按 每 幢 建 成 及 擴 建 樓 宇 的 平 均 建 築 面 積 分 析 , 二 零 零 二 年 第 三 季 為 5 8 1 8 平 方 米 , 較 二 零 零 一 年 第 三 季 的 3 7 3 5 平 方 米 , 上 升 5 5 . 8 % ; 而 較 二 零 零 二 年 第 二 季 的 6 3 5 8 平 方 米 下 跌 8 . 5 % 。 二 零 零 一 年 全 年 的 平 均 建 築 面 積 為 6 6 2 8 平 方 米 。

從 圖 三 可 觀 察 到 垂 直 使 用 指 數a的 變 動 。 二 零 零 二 年 第 三 季 每 平 方 米 土 地 上 所 覆 蓋 的 建 築 面 積 為 4 . 6 平 方 米 , 分 別 低 於 二 零 零 一 年 第 三 季 的 8 . 7 平 方 米 及 二 零 零 二 年 第 二 季 的 7 . 2 平 方 米 。 而 二 零 零 一 年 的 全 年 平 均 則 錄 得 6 . 6 平 方 米 。

根 據 財 政 局 所 提 供 的 資 料 統 計 , 二 零 零 二 年 第 三 季 共 有 4 3 9 6 個 樓 宇 單 位 進 行 轉 名 買 賣 , 總 值 1 9 . 8 億 元 ( 澳 門 元 , 下 同 ) 。 其 中 住 宅 單 位 共 有 2 6 4 5 個 單 位 進 行 轉 名 買 賣 , 總 值 1 1 . 6 億 元 。 在 樓 宇 單 位 買 賣 總 數 中 , 房 屋 稅 豁 免 期 內 之 新 樓 共 有 7 6 1 個 單 位 進 行 轉 名 買 賣 , 而 金 額 則 達 3 . 8 7 億 元 。 在 二 零 零 二 年 首 三 季 , 樓 宇 買 賣 數 目 及 金 額 分 別 為 1 5 6 3 9 個 單 位 及 6 4 . 6 億 元 。

二 零 零 二 年 第 三 季 , 每 個 轉 名 買 賣 樓 宇單 位 的 平 均 售 價 為 4 5 . 1 萬 元 , 較 二 零 零 一 年 第 三 季 的 平 均 售 價 4 8 . 4 萬 元 下 跌 6 . 8 % 。

按 二 零 零 二 年 第 三 季 資 料 分 析 , 價 格 指 數 較 二 零 零 一 年 第 三 季 有 所 下 跌 的 建 築 材 料 分 別 是 沙、 混 凝 土 、 石 灰 、 碎 石 、 紅 磚 、 玻 璃 、 管 道、水泥和電線, 下 跌 幅 度 介 乎 於 0 . 6 % 和 7 . 3 % 之 間 。 另 一 方 面 , 價 格 指 數 有 所 上 升 的 材 料 是 鋼鐵、鋁、木材、

陶瓷產品、油漆和潔具, 上 升 幅 度 介 乎 於 0 . 3 % 與 2 . 1 % 之 間 。

在 所 有 被 調 查 的 建 築 材 料 中, 二 零 零 二 年 第 三 季 價 格 指 數 與 二 零 零 一 年 第 三 季 比 較 , 跌 幅 最 大 的 一 組 建 築 材 料 是 紅 磚 , 為 7 . 3 % ; 而 升 幅 最 大 的 一 組 是 陶 瓷 產 品 , 為 2 . 1 % 。

在 二 零 零 二 年 第 三 季 被 調 查 的 8 1 項 建 築 工 程 中 , 共 有 2 0 7 7 名 工 人 從 事 有 關 工 作 , 其 中 從 事 政 府 工 程 的 工 人 佔 5 4 . 2 % , 而 其 餘 4 5 . 8 % 的 工 人 則 從 事 私 營 工 程 。

