History of Taiwan's Participation in Universiade
2017 Taipei Summer Universiade
The term “Universiade” combines “university” and “Olympiad”, which was used as a chronological record of events in the ancient Olympics. The letter “U” has a symbolic meaning for Universiade. On the one hand, it stands for the youthful passion, colorful life and infinite possibilities of university; on the other, it represents the word
“union”, linking youth, you and even the entire universe through sports.
In ancient Greece, the battles among the states were suspended for the sports meeting; in the modern times, symbolic union was once seen between the German Democratic Republic and the Federal Republic of Germany and between North Korea and South Korean in Olympics. As a medium, sport is committed to eliminate the confrontations and disputes among people, and it has been embedded in the spirit of peace, friendship and teamwork.
With the concept as the starting point, this paper explored all aspects of the grand sports meeting for college students. Aside from recalling the “events of university” from a historical perspective, it aimed to get a thorough understanding of Taiwan's preparation for Universiade.

•What are the differences between Universiade and the Olympic Games?
Like the Olympic Games, Universiade is a large international sports meeting (summer and winter) which includes various sport events. However, the difference between the two lies in the cycle, spirit and philosophy, and participant. Unlike the Olympic Games which is held every four years, Universiade is held every two years; the Olympic Games emphasizes promoting the harmonious development of humans through sports, while Universiade underlines the combination of sports and the spirit of independence of university and encourages friendship, honesty, cooperation and diligence; participants of all ages can take part in the Olympic Games, whereas Universiade is open to the college students aged from 17 to 28.

Like the Olympic Games which attracts the participant teams of different countries, Universiade is also an essential sport occasion where Taiwan communicates with the international community. So, when did Taiwan begin to take part in the sports meeting? Why did it participate in the sports meeting at that time? Which shining star represented Taiwan in the activity? Who promoted the activity behind the scene? What were the moving sport stories? In this part, we will explore the history of Taiwan's participation in Universiade.
•Chinese Taipei University Sports Federation (CTUSF)
Founded in 1957, it was called Taiwan Federation of Junior Colleges and Above; in 1967, it was renamed as Chinese Taipei University Sports Federation. As an official registered member of the FISU, it is a national sport group which governs and organizes the sports for college students. Its purpose is to undertake the academic research on the physical education of universities, improve sportsmanship and physical education, and promote international exchanges on physical education. Besides, it takes charge of the domestic and international competitive matches for universities. The domestic ones include the University Basketball Association (UBA), the University Volleyball League (UVL), the University Baseball League (UBL), the University Football Association (UFA), and 30 individual university championships; as for the international ones, it has cooperated with the FISU to hold the WUC for many times as well as the 11th FISU Forum.
•Taiwan joined the International University Sports Federation (FISU)
Only the FISU members can compete in Universiade. To participate in this grand sports meeting, Taiwan made tremendous efforts to become an FISU member. In 1969 and 1983, the Chinese Taipei University Sports Federation applied for the membership of the FISU but failed because of its international membership. On July 6, 1987, the membership of Taiwan, Argentina, Bolivia, Cyprus, Ireland, Nicaragua, Peru, and San Marino was discussed in the Application of New Members at the FISU Members Conference. Although the Mainland China delegation was opposed to Taiwan's application, Taiwan was finally accepted as an FISU member with the applause of all the members.

14th Summer Universiade Zagreb (YUG), 1987
In 1987, Universiade was held in Zagred, Yugoslavia. Aside from taking part in the competition, Taiwan left for Yoguslavia for another important task -- becoming an official member of the FISU. For its first show in the sport event, Taiwan brought two

