第五節 特定承諾表
在第四議定書下，特定承諾表雖是該議定書之附件，卻是重要的主體，各會員國按 其需要及能力，就市場開放、國民待遇，依照模式一到四，做出不同程度的承諾。所謂 模式一到模式四的意思，分別是指跨境提供（cross-border supply）、境外消費（consumption abroad）、商業呈現（commercial presence）、自然人呈現（presence of nature person）。
所謂「跨境提供服務」係指服務提供者與服務消費者分別位處二個國家，且提供服 務（或消費）時均不必跨越國界，因此，此種服務出口模式與我們所熟知的商品出口模 式相同，亦可達到與商品出口同樣的經濟效益。具體例子像是英國法律顧問公司以電話 或電子郵件方式向我國客戶提供諮詢服務。然而，擁有出口價值之服務業大多屬於知識 含量高的業別，意即服務出口所賺取的是知識財，若能成功輸出，將可為出口國帶來豐 厚的服務貿易出口利潤。

特定承諾表
最惠國待遇之豁免清單 電信參考文件
所謂「境外消費」顧名思義，就是服務消費者跨越國界到服務提供者所處的國家進 行服務消費行為，而這種服務出口型態最重要的莫過於旅遊觀光。具體例子像是我國觀 光客到瑞士進行旅遊消費。以日本為例，除融合區域性的傳統、文化、自然、產業遺產 等等自然人文景觀，並緊密聯繫當地不同團體之間的合作，共同改善該地區之觀光旅遊 品質之外，同時，也加強與國際接軌之基礎設施，以增加外國旅客遊日之便利性。
所謂「商業呈現」，根據GATS定義，服務提供者到服務消費者之所在國設立商業據 點，以提供相關服務，稱之「商業據點設立」。具體例子像是美國花旗銀行在我國設立 分行提供國人金融服務。但是根據經濟部中小企業公布之2006年資料顯示，我國服務業 有高達97.83%均為中小企業，產業規模本就不易與國際大型服務業者平起平坐，以致於 進入國際服務市場之困難性大增，因此，建議可採取併購、策略聯盟、與大企業結盟、
談判等方式協助國內服務業者進入國際市場。
所謂「自然人呈現」，是指我國人民到外國提供服務。具體例子像是我國藝人費玉 清到中國舉辦演唱會，提供內地人民娛樂服務。根據相關研究指出，本國人到外國工作 所帶來的外部及產業關聯效果非常有限。而自然人的移動容易成為長期移民，假如移動 的自然人是高級人力，而又有久留不歸的傾向，則鼓勵模式四的服務出口實在形同鼓勵 掏空本國、資助外國，實不是政府政策所應致力的方向。此外，依照我國所得稅法，我 國人民並沒有就國外所得繳交我國所得稅的義務，容易連所得稅也一併流失。因此，若 要採行模式四之方式來拓展服務業的出口，則必須要以公司或集團名義進行服務輸出，
不僅可以擴張國內實力，加強對國家整體經濟之貢獻，也可以避免本國高級人力之流 失。112
此外，會員國還可以做出額外承諾，所謂額外承諾，指就市場開放、國民待遇外的 其他GATS相關措施的承諾，像是就品質、標準、發照等另外做出的承諾。額外承諾應 被認定是一個積極的義務，而非另加的額外的限制清單。以電信通訊的承諾表而言，電 信參考文件就是一個常見的額外承諾。
特定承諾表又有兩種分類，一為水平承諾（horizontal commitments），另一為部門的 特定承諾（sector-specific commitments）。所謂的水平承諾，適用於承諾表中所有的服務。
一般而言，其涉及投資、公司架構之組成、土地取得、自然人移動等。至於部門的特定 承諾，則依照各個不同的部門，為程度不一的承諾。
承諾方式可為三種類型：(1)沒有限制(none)；(2)不作承諾(unbound)；(3)一定範圍或 者有預設條件的限制。其中(1)和(3)屬於「約束承諾」，即承諾表中有關的服務在以確定 的方式提供時，它所獲得的待遇將不低於承諾表中列明的水準。(2)不作承諾意味著該成 員不承擔任何義務，保留充分的自由113。
在第四議定書談判的最後時刻，總共有69個WTO成員（歐共體成員國單獨算）提交 了55份114關於基礎電信的特定承諾表。其相關業務之統計如下115：

基本電信於1990年代中期已開始進行談判，從烏拉圭回合之後到1997年，已有69個 會員政府提出關於基本電信服務部門的承諾，而在陸續談判後，至今已有91個政府提出 承諾，且數目持續增加中116。
此外，已有122個會員對加值電信服務部門提出承諾，允許外資進入其國內市場。
儘管目前有些會員尚未提出電信服務自由化承諾，但也表達願意逐步實施自由化之意 願，例如尼泊爾承諾將於2009年開放其電信市場，允許外資進入。
不過，儘管很多WTO會員提出電信服務市場開放的承諾，但其中仍存在著市場進入 限制，如限制業者家數或外資比例，據統計資料顯示，新興經濟體較常提出市場限制。
此外，目前已有77個會員政府全面採認基本電信參考文件，並有7個部分採行參考 文件內容。相較於1997年時僅有的55份承諾表，十年後的現在，有91份承諾表對於電信 部分做出具體承諾，且數目持續增加中。各國約略的承諾表如下117：