工, 其 中 9 5 7 人 從 事 政 府 工 程 , 佔 總 人 數 的 4 6 . 1 % 。

5 . 2 建 築 工 人 日 薪

二 零 零 二 年 第 三 季 , 建 築 工 人 的 平 均 名 義 日 薪 為 2 6 4 元 。 其 中 專 業

及半專業技工的 平 均 日 薪 為 2 8 1 元 , 而 一般工人是 1 9 0 元 。

與 二 零 零 一 年 第 三 季 比 較 , 建 築 工 人 各 項 工 種 的 名 義 薪 金 指 數錄 得 不 同 程 度 的 變 化 。 其 中 跌 幅 最 大 的 是 模板工人, 下 跌 1 . 7 % ; 而 升 幅 最 大 的 是 水喉工人, 上 升 9 . 7 % 。

以 建 築 工 人 的 實 質 薪 金 總 指 數 計 算 , 二 零 零 二 年 第 三 季 較 二 零 零 二 年 第 二 季 , 上 升 0 . 2 % ; 若 與 二 零 零 一 年 第 三 季 比 較 , 同 樣 有 所 上 升 , 升 幅 為 5 . 2 % 。

uranteo 3º trimestre de 2002 foram concluídas e ampliadas as obras de construção de 7 edifícios, registando-se diferentes descréscimos em todos os indicadores, relativamente ao período homólogo de 2001; comparando com o 2º trimestre de 2002, observou-se um aumento na área de implantação e verificaram-se decréscimos na área de terreno, na área bruta dos pisos, com excepção do número de edifícios que permaneceram inalterados.

Registaram-se decréscimos nos indicadores referentes aos edifícios concluídos e ampliados dos primeiros novos meses do ano de 2002, em comparação com o período homólogo de 2001.

O gráfico I reflecte, em certa medida, um ritmo irregular do número de edifícios concluídos e ampliados.

No 3º trimestre de 2002 o rácio da superfície bruta de cada edifício concluído e ampliado foi de 5 818 m², ou seja, um aumento de 55,8%

relativamente aos 3 735 m² do 3º trimestre de 2001.

Quando comparado com o 2º trimestre de 2002 (6 358 m²) apresentou um decréscimo de 8,5%.

Durante o ano de 2001, o rácio foi de 6 628 m².

Durante o 3º trimestre de 2002 foram iniciadas as obras de construção de 17 novos edifícios, comparando com o 3º trimestre de 2001 (Quadro II) observou-se um decréscimo na área de terreno e um aumento no número de edifícios, na área de implantação bem como na área bruta dos pisos.

Relativamente ao 2º trimestre de 2002, registaram-se diferentes aumentos em todos os indicadores.

1.1.2 Índice de ocupação do espaço

O

perfil de evolução do índice de aproveitamento vertical a , é referenciado no gráfico III. Este apresenta uma superfície de construção efectiva de 4,6 m² no 3º trimestre de 2002. Este valor foi inferior ao valor médio do 3º trimestre de 2001 (8,7 m²) e ao valor médio do 2º trimestre de 2002 (7,2 m²). No ano de 2001, o valor do índice de aproveitamento vertical foi de 6,6 m².

a Este índice resulta do cálculo do rácio simples entre a área bruta dos pisos e a área de implantação dos edifícios, sendo um indicador do aproveitamento espacial (vertical), ou seja, reflecte a área média dos edifícios construídos em altura.

1.2 Fracções autónomas

1.2.1 Indicadores globais

O

número de fracções autónomas dos edifícios concluídos no 3º trimestre de 2002 apresenta variações de -99,2% e -97,8% relativamente ao número apurado no 3º trimestre de 2001 e ao obtido no 2º trimestre de 2002, respectivamente. Da comparação entre os primeiros novos meses do ano de 2002 com o período homólogo de 2001, resulta uma variação de -84,4%, de fracções autónomas concluídas.

No que concerne ao número de fracções autónomas por edifício concluído, constata-se que o valor médio apurado no 3º trimestre de 2002 (1) é inferior ao de 2001 (43).

A dimensão média de cada fracção autónoma dos edifícios concluídos foi de 5 818 m² no 3º trimestre de 2002 e de 154 m² no ano de 2001.

Relativamente aos edifícios iniciados, o rácio médio verificado no 3º trimestre de 2002 foi de 53, número superior à média constatada quer no período homológo de 2001 (1), quer no 2º trimestre de 2002 (1). A média anual de 2001 foi mais baixa, com 37 unidades.

