第二節 建議
根據上述結論，擬具建議事項如下：
（一）檔案館藏發展應兼顧多元主題與使用需求：檔案館藏主題失衡，無法兼顧 各種使用者資訊需求。就承載國家社會記憶的角色而言，檔案資源應該忠 實保留各主題資訊的完整性與多元性，主題偏頗的檔案館藏不僅無法滿足 使用者需求，也無法完整呈現過往歷史全貌。建議檔案鑑選過程應將館藏 主題均衡性納入考量，避免館藏發展集中特定主題。
（二）瞭解不同使用族群使用特性，規劃符合需求之服務方式：檔案主要使用族 群顯以學術研究機構之師生與研究人員為主，檔案館可以針對學術使用社 群提供檔案內容選薦服務或是將檔案資訊以學術社群習用之管道提供。建 議檔案館應針對核心使用族群發展客製化服務，另方面則針對潛在族群提 供可刺激使用之推廣或行銷活動，以擴大使用對象。
（三）檔案使用者多屬任務導向使用，檔案館應提供更多專業諮詢與協助：檔案 使用者因研究或實務需求到館使用檔案，不僅調閱數量多，且期待能以最 快時間內完成任務，當任務完成後可能相當時日才會再次造訪。因此，每 次使用都可能需要檔案諮詢服務，根據檔案調閱與訪談分析，均顯示檔案 館應強化檔案諮詢服務，降低使用者找尋檔案過程的障礙。
（四）重視檔案使用紀錄並定期統計分析，以回饋業務檢討與改善：此次蒐集檔 案調閱資料過程遭遇不少困難，部分預期可分析項目，因調閱資料未予紀 錄，或是因個人隱私保護無法提供，致無法取得資料進行分析。建議對於 檔案調閱統計項目應建立較一致的量化標準，不僅可供自身館藏歷年比 較，亦可提供館際間比較分析的基礎。
