什麼援助？ 紐約「雙塔」遭受恐怖攻擊後，日本國會在六週之內通過三項 法案，允許自衛隊支援美國清剿可疑的恐怖組織基地，隨後日本政府又派遣數艘 戰艦至印度洋，進行人道救援並提供美國後勤支援。同樣地，南韓也在 911 事件 後派遣若干非戰鬥部隊支援美國領導的反恐戰爭，2001 年 12 月就有一支醫療隊 與後勤單位進駐阿富汗東北部和吉爾吉斯。持續至美伊戰後，日韓亦都先後派兵 支援美國在伊拉克的重建。 如果比較美國在歐洲建立的是多邊防衛體系，而在東亞地區多半透過簽署雙 邊防禦條約以建立軍事合作機制，那麼東亞盟邦能對美國提供的援助，就質與量 而言都不如北約，尤其東亞國家還受制於內政因素，扮演的通常是非軍事性支援 角色。同樣是美國主導的北約及美國支撐的東亞區域安全網，兩者在安全合作的 動機、意願及內涵仍不免有落差，遑論美國、(東)亞、歐洲三邊能形成緊密的安 全合作網。整體而論，本研究計畫的提出，主要是根據 911 事件後跨區安全合作已呈現 出若干史無前例的特徵；換言之，筆者希望從這些特徵裡找到美歐及亞歐合作發 展的不同動機和影響，進而試圖釐清美、歐、亞是否可能連結成戰略合作的網絡。 前述之特徵是：
( 一 ) 加 強 連 結 (the strengthening link) 的 安 全 合 作 ： 美 國 前 駐 日 大 使 Mike Mansfield 曾經把美日聯盟比喻為「全球最重要的雙邊關係之一」(News Week, October 8,2001)。問題是，為什麼美日聯盟看起來如此堅固？回答這個問題之前，
我們或需要先回顧 1996 年 4 月柯林頓總統與橋本首相峰會、「日美安全保障聯合
宣言」(Japan-US Joint Declaration on Security)、「日美安保聯盟新防衛合作指針」 (New Guidelines for Japan-US Defense Cooperation；1997/9/24)的歷史發展，以及 1999 年 5 月及 2001 年 10 月日本眾院針對前項安全合作的相關立法。2001 年 11 月及 12 月間，日本政府派遣了六艘戰艦至印度洋支援美國，2002 年 2 月再派三 艘戰艦與 700 名部隊(AWSJ, 11 February 2002)。這些支援雖不具戰鬥任務性質， 但因為美英派往阿富汗的部隊人數達到一萬餘，讓日本扮演的後勤支援角色顯得 非常重要，尤其日本在美國對伊拉克問題的支持立場，更是凸顯了雙邊緊密的安 全合作。 至於中國與南韓，911 後雖未協助美英出兵阿富汗，但隨即也加入了美國領 導的反恐聯盟。江澤民還是第一個為 911 事件發電布希總統表示弔慰的強權領 袖，2001 年 10 月上海召開的 APEC 會議上，北京並把反恐列為優先討論的議題。 南韓則於 2002 年 2 月起草反恐法案，(KH, 10 February 2002) 同年 6 月派遣醫療 團至中亞國家，並承諾必要時提供軍用直昇機。(KH, 1 March 2002)
(二)弱化連結(the weakening link) 的跨區安全合作: 冷戰結束後的十餘年期 間，大西洋兩岸的戰略安全合作至少呈現出三項發展趨勢。其一，歐洲的安全威 脅降低，全球衝突點似已轉往中東、東北亞與中亞地區；其二，歐洲國家認為需 要建構自身的防衛支柱；其三，北約的任務要擴大(地緣與功能)。911 事件其實 已強化了前項的發展趨勢，而美國出兵伊拉克問題則嚴重衝擊大西洋兩岸的安全 關係。以法德兩國為首的歐盟大國，也開始積極尋求建構獨立於北約外的 ESDP， 它影響到北約內部所謂「新歐洲」與「舊歐洲」的關係，也因為歐盟不同於美國 的安全戰略觀及利益取向分歧，北約有陷入分裂的憂慮。