2. Transacção de imóveis

2.1 Escrituras notariais

N

os primeiros nove meses de 2002, realizaram-se 14 540 actos de escrituras notariais sobre compra e venda de imóveis e sobre operações de crédito, o que representa um acréscimo de 56,1%, quando comparado com o período homólogo de 2001. O valor total das operações, foi de 8,49 mil milhões de Patacas, traduzindo uma variação de +26,5% em relação ao período homólogo de 2001.

No 3º trimestre de 2002, foram efectuados 4 336 actos de escrituras notariais sobre compra e venda de imóveis e sobre operações de crédito, o que representa uma variação de +19,1% em

relação ao 3º trimestre de 2001. O valor total das escrituras notariais foi de 2,61 mil milhões de Patacas, o que equivale a uma variação de +7,3% em relação ao 3° trimestre de 2001. Em comparação com o 2° trimestre de 2002, registaram-se variações de -18,5% em número e -14,0% em valor.

s 13 847 contratos de compra e venda de imóveis, nos primeiros nove meses de 2002, representam uma variação de +61,1% face ao número observado no período homólogo de 2001, enquanto o seu valor ao ascender a 7,70 mil milhões de Patacas traduz um aumento de 54,5%. No 3º trimestre de 2002 foram efectuados 4 076 contratos de compra e venda de imóveis (escrituras notariais), envolvendo a transacção de 5 318 imóveis com o valor global de 2,25 mil milhões de Patacas, os quais correspondem a variações de +25,9% e de +16,7%

em relação ao número e ao valor, respectivamente, dos imóveis transaccionados no 3º trimestre de 2001. Em comparação com o 2° trimestre de 2002, registaram-se variações de -17,6% e -21,0% em relação ao número e ao valor, respectivamente.

2.3 Fracções autónomas transaccionadas segundo o imposto de selo

D

e acordo com os elementos fornecidos pela Direcção dos Serviços de Finanças, foram transaccionadas, no 3º trimestre de 2002, 4 396 fracções autónomas com um valor total de 1,98 mil milhões de Patacas. O maior número de fracções transaccionadas destina-se à habitação, com 2 645 unidades que valem 1,16 mil milhões de Patacas.

Registaram-se 761 transacções, de fracções autónomas com o valor de 387 milhões de Patacas, dentro do período de isenção de contribuição predial. Nos primeiros nove

meses de 2002 foram transaccionadas 15 639 fracções autónomas com o valor de 6,46 mil milhões de Patacas.

Em termos médios, o valor de cada fracção autónoma transaccionada no 3º trimestre de 2002 fixou-se nas 451 mil Patacas, traduzindo um decréscimo de 6,8% quando comparado com o valor apurado no 3º trimestre de 2001 (484 mil Patacas).

O gráfico IX indica os preços médios das fracções autónomas transaccionadas, consoante a finalidade, verificando-se que as fracções destinadas à habitação são aquelas que, sistematicamente, apresentam um preço médio mais baixo.

2.4 Operações de crédito

e acordo com os elementos fornecidos pelos Cartórios, o montante global do crédito concedido nos primeiros nove meses de 2002 foi de 3,61 mil milhões de Patacas, o que representa uma variação de +9,6%, quando comparado com o período homólogo de 2001. O montante global de crédito hipotecário concedido no 3º trimestre de 2002 atingiu 1,12 mil milhões de Patacas, dos quais 752 milhões (67,3%) foram concedidos para aquisição de imóveis. O montante global apresenta uma variação de -1,0% , em relação ao valor obtido no 3º trimestre de 2001; por outro lado, registou-se uma variação de +21,3% em relação ao valor

concedido para transacções de imóveis. Em comparação com o 2° trimestre de 2002, o montante global e o valor concedido para transacções de imóveis registaram variações de -12,8% e -30,9% , respectivamente.

3. Sociedades constituídas no ramo da construção

D

urante o 3º trimestre de 2002 foram constituídas 23 sociedades no ramo da construção, as quais apresentaram um capital social de 1,89 milhões de Patacas. O número de sociedades constituídas subiu 53,3% em relação ao do 3º trimestre de 2001, o capital social aumentou 28,3%. Comparado com o segundo trimestre de 2002 o número de sociedades constituídas não se alterou, mas o capital social registou uma variação de -39,6%.

