另一方面，我國在促進高等教育國際化的同時，政府單位也必須顧及國際化的深 層意義、尊重不同的文化特色、採用較人性化的行銷策略，更重要的是，透過國際化 的交流與合作，讓本土與外籍學生瞭解其全球公民(global citizens)的使命，進而能回 饋社會，促進國際合作。

由上述可分就國家與高等教育機構兩層面分析：就國家層面而言，我國教育部 對高等教育政策的推動及努力值得肯定，但是把英語等同於國際化所需的外語環境與 能力可能有待商榷，更廣泛地說，高等教育國際化的價值未必只限於語言、政治及經 濟等範疇，亦包含國力的競爭，也包括培養尊重他人、欣賞異己的世界公民之教育理 念；就高等教育機構層面而言，國內各大專院校之間的合作、協同與統整必然是高等 教育國際化的充要條件，而大學之內的課程、師資、設備、人員的心態等是否已經做 好國際化的準備，可能是落實高等教育國際化的核心與關鍵。

三、教學品保方面

老師對待外籍學生，不能因外籍學生的中文程度差異，而調整其評分標準，這將 會使外籍學生怠惰；外籍學生中亦有屬華語體系與英語體系，老師在面對不一樣的外 籍學生，須要有一個客觀、公正的評分標準，利用此一標準挑選適當的外籍學生，將 可用適當的教學方法面對不同程度的外籍學生。

四、教育體制差異方面

高等教育國際化政策的實施學校要更積極，除了可以利用學校的網頁作行銷外，

更可使用佈告欄來傳播資訊，除了讓學生們有很大的受益外，學校可以利用學伴方式 使本土學生與外籍學生建立良好的橋梁，可以一起互相學習與照顧；政府或學校對於 甄選外籍學生應該要有個標準的評估準則，類似本土學生之入學考試，或者像是中文 考試之類，甄選適當之外籍學生，學校方面亦能因應外籍學生不同程度調整最適當的 教學方式；在學校內能提供語言交流教室讓本土學生與外籍學生互相學習各國語言，

並藉由課堂上與外籍學生溝通而引起學生的興趣，學習不一樣的語言溝通能力。政 府、學校可以補助本土學生與外籍學生更多的獎學金、生活津貼或是利於學生的獎助 方案協助學生；並可提供本土學生出國留學，或是以國外志工團的方式，讓本土學生 能親自體驗跨國文化之旅。