(三)失去連結(the missing link)的安全合作：相對美國與東亞或美國與歐洲， 亞歐間的安全合作明顯不足，也沒有與全球反恐聯盟構成連結網。當前亞歐間沒 有建立正式的軍事聯盟，雙邊唯一能就安全議題舉行定期磋商的機制是(每兩年 召開一次)「亞歐會議」(ASEM)。1996 年至 2004 年召開過五次的「亞歐會議」， 就安全合作的面向來說，它的實質效果似乎並不大。(Sukontasap/Santipitaks 2000) 至於具有二軌性質的「東協區域論壇」(ARF)，則只是歐盟與東亞間「信心與安 全建立措施」(CSBMs)的管道。
廿世紀末和本世紀初，歐盟相當積極地參與解決區域衝突問題(包括朝鮮半 島、東帝汶、以巴和會或巴爾幹半島)，2003 年 6 月 20 日又提出「安全戰略文件」 (security strategy document)，強調未來要與俄羅斯、中國、日本、、加拿大和印 度等強權建立戰略夥伴關係。鑒於這樣的議題發展必然衝擊到東亞的安全情勢走 向，其實很值得研究。
II. 研究目的
根據 Stephen Walt 的定義：聯盟通常是兩個或更多成員國間正式或非正式的 安全合作承諾。儘管不同聯盟間的協議呈現出多樣性，但聯盟成立之目的總不外 乎是，成員國在特殊環境下為抵抗「外來角色」(external actor)而做出相互給予 軍事支援的承諾。(Walt 1997)。冷戰結束之後，全球僅存的軍事聯盟組織只剩下 北約，但就國際低政治( Low-politics)的發展趨勢來看，全球跨區安全合作的運作 機制及內涵必然有所改變，相互的軍事支援只是合作目標的一部份。為因應全球 安全威脅方式的改變，特別是防範「非國家角色」(non-state actor) 的國際恐怖主 義與宗教或種族激進團體之攻擊，國際跨區安全合作顯得更為重要。 911 事件之後，國際安全議題的合作其實已跨越至全球大部份地區。美國過 去主導的區域安全合作，儘管歷史的背景不同，合作的範圍或受限制，乃至合作 的架構也可能有差異，但是無論美國與東亞或美國與歐盟，當他們面對阿富汗塔 里班政權的反恐戰爭，合作絕對大於分歧；然而，面對美國出兵伊拉克問題時， 雙邊的分歧往往大於合作。特別是，多年來亞歐間的安全合作，相較美國與東亞 或大西洋兩岸，合作的積極性不足，安全合作的目標也不明顯。也因此，美歐、 美亞、亞歐三邊的安全合作，以往顯得並不均衡。911 事件大體改變了前述不現 象，不僅歐洲聯盟開始加強建立自身(不同於美國)的戰略安全觀，亞歐間的安全 合作互動也比過去積極，反而大西洋兩岸間的關係充滿了戰略觀與國家利益的矛 盾。這個計畫除了想試圖瞭解與研究美歐及亞歐跨區安全合作的不同背景、不同 動機與不同結果，最主要還是想探討下列幾個問題： (一) 911 事件之後，美國先是主導形成全球反恐聯盟(worldwide anti-coalition)， 繼而對伊拉克出兵之時呼籲盟邦參與組成「志願聯盟」，戰後再因為陷入伊拉克 的泥淖而試圖建構「和平聯盟」(coalition of peace)來解圍。這樣的情勢發展與變 化，會讓未來的跨區安全合作形成那一種架構？ (二) 在新的安全合作架構裡， 歐洲、東亞與美國會扮演什麼樣的角色？歐洲會成為美國在東亞的最大戰略競爭 者？ (三) 歐洲、東亞、美國間能否維持一個能夠支撐安全與穩定的戰略三角？ (四) 美歐及亞歐間的跨區安全合作，究竟對台海安全有何影響或衝擊？ 特別是 911 事件之後，北京已經與北約展開政治對話，而法國國防部長 Michele Alliot-Marie (2003 年 5 月)與德國總理 Gerhard Schröder(2003 年 11 月)先後訪問北京時又公開承諾，將促成歐盟解除對中國的軍售禁令，顯見跨區安全合 作對兩岸關係及兩岸軍力平衡可能造成的重大影響。這個計畫是想從研究中找出 一些相關的變數。
III. 研究方法