21th Summer Universiade Beijing (CHN), 2001
The 21st Universiade was held in Beijing, China. However, there was a brief interlude
in the march into the arena in the opening ceremony. Since the signing of the Olympic Games Model in 1981, the Taiwanese delegation had been named “Zhing Hwa Tai Bei”, with the English abbreviation “TPE”. But this time, China attempted to arrange the march according to the Chinese pinyin. In this way, Taiwan would be paralleled to Chinese Hong Kong, Chinese Macao, and China. To protest against the arrangement, the Taiwanese refused to enter the arena. Eventually, petition was reported to the FISU chairman for negotiation, and then the delegation agreed to march into the arena with the initial letter “T”.
In the Beijing Universiade, the 136 Taiwanese athletes and staff members joined in eight sport events, such as snooker, tennis, volleyball, basketball, track and field, swimming, judo and gymnastics, winning 3 silver medals and 5 bronze ones. The Taekwondo Team also had marvelous achievements: Mu-yan Zhu won the first gold medal for Taiwan; Yen-ni Huang and Chiung-fang Chang got the silver medal in the women's flyweight and bantamweight respectively; Shih-kai Chen, Chia-hsing Liao, Wen-cheng Lin and Shu-ju Chi were awarded the bronze medal; therefore, the Judo Team achieved one gold medal, two silver medals and four bronze medals. The Women's Volleyball Team attracted rounds of exclamation as a black horse. Thanks to the strong teamwork and will, the girls overcame the disadvantages in height compared to the tall and strong European teams. In the final, they were defeated by the Chinese team, but they still set a record for the Volleyball Team.
In her return to judo after eight years, Hsiao-hung Li won a bronze medal in the women's public magnitude. Trapped in the political and economic storms, Serbia managed to overcome all the difficulties and hosted the Universiade. More than 6000 athletes from 143 countries gathered in Belgrade for the grand sports meeting. The Taiwanese delegation traveled a long way to compete for medals in track and field, swimming, gymnastics, judo, snooker, tennis, women's volleyball, women's basketball, taekwondo and archery. 26th Summer Universiade Shenzen (CHN), 2011
After the Beijing Olympic Games in 2008 and the Guangzhou Asian Games in 2010, Shenzhen became the host of Universiade in 2011. This was the second time that Universiade had been held in China. Over 10,000 people from 152 countries attended the sports meeting, and there were 1.27 million volunteers for the competition.
With its athletes competing in 18 sport events, Taiwan expanded to sailing, cycling and weight lifting for the first time. With the joint efforts of the athletes, the Taiwanese delegation made a breakthrough by winning 32 medals (7 gold medals, 9 silver ones and 16 bronze ones).
27th Summer Universiade Kazan (RUS), 2013
As the capital of Republic of Tatarstan, Kazan is one of historic and cultural cities in Russia. By making full use of the resources as the host country, Russia set a record by offering 27 sport events and won 155 gold medals of the 351 ones in the medal table.
Taiwan won 4 gold medals, 4 silver ones and 7 bronze ones in the following sport events: track and field, swimming, competitive gymnastics, fencing, judo, badminton, snooker, tennis, women's football, women's volleyball, women's basketball, wrestling, weight lifting, shooting and boxing. 28th Summer Universiade Gwangju (KOR), 2015
In 2015, Universiade was held in South Korea for the second time. The sports meeting coincided with the epidemic of MERS, which posed a great challenge on the host country as well as the delegations. Despite the problem, 7,374 athletes from 143 countries took part in the Universiade.
The Taiwanese delegation won 6 gold medals, 12 silver ones and 18 bronze ones this time thanks to the joint endeavor of the athletes who competed in 16 sport events, such as track and field, swimming, gymnastics, basketball, volleyball, football, snooker, tennis, fencing, judo, taekwondo, archery, badminton, baseball, golf and shooting. Though the total number of the gold medals was smaller than that of the previous competition, Taiwan made a new record in the number of silver and bronze medals and reached a new height in the medal table.
Headed by Kai-chen Chang, the Tennis Team maintained its performance grasped 2 gold medals, 2 silver ones and 3 bronze ones, with one gold medal in the women's single and the other in the women's team. In 2007, the Track and Field Team obtained one silver medal and one bronze medal. This time, Shih-feng Huang achieved a silver medal in the men's javelin; Jun-xian Xiang gained a bronze medal with the score of 2.28 meters in the men's long jump, breaking the national record set by himself.
Taiwan has participated in the sports meeting for 15 times. Over the three decades, most of the medals won by Taiwan came from tennis, taekwondo, table tennis, badminton and archery. The Women's Basketball Team in 2011, the Men's Volleyball Team in 2015, and other athletes have left a deep impression on me with their concentrated efforts, their courage in face of challenges, as well as their positive interaction with the coaches. All these are priceless. Apart from sending athletes for the sports meeting every two years, Taiwan has tried hard to win the right to host Universiade for four times. Finally, its efforts paid off, and it won the bidding in November 2011: the 2017 Universiade will be held in Taipei City.
In Taipei City, Universiade is being publicized almost everywhere, and the information about the sports meeting is also being broadcast on TV and media. When did Taiwan win the right to host the high-level competition? What are its philosophy and features? What problems did it face in the preparation? What social issues should we pay attention to in the process of solving these problems?
•Taiwan strived for the right to host the 2017 Summer Universiade
On September 30, 2011, the Taipei City Government submitted the application letter of Summer Universiade 2017 and competed with Brasilia for the chance. For Taipei City, Brasilia was a strong rival because Brazil is the seventh biggest economy in the world and has the experience in hosting the Olympic Games and the World Cup. However, Taipei City has its own advantages: it has rich experience in hosting the World Flower Expo and Deaflympics; it proposed the plan of making full use of and recycling existing venues; In comparison with Brazil's World Cup 2004 and the Olympic Games 2016, it has a more fiscal source. With all these exceptional advantages, Taipei City ultimately won the right to host the sports meeting in 2017 in its fifth attempts.
•Purpose and vision of 2017 Taipei Summer Universiade
A mega-event requires a large amount of funds from the central government, so people begin to be curious about the benefits of such a great investment. According to the official data, Taipei City hosts the activity to ignite citizens' passion for sports, establish relevant facilities which meet the international standards, win the approval and trust from the people and give them a sense of honor. From the international perspective, it aims to develop into an international city and broaden the channel of communication between Taiwan and the international community. Aside from regarding Universiade as a sports competition, Taipei City focus on the missions related to it, such as the urban reconstruction, civic participation and cultural enhancement.

