鑒於本研究之相關限制,在此提出未來後續發展之相關建議。

1. 本研究由於受限於時間、人力及實際資料之完整程度,僅能就低碳城市專案 計畫所提供之資料及徵詢專家學者意見而假設之數據進行模式之驗證與測 試。建議後續相關研究能蒐集更為完整之資訊以利分析之進行。

2. 受限於時間之原因,本研究所發展之第三模式為一複雜多目標混合整數非線 性規劃 MOMINLP 問題,僅提供一收斂之參考解;同時兩目標之權重比仍 需要再經過證明與校準。未來建議模式做進一步測試。

3. 因近年來地方共同生活圈之觀念已形成,各地區實際有效影響計畫效益及成 本的人口數劃分趨近模糊,難以界定。因此本研究未考慮以人口數作為影響 變數,建議後續未來研究能進一步作為參考。

4. 建議政府於未來之評選計畫決策過程中,明確要求各級單位提列之計畫書內 容及數據做一完整性補充及評估而不僅是數據結果,僅以文字表達著實有其 困難之處。同時政府於計畫評選時建議先將計畫分類,不同性質之計畫適用 之社經特性也不相同,與其他計畫混雜評選較難達成實質上之公平性。

5. 為落實分配公平性之原則,建議望後相關研究可整理並建立一套公平客觀與 獨立的一套統一評估標準、換算衡量公式與評選機制。以便中央決策者或利 害關係人在評選過程中,能對資料之間的比較權衡關係能迅速掌握,同時避 免提審計畫之單位浮報數據及評估標準不一之風險存在。
