Externality of Art Cluster: A Case Study of
Shen-None Street in Tainan City

Abstract
The area of this study is to Shen-None Street, Tainan. The research summarized their views and analysis creative cluster by interviews. Purpose of the study is to explore the factors that cluster formation process, and clustering bring externalities. It is important to understand the impact of externalities for members. We found that the early development of interesting artistic clustering low rents and creative atmosphere as the main reason. Secondly, because the visibility and enhance the diversity of business models. However, environmental improvement and policies marketing to attract large numbers of tourists to come, so that rents and rising congestion costs appear interfere residents and creative workers. At the same time, business activity increased strength also crowded out artistic activities. Limited degree of interaction between members of the community, a sense of low trust in government, the integration of internal resources is not easy, because these three threats to the future development of Shen-None Street.