本計畫可能需要採用以下三種研究方法：(一) 歷史分析(historical analysis)是為了 檢視跨區安全合作的背景成因，其中包括探討不同區域對戰略觀點與國家利益的 認知。根據 Polit & Hungler (1983)的說法，歷史分析法是利用現有文獻對過去的 事件加以系統研究，其結果是讓我們充分瞭解過去，藉以預測未來的發展方向。 因此，本計畫的研究過程，應當是在文獻整理與考證之後，進入理論架構及假設 的階段，進而提高信度與效度並對資料做嚴謹分析，最終從研究結果中找到發現 與創見。 (二)本計畫會用到案例研究途徑 (case study approach)，主要是想拿單 一個案做說明，其中主要指的是美歐安全合作來檢視 911 事件後亞歐安全合作的 發展方向。(三)比較分析(comparative analysis)是針對美、歐、亞三邊安全互動進 行類比。IV. 文獻探討
現實政治發展方面 環顧 911 事件後有關跨區安全合作的文獻，國內學者多半集中在全球(美國) 反恐作為方面的論述，重點也多置於「美國的反恐戰略」、「恐衝擊強權關係發展」 及「美國反恐戰略影響『台美中』關係」等。就美國的反恐作為方面而言，鄭端 耀的「布希政府安全戰略發展評析」(鄭端耀 2003)、楊永明的「國際法觀點分 析 911 事件影響下的國際安全秩序」(楊永明 2002)、王子翬的「從紐約 911 恐怖 事件的戰略思想與美國反恐措施」(王子翬 2001)、劉天威的「911 事件對美國全 球戰略的影響」(劉天威 2002)、李文志的「杭亭頓的戰略思想與美國全球戰略 關係」、(李文志 2002)、王崑義的「美國的反恐怖主義與國際安全」、(王崑義 2002) 或王高成的「從小布希東亞之行看美國亞太戰略」(王高成(a) 2002)等，大抵都是 論述美國的反恐戰略及全球部署，鮮少針對跨區安全合作做進一步闡述。儘管如 此，前述論文的研究發現或創見對本計畫依然提供了寬廣的思考空間。 至於反恐帶動的國際關係，國內文獻多偏重於亞太關係，涉及歐洲的跨區安 全合作及其影響面的研究著作，更是鳳毛麟角。陳一新的「911 事件與美中台三 邊關係」(陳一新 2002)、胡瑞舟的「反恐戰爭對美國內外互動關係的影響」(胡 瑞舟 2003)、王肇隆/譚傳毅的「歐盟東擴與亞太安全戰略」(王肇隆/譚傳毅 2002) 或鄭舜元的「911 恐怖事件及日本對美日安保的實踐」，(鄭舜元 2002)就提供了 亞太關係變化的思考。 國外有關跨區安全合作的文獻，比國內多且面向廣。以大西洋兩岸安全合作 來看，Rockwell Schnabel於The Brown Journal of World Affairs的 2003 冬季號發表 一篇論文 ”U.S.Views on the EU Common Foreign and Security Policy”，大抵點出 了大西洋兩岸間安全合作的困境，它如同Michael J. Glennon 在「外交事務」的 論文 “Why the Security Council failed” (Foreign Affairs, May-June 2003)，對國際安全合作的問題有深入分析。Robert E. Hunter的論文”Europe’s Leverage” (The Washington Quarterly, Vol.27, No.1/2003)就 911 事件對美歐安全合作的衝擊，也有 詳盡的分析，Strobe Talbott的論文 “From Prague to Baghdad: NATO at Risk” (Foreign Affairs, Vol.81,No.6, Nov./Dec. 2002)，也印證了相同的思維。
美 國 與 東 亞 的 安 全 合 作 ， Morton Abramowitz 與 Stephen Bosworth 的 論 文”Adjusting to the new Asia”(Foreign Affairs, Jul/Aug 2003)針對「中國崛起」和「日 本衰退」兩大原因，詳盡闡述美國在東亞的角色變化。另一篇 James T. Laney 與 Jason T. Shaplen 的 論 文 ”Jow to deal with North Korea” (Foreign Affairs, March/April 2003)，更是點出了美國與東亞安全合作的變數。