In 2004, HKUST was awarded a “Certificate of Merit - Green Innovative Practice” for launching the Chemical Exchange Program (CEP) in the campus. The CEP provides a platform for making unwanted chemicals available to other users at HKUST, as well as to other tertiary institutions in Hong Kong. Taking advantage of the computer technology, any unwanted chemicals can be given away free-of-charge to other users: thereby reducing the amount of disposal of usable chemical::, and achieving actual’potential saving on chemical purchase and chemical waste disposal.

Waste Recycling andE Minimization

In 2004, HKUST successfully fulfilled the following waste reduction targets and was once again awarded “Gold Wastewise Logo”. This is the second consecutive years that HKUST received the award.
Target 1: There were two main purposes for the collection of
used items in campus area: 1. for charity and 2. for waste reduction. Two rounds of collection of used items were conducted by Student Social Services Society
in
April and November 2004.A total of around 930kg of used items were collected. Used items such as old clothing were
donated to the Salvation Army Hong Kong and to the poor in

2.3 To further reduce waste and to promote environmental awareness in the University, :=--I SEPO launched the “Friends of Earth (FOE) - CD Recycling Program” at HKUST in May 2004. Cumulative to the end of December, I

2.4 In 2004, we continued to collect waste paper, alurninium cans and plastic bottles in the campus for recycling. The total quantities were:
Waste paper: 195,545kg Alumininm can: 1,207kg Plastic bottle: 429kg
The amount of waste paper and plastic bottles collected in 2004 reflected an increase of 3 1% and 2% in comparison with 2003. The amount of aluminium can collected had a slight 2% decrease. 2.5 SEPO continued to launch the printer
cartridge recycling program. In 2004, 1,455 nos. of printer cartridge were collected, indicating a drop of 11% which was probably due to the more and more widely use of electronic system.
2.6 Catering outlets at HKUST keep trying to use biodegradable box to substitute the use of polystyrene box in 2004. This substitution program led to a total use of 18,270 number of disposal boxes in 2004. 2.7 Used book sales at HKUST were organized
by some of the student societies.
2.8 After the Mid-Autumn Festival, the collection of used moon-cake boxes was organized by the Staff Association.

3.1 The over-spilled water of One-World Fountain, consistently drained off in the past via a catch pit, was re-directed for reuse at the Fountain by enlargement of the catch pit and addition of a sump-pump provision. Reuse of the over-spilled water reduced the water usage up to 50%, translating into savings of HK$4K and 853m’ city water in the year, The extra electricity usage of the pump operation was compensated by fme-tuning of the Fountain daily operation hours.
3.2 The second energy performance contract for library dehumidification was completed in late 2004. This reduced in average, over the past 3 years, an annual gas energy usage of 5,283 Giga Joules (GJ), translating into savings of HK$l million and avoidance of 566 tones of COz emission.
3.3 The third energy performance contract for the laboratory building continues. This reduced 1,321 Mega Watt Hours (MWH) in 2004, translating into savings of I-X$1.5 million and avoidance of 966 tones COz gas emission in the year.
3.4 Over 1,600 T5 fluorescent lamps with electronic ballasts were adopted for replacement of aged conventional fluorescent lamps in car parks, student and staff quarter areas. This saved lighting energy expenses by $200K per annum.
3.5 Air-conditioning energy usage was further reduced by optimization of equipment run time and space temperature adjustment. This saved the energy expense by $483K per annum.
3.6 Similar to practices for the air-conditioning system last year, another 350 spring-return type control valves were installed to replace existing floating-type valves for automatic close off of chilled water supply to fan coil units during scheduled power off period. The replacement further reduced pumping energy by 420 KWH per day during the hot season, translating into savings of HK$l90 per day.
3.7 All sports consumables were fully utilized to their life span. For example, consumables used for competitions would be re-used in training sections and general use by users during regular games until the items became no longer usable.
3.8 Reminding stickers on energy conservation/saving were posted by House Student Associations in common rooms and toilets. 3.9 Student ID Card was used to replace paper card for operating
air conditioning meter in the new student dormitory.

Green Building Design
In
the new student hostel, standalone instantaneous electric water heater provision was adopted. The design, in contrast to central hot water boiler system, reduced energy wastage and greenhouse gas emission due to the unavoidable distribution loss between central plant and end user areas in the latter design.1

I Fresh air supply to classrooms and offtces at the entrance and atrium building was enhanced by addition of four primary air handle units in late 2004.5.2 IAQ certification for library is essentially completed with formal submission to HKSAR Environmental Protection Department (EPD) in progress. The measurement result complies with the excellent grade requirement as per IAQ guidelines of EPD. Acquisition of Excellent Grade IAQ Certificate can be expected.
5.3 IAQ measurement for eight lecture halls was commenced in 2004 and continued in 2005.
5.4 HKUST continues to implement the “No Smoking Policy”. Smoking is prohibited at all covered areas on campus, 5.5 Air-conditioning system filters and air dusts were regularly
inspected, cleansed or replaced by the EMOiSuilding Services & Security Section - Maintenance.

6.1 Contractor continued to collect waste oil from various catering outlets each month for recycling. A total of 1,405.4 litres of waste oil was collected in 2004.
6.2 SEPO continued to collect water samples from potable water outlets, University swimming pools, and campus dental clinics for water quality testing and assurance of maintaining proper standard. In general the water quality is satisfactory,

7.1 A Safety, Health & Environmental Exhibition and General Interest Lectures 2004 were organized by SEPO from 16 to 18 March 2004. The Exhibition and the General Interest Lectures covered a variety of topics on safety, health and environmental issues with a number of participating organizations, such as the Airport Authority Hong Kong and the Environmental Protection Department. Speakers included:

In addition to the exhibition and Iectures, Student Social Services Society, SAO, the Chinese Dance Team and the “Tai Chi” team of the HKUST Staff Association were also invited to conduct special performance and demonstration. 7.2 Environmental Talk on Producer’s
Responsibility and Foam Recycling was organized jointly by Friends of The Earth and SEPO on 27 October 2004.

7.7 HKUST participated in the activity organized by the Environmental Campaign Committee on the World Environment Day on 5 June 2004 by helping to send their environmental promotion message on “Reduce Waste, Make Polluters Pay” to all staff and students.

HKLJST continues to conduct research on different environmental issues including marine environmental research, water and sewage treatment, air quality, design of residential building, development of sustainable materials, conversion of waste to product, etc. Units engaging in environmental ,jtudies include:

E Vehicle’s Exhaust Emission Control
. To minimize vehicle’s exhaust emission, the arrangement of pool cars service for EM0 operations on campus is contmued . For school buses, drivers have to switch off the idling, engines
when waiting for passengers. Starting vehicle’s engine is only allowed at 5 minutes before departure.
