第六章、 結論與建議

6.2 建議

目前台北國際商港已經在民國八十八年開放營運,而台北港的港埠我定位為 基隆港之輔助港、北部地區遠洋貨櫃航線主要港口、北部地區大宗散貨主要進口 港以及為自由貿易港,以發展遠洋貨櫃中心,短程航運之主要港阜及發展為國際 物流中心,紓解北櫃南運之內陸交通壓力等作為主要建港目標。目前台北港仍持 續在進行擴建,投資興建 7 座貨櫃碼頭及後線倉儲設施,所以在台北國際商港營 運後,會吸引主航線之船舶而降低南北貨櫃運輸量,對使用短程航運運輸將有正 面之影響,北部地區提供現代化之港阜對整體社會有相當大之效益,後續的研究 可以探討在台北國際商港開始營運之後,會對使用短程航運運輸造成什麼樣的影 響。

另外,大量的「北櫃南運」、「南櫃北運」貨櫃流動造成內陸運輸系統的重大 負擔,也影響到了高速公路的服務水準,造成了高速公路某些路段擁擠的情況發 生,所以在之後的研究也可以計算擁擠成本,將擁擠成本的計算結果加入探討。
