和私部門兩位受訪者的深度訪談後，發現到新莊中港大排改造計畫的公私協力 中，其實適當時機這個因素是較不會影響的，反而是資訊不對稱此因素會影響公 私協力的運行，那這也是為什麼要透過文獻和實務的對話來進行修正的原因，因 此新莊中港大排改造計畫中的公私協力條件就被修正為，包含了：共同的目標與 願景、公開與信任、長期穩定關係、高層長官的支持、利害關係人參與、相關法 律規範、公平合作與彈性、協商管道以及資訊不對稱之考量。
公民參與的因素從文獻所歸納出的是資訊管道充足、平等參與、個人政治效能 感、動員積極度和回饋能見度，那在透過對地方參與人士的三位受訪者的深度訪 談後，了解到新莊中港大排改造計畫的公民參與中，除了原本歸納出的五個因素 外，另外公民意識的培植、政府態度趨向和政策行銷之運用也將影響新莊中港大 排改造計畫案中的公民參與運作，故新莊中港大排改造計畫中的公民參與因素就 被修正為，包含了：資訊管道充足、平等參與、個人政治效能感、動員積極度、
回饋能見度、公民意識的培植、政府態度趨向以及政策行銷之運用。
由於都會治理的推動是需要社會中各成員、團體或部門的投入和參與，因此都 會治理所涉及到的包含很多面向，除了公私協力和公民參與外，也有像是與中央 政府建立夥伴關係和多重部門間的夥伴關係。而都會治理下若有建全的公私協力 關係和公民參與機制，那對於未來政府在作都會治理上，除了可以更快速且有效 率地解決民眾問題外，最重要的是可以提升民眾生活品質和民眾對於政府的信任 感。期本研究透過文獻和實務所歸納出的九個公私協力條件和八個公民參與因 素，可對未來政府在推動都會治理相關議題時能有所助益，進而擁有一個良好且 健全的都會治理機制。

公民參與因素，若可研擬出一套問卷，針對利害關係人發放問卷，測試對於所歸 納出的公私協力條件與公民參與因素的態度為何，利用量化問卷資料來驗證質化 深度訪談結果以獲得更完備之詮釋。