至於亞歐安全合作 方面，911 事件後的論著並不多，其因一方面可能是英美對該項議題有興趣的學 者不多，另一方面則是歐陸學者的相關論述與研究不夠深入。儘管如此，Paul Stares 與 Nicolas Regaud1997/98 發 表 的 論 文 ”Europe’s role in Asia-Pacific Security”，(Survival, Vol.39, No.4, Winter 1997/98) 就提出了亞歐戰略安全合作的 制約因素，同時站在歐洲人的角度，認為朝鮮半島、台海兩岸、南中國海與部份 國家的內部衝突，已經被歐盟視為加強亞歐安全合作的重要依據；換言之，這篇 論文等於是為歐洲在東亞區域安全的角色做出詮釋。
另一篇 Gerald Segal 與 Dong-Ik Shin 合撰的 ”Getting Serious about Asia-Europe Security Cooperation”，(Survival, Vol.39, No.1, Spring 1997)則主要是從「亞歐會議」 的架構去探討雙邊安全合作的相關議題。歐洲國家在東亞沒有駐軍，但與東亞國 家維持有軍售管道與國防技術的移轉，特別是英法等國對東亞依然有相關的防衛 承諾，明顯的例子是，1953 年 7 月 22 日英法兩國(其他尚有比盧希土等國)於華 盛頓簽署的「朝鮮半島停戰協議」，迄今依然顯示兩國對維繫朝鮮半島和平的承 諾；此外，1954 年法德參與簽署的「馬尼拉公約」(Manila Pact)儘管因為「東南 亞公約組織」(SEATO)已於 1977 年 6 月解散，技術上依然有效。 理論探討部份 本計畫提到的前述問題，因為涉及到國際關係理論的一些難題，就是如何詮釋 「為什麼許多國家會優先致力於安全合作？」。大抵而言，面對這個難題，不同 的理論會有不同的解答。本計畫在理論架構部份，試圖從現實主義的角度來論述 跨區安全合作。根據 Kenneth Waltz (1979)的說法、Joseph Grieco 的詮釋(Grieco 1990)或 John Mersheimer 的論點(Mersheimer 1994)，現實主義對安全合作的看法 有些悲觀。傳統的聯盟理論通常會以「國家間結盟是為了想平衡軍力較優勢的那 一方」做假設。(Waltz 1979) 國家間彼此進行安全合作，一般只有兩種原因：其 一是平衡(balancing)對方的力量以降低威脅；其二是發揮「花車遊行效應」 (bandwagoning)，結合所有感受到威脅的國家，(Wolfers 1962) 這也是為何安全 合作在現實主義者的眼裡就只只有「聯盟」。 毋庸置疑，現實主義者很強調權力平衡(balance of power)，最明顯的例子是 George Liska 曾經提出的「聯盟是為了對抗人或物」(Liska 1962:12)之看法，而 Hans Morgenthau 則把聯盟詮釋為「權力平衡是在多元國家體系裡操作時的必要 功能」。(Morgenthau 1967:175) Walt 則是第一個修訂這個傳統觀點的學者，他 的假設是「權力本身並無法詮釋國家的平衡行為」，並建議用「威脅平衡」(balance of threat)取代「權力平衡」的概念。(Walt 1987:5) 嚴格來說，國際關係所謂的「權力平衡」，其實並不足以詮釋跨區安全合作的 不同動機。我們如果從 Walt 的例子來看，即便是現實主義者也不會否認安全合
作需要的是互信、認知(Perceotion)及能約束的規範力。這一點可以從 Randall Schweller 的「動機現實主義」(motivational realism；1966)與 Robert Jevis 所謂的
「(聯盟)機構有能力改變結果的優先順序」。(1999:58-62) 很常的一段時間裡，對