4. Materiais de construção

O

s índices de preços dos diferentes tipos de materiais de construção apresentaram, no período em análise, movimentos de amplitude distintos. Comparando os índices de preços dos materiais de construção do período em análise com os do 3º trimestre de 2001, verificou- -se que o Areia, Betão pronto, Cal, Pedra britada, Tijolos de argila, Vidro, Tubagens, Cimentos e Cabos eléctricos evidenciaram decréscimos entre 0,6% e 7,3%, enquanto que os dos restantes materiais de construção (Aço, Alumínio, Madeira, Produtos cerâmicos, Tintas e Artigos sanitários e de Higiene) registaram acréscimos que se situaram entre 0,3% e 2,1%.

De entre todos os materiais considerados, o índice de preços dos Tijolos de argila foi aquele onde se observou, em termos homólogos, a diminuição mais acentuada (-7,3%) enquanto que o dos Produtos cerâmicos foi o que registou o maior aumento (+2,1%).

5. Emprego e salários no sector da construção civil

5.1 Emprego da construção civil

A

s 81 obras observadas no 3º trimestre de 2002 empregaram 2 077 trabalhadores, dos quais 54,2% estavam concentrados nas obras executadas pelo sector público e os restantes 45,8%

foram absorvidos pelas do sector privado.

A informação revela que 80,7% dos trabalhadores eram especializados e semi-especializados, 957 dos quais trabalhavam na construção de obras públicas, cerca de 46,1% do total.

5.2 Salários de trabalhadores

N

o 3º trimestre de 2002, o salário diário nominal dos trabalhadores em obras de construção foi, em média, de 264 Patacas, variando entre 281 Patacas para os Trabalhadores especializados e Semi-especializados e 190 Patacas para os Trabalhadores indiferenciados.

Neste contexto, constata-se que o comportamento do índice de salário nominal nas diversas categorias profissionais dos trabalhadores da construção é distinto, observando-se, em relação ao 3º trimestre de 2001, variações cuja amplitude oscilou entre - 1,7% para Carpinteiros de cofragem e +9,7% para Canalizadores.

uring the third quarter of 2002, 7 buildings were completed and extended. In comparison with the same period of 2001, decreases of varying degrees were registered in all the indicators. Comparison with the second quarter of 2002 also showed various decreases in the indicators except in the number of buildings, which remained unchanged, and the base area, which registered an increase.

In the first nine months of 2002, all indicators of buildings completed and extended registered decreases when compared with the same period of 2001.

In the third quarter of 2002, the average gross floor area by each building completed and extended was 5 818 m², up 55.8% relative to the third quarter of 2001 (3 735 m²). When compared with the second quarter of 2002 (6 358 m²), a decrease of 8.5% was registered. For the year of 2001, the average gross floor area was 6 628 m².

During the third quarter of 2002, construction of 17 new buildings was started. When compared with the third quarter of 2001 (Table II), the construction site area decreased; while the number of buildings, base area and gross floor area increased.

Relative to the second quarter of 2002, increases of different degrees were recorded among all the indicators.

1.2.1 Overall indicators

he number of building units completed in the third quarter of 2002 represented variations of -99.2% and -97.8% over the third quarter of 2001 and the second quarter of 2002, respectively. The comparison between the first nine months of 2002 to the same period of 2001 showed a variation of -84.4% in the building units completed.

In the third quarter of 2002, the average number of completed units in each building was 1, which was obviously lower than the average value for 2001 (43 units).

The average floor area of each unit in the buildings completed was 5 818 m² in the third quarterof 2002 and 154 m² for the year of 2001.

For the buildings started, the average number of units in each building was 53 in the third quarter of 2002. The value was much higher than the average in the same period of 2001 (1 unit) and the secondquarterof 2002 (1 unit). The annual average of 2001 was also lower, with 37 units.

