第二節 討論及建議
取選取法案的方式，以 Wilson(1986)的理論意涵為基礎，選出較具理論代表性，
或者在政治場域上較受到關注或較為典型的法案，並且以這些法案來檢證理論的 解釋力。其次，本研究的研究價值也受限於只針對一個屆期的立法院作研究，並 沒有包含不同屆的比較、跨時的分析，或者考量到制度的變化(如：選舉制度、
連署制度、委員會制度等)，對於立委參與提案連署的影響，因此本研究對於研 究者完整的掌握立法院當中的提案連署現象，仍然有所不足，期待未來有更多研

究的投入，以豐富我們對於提案連署的了解。
本研究的後續研究議程可以分為三大方向。第一，可嘗試將所有的提案都列 入分析範圍，以及繼續探討立委在不同類型法案當中的提案連署參與模式。第二，
將研究的範圍擴展到第七屆以前或第七屆以後的立法院，並且考慮制度及脈絡的 變化。第三，進一步探索立法院當中的網絡運作模式，並且分析網絡對於立法過 程的影響。
一、不同類型法案上的提案連署參與模式
根據本研究所採取的研究設計以及最後的研究發現，首先，研究者仍必須對 於立法院當中的提案連署行為，有一個蓋括性的了解，研究者可將所有的提案都 列入研究範圍，並且觀察不同類型的法案會產生出不一樣的提案連署參與模式。
以本研究所選擇的三種類型的法案為例，政黨競爭型法案、環境保護型法案、特 殊利益型法案，雖然本研究所建構的理論可以提供一些合理的解釋，但是仍然可 以發現到影響立委參與提案連署的因素在不同類型的法案上似乎不盡然相同。所 以，未來的研究者可以朝著含括範圍更廣，並且比較不同因素在不同類型法案上 的重要性的方向前進，嘗試歸納出一套有系統的理論。
二、不同屆期的提案連署參與
除了將專注力放在不同類型的法案的異同之外，不同屆期當中的提案連署參 與模式也可能存在差異，尤其是立委選舉制度在第七屆之後，已改成單一選區兩 票制，立委參與提案連署的誘因，也可能因而產生改變。或者，研究者可以嘗試 比較立法院在早期的民主化時期、2000 年第一次政黨輪替後的時期、2008 年第 二次政黨輪替後的時期，三個不同時期，立委在參與提案連署行為上的演變。除 此之外，研究者也可以關注不同屆期當中，有哪些外部因素，會影響立委的提案 連署參與行為。舉例來說，公民監督國會聯盟於第七屆立法院之後，開始針對立

委的一些行為實施評分制度，而提案及連署是列入評分的項目之一。因此，研究 者可以進一步去觀察，外部的監督力量如何影響立委在立法院內的行為表現。
三、立法院當中的網絡運作
本研究在解釋立委的提案連署參與行為時，曾經討論到網絡對於立委參與提 案連署的影響。並且列舉出，立法院中可能存在的網絡類型，如：政黨、委員會、
選區，甚至人際網絡等等。然而，即便研究者認知到這些網絡可能已存在立法院 當中許久，卻尚未釐清這些網絡在立法過程中所扮演的角色或重要性為何。以美 國國會研究的例子來說，Cho 與 Fowler(2010)嘗試分析美國國會議員如何運用自 己在國會當中的人際網絡來通過立法，他們發現，人際網絡愈強的國會議員，愈 有能力通過法案。所以，筆者認為，立法院當中的網絡研究或許也是未來另外一 個值得研究者發展的方向。