Early before Universiade, the picture of Bravo, the mascot of 2017 Taipei Summer Universiade, has been shown in all public space across the city. As a frequent guest of various festive activities, Bravo even went to the NBA to publicize the sports meeting. The design of the mascot was based on the Taiwanese black bear, the most representative animal in Taiwan. In terms of color, the mascot was painted with gradation. Moreover, it is equipped with a gold medal which symbolizes victory and motivates athletes to make personal improvement
and pursue excellence.

•Controversial 2017 Taipei Summer Universiade
In 2014, the elections of heads of counties and cities were held across Taiwan. The task to host the 2017 Taipei Summer Universiade was transferred from the former mayor Hau Lung-pin to the newly-elected mayor Ko Wen-je. The transition from the old government to the new indicated the reconstruction of the Universiade Preparation Committee, the reflection of the Universiade executive officer, and the redesign of the symbol and mascot.

In 1959, the first Universiade was held in Italy; in 1987, Taiwan became a member of the FISU and took part in the 14 th Universiade held in Yugoslavia. Since then, Taiwan has
participated in the sports meeting for 15 times, winning 265 medals (72 gold medals, 85 silver ones and 108 bronze ones).
In 2011, in its fifth attempt to win the right to host Universiade, Taipei City finally got the chance. From the Taipei Deaflympics 2009 to the World Games 2009 Kaohsiung to the 2017 Taipei Summer Universiade, Taipei has been showing the world its ability to hold international competitions. Nevertheless, we should not forget the visible and invisible costs for a mega-event while exhibiting our strength.
Some say that sport is an effective tool of communication which can promote the solidarity among humans and solve disputes. The great breakthroughs and the strong willpower in the sports bring us hope. What are the benefits of the sports meeting for the youth which is felt everywhere? Undoubtedly, you need to find out the answer to this question all by yourself.