2.1 Deeds notarized

I

n the first nine months of 2002, 14 540 acts of deed, with a total value of 8.49 billion Patacas, were notarized on sale and purchase of real estate and mortgage credits. The number and value of these deeds represented variations of +56.1% and +26.5% respectively in comparison with the same period of 2001. In the third quarter of 2002, 4 336 acts of deed were notarized on sale and purchase of real

estate and mortgage credits, representing a variation of +19.1% in comparison with the third quarter of 2001. The total value of those acts of deed was 2.61 billion Patacas with a variation of +7.3% over the third quarter of 2001. When compared with the second quarter of 2002, the variations of number and value were -18.5% and -14.0% respectively.

total of 13 847 contracts of sale and purchase of real estate were made in the first nine months of 2002, and their value amounted to 7.70 billion Patacas, representing variations of +61.1% and +54.5% over the same period of 2001 respectively. In the third quarter of 2002, 4 076 contracts of sale and purchase of real estate were made. Included in them were 5 318 real estate units amounting to 2.25 billion Patacas, representing variations of +25.9% and +16.7% respectively in number and value over the third quarter of 2001. In comparison with the second quarter of 2002, the variations of number and value were registered at -17.6% and -21.0% respectively.

2.3 Units transacted as per record of stamp duty

A

ccording to the information supplied by the Finance Services Bureau, 4 396 units with a total value of 1.98 billion Patacas were transacted in the third quarter of 2002.

Among them, 2 645 were residential units with values amounted to 1.16 billion Patacas. 761 units in the new buildings with a value of 387 million Patacas were registered with exemption from urban house tax. In the first nine months of 2002, 15 639 units were transacted and the total value amounted to 6.46 billion Patacas.

In the third quarter of 2002, the average price of each building unit transacted was 451 thousand Patacas, representing a decrease of 6.8% when compared with the third quarter of 2001 (484 thousand Patacas).

Graph IX indicates the average prices of building units transacted. Among them, the average price of residential units was the lowest.

2.4 Mortgages

A

ccording to the records of the notary offices, in the first nine months of 2002, the total value of mortgage credits reached the amount of 3.61 billion Patacas, representing a variation of +9.6% in comparison with the same period of 2001. In the third quarter of 2002, the total value of mortgage credits reached the amount of 1.12 billion Patacas, of which 752 millions (67.3%) were relative to purchase of real estate. The total amount represented a variation of -1.0%

over the third quarter of 2001;

whereas credits involving actual property transactions registered a variation of +21.3%. In comparison with the second quarter of 2002, the above indicators registered variations of - 12.8% and -30.9%, respectively.

3. Newly incorporated companies in construction sector

I

n the third quarter of 2002, 23 newly incorporated companies were established in the construction sector, with 1.89 millions Patacas in registered capital.

Compared with the third quarter of 2001, the variations of number and registered capital of these newly incorporated companies were +53.3%

and +28.3% respectively.

Compared with the second quarter of 2002, there was no change in the number of newly incorporated

companies, whereas the registered capital showed a variation of -39.6%.

4. Construction materials

I

n the third quarter of 2002, declines between 0.6% and 7.3% were registered for Sand, Concrete, Lime, Aggregates, Red bricks, Glass, Pipes, Cement and Electric wires as compared with the third quarter of 2001. However, Steel, Aluminium, Timber, Ceramic products, Paint, and Sanitary articles rose between 0.3% and 2.1%.

Among all the construction materials included in the survey, the biggest fall of the price index in the third quarter of 2002 was in Redbricks, down 7.3% over the third quarter of 2001. Ceramic products rose the most, by 2.1%.

5. Construction workers and daily wages

5.1 Construction workers

I

n the third quarter of 2002, there were 2 077 workers working in 81 construction sites surveyed. Among the workers, 54.2% were engaged in government projects, while 45.8%

were in private projects.

The data showed that 80.7% of the workers were Skilled workers and Semi-skilled workers, of which 957 were working in government projects, about 46.1% of the total.

5.2 Daily wages

I

n the third quarter of 2002, average daily nominal wage of construction workers was 264 Patacas, of which the average wage of Skilled workers and Semi-skilled workers was 281 Patacas and Unskilled workers 190 Patacas.

Compared with the same quarter of 2001, the nominal wage index of Concrete mould and Slab carpenters declined the most, by 1.7%, whereas Plumbers rose the most, by 9.7%.
