(一)環境空氣品質（Ambient Air Quality）
1.環境空氣品質架構指令
Council Directive 96/62/EC on ambient air quality assessment and management, OJ 1996, L296.
本指令規定空氣品質的一些基本原則，尤其會員國如何評估與管理空氣 品質。本指令同時規定空氣品質的標準與目標，應該訂頒特殊法規，以現實 之。歐盟據此陸續訂定了四項本指令的施行法規，即俗稱的子指令（daughter Directives）包括：
(1)Council Directive 1999/30/EC relating to limit values for sulphur dioxide, nitrogen dioxide and oxides of nitrogen, particulate matter and lead in ambient air, OJ 1999, L163/41.
(2)Directive 2000/69/EC relating to limit values for benzene and carbon mon-oxide in ambient air, OJ 2000, L313/12.

5.現行環境空氣品質指令
Directive 2008/50/EC on ambient air quality and cleaner air for Europe, OJ 2008, L152/1.
本指令於 2008 年 6 月 11 日生效，主要特徵是整合先前歐盟相關法規為 單一指令；惟上述第四項子指令仍予保留，另原先立法目標也維護不變。在 不改變現行空氣品質目標下，本指令說明追求歐洲環境空氣品質與更清淨空 氣的要素包括：(1)關於「細懸浮微粒」（PM 2.5）之新空氣品質目標包括限 值（limit value）及暴露（exposure）相關目標，亦即暴露濃度（exposure concentration）義務與降低暴露之目標；(2)評估對限值之遵守時，排除或降 低（discount）將自然污染源納入計算的可能性；(3)以條件環境及歐盟執委 會的評估基礎，有關限值的遵守，延長時間（time extensions）為三年（PM 10）或延長到五年（二氧化氮、苯）的可能性。

(1)輕稅車輛的汽油與柴油品質

本指令乃針對輕稅車輛（汽車與小的箱型車輛）燃料品質的法規，目前 標準是 Euro 4。本指令最早的法規是 Directive 70/220/EEC，於 1970 年已實 施。

5.航空業排放權交易指令

本指令規定起降於歐盟會員國境內之航空器經營者，必須於管制期間交 出與其排放量相同之核發量，接受管理會員國的監督，自行監測排放量並繳 交經獨立認證所查證過的報告，違反相關規定義務的航空器經營者將受到罰 鍰，甚至被暫停營運之處罰。本指令規定自2011 年將航空的排放納入歐盟排 放交易體系；另自2012 年起將本指令適用於所有起降於歐盟的航班。本指令 乃歐盟環境與氣候變遷政策的一環，以期追求乾淨空氣，並將溫室氣體排放 量於2020 年降低至 1990 年基準的 80%。