現實主義者的最嚴厲挑戰是，權力平衡的理論來自於根深蒂固的理性主義的論證 (rationalist paradigm)；而新自由制度主義者(neoliberal institutionalist)的論點也是 起源於，在無政府體系狀態下對自我利益角色(self0interested actors)操作的假 設；(Keohane 1984；Keohane/Nye 2001；Oye 1986) 換言之，當現實主義拋開平 衡的概念就很難解釋安全合作的必要時，或許新制度主義強調的資訊提供與制度 化的措施可以加以詮釋。 理論上，安全合作聯盟的規模愈大，就愈可能對外來新成員愈具吸引力；換 言之，這個概念呈現的是經濟與軍事援助可以創造更有效率的聯盟，亦即愈多的 援助，聯盟就會愈緊密。這一點從 911 事件後美國與中亞國家的反恐合作得到證 明。
V. 結果與討論
本計畫有學術研究和政策參考價值。研究成果能夠反映出幾個面向的思考： 首先，「亞歐」安全合作與「美歐」安全合作的架構可能不同，影響層面也未必 相同。前者的研究可以釐清歐盟未來與亞洲國家的安全合作架構，掌握東亞地區 的美歐強權競爭與互動情況。尤其是，美、中、台三邊關係經由兩岸三邊學界的 長期研究，累積了相當份量的研究成果與心得，反觀歐、中、台三邊關係迄今沒 有明確的架構，一般的看法是，在這一個歐中台的小三角關係裡，歐盟從來都是 向北京傾斜。其次，從探討歐盟建構的新安全觀(ESDP)，也可以看出北約與歐 盟戰略合作的互動與影響，進而判斷北約戰略延伸的盡頭會在那裡。如果北約的 戰略走向全球化，那麼美國在中亞地區的戰略布局否否形同對中國的軟性圍堵？ 整體而言，美歐安全合作關係如果趨弱，而亞歐合作領域卻逐步擴大，那麼 政治與經濟都受到「被邊緣化」威脅的台灣，未來應該如何在跨區安全合作的趨 勢裡找到自己的定位，顯得非常重要。台灣應該站在美國那一邊 (如陳總統的宣 示)並無條件支持美國的全球戰略布局？抑或從亞歐安全合作的架構裡去思考突 破點？這個研究計畫的結果可以提供相關的思考變數。 最後，這個計畫的研究結論還反映出，「美歐亞」三邊戰略安全合作會對「美 歐中」的互動架構造成衝擊。我們若從「歐中台」三邊關係的架構去思考，那麼 歐盟及北約的發展及其與中共關係的走向，對兩岸三邊互動可能不會造成直接的 影響，它可能也遠不如「美中台」三邊互動網絡來得密切；但是，如果涉及北約 或歐盟與中共的安全合作，它就會衝擊到「美俄中」或其他強權間的關係變化。 觀察冷戰結束以來的情勢發展，涉及台海兩岸關係的跨區安全合作，大抵呈現出 幾個「大三角」與「小三角」的羅曼蒂克關係(romantic relationship)，1：(一)「美 中台」的小三角關係互動中，美國基本上(特別是 911 與美伊衝突後的國際情勢) 是向中國傾斜；(二)「歐中台」小三角關係的互動中，歐盟同樣也是向中國傾斜； 1 「浪漫三角關係」的三邊，並無須具有相同的戰略負擔，其在互動關係應具備的條件是，任何 一方必須是「主權獨立的玩家」(legitimate autonomous state)，同時外交上具有寬廣的抉擇空間； Lowell Dittmar, “The Strategic Triangle : An Elementary Game-Theoretical Analysis,” Klaus Knorr (Ed.), World Politics, Vol. 33, No.1, July/1981, PP.37-67.(三)「美歐中」的大三角關係，呈現的則是不規則狀態，歐盟與中國相互間會採 取「聯歐制美」或「聯中制美」的策略運用，因此它會影響國際戰略格局的變化。 值得注意的是，俄羅斯有時被歐盟視為聯合的對象，有時俄國扮演的又是獨立的 個體。美國與歐盟除了在 1990 年代(1991-1997)出現過連手制裁中國迫害人權， 幾乎不曾出現過「聯歐制中」或「聯美制中」的整體戰略合作；換言之，美國與 歐盟對中國或對台政策，儘管部份政策內容有雷同之處，但沒有整體的共識。最 明顯的例子是，美歐面對與中國的貿易不平衡問題，解決的方法就有相當程度差 別。從前述幾個大三角或小三角的發展趨勢來看，美國與歐盟發展對兩岸關係的 策略並不相同。唯一的共通點是，美歐都表態期望兩岸和平對話，反對中國用武 力解決台海問題。
