摘 要

阿公店水庫位於高雄市燕巢區境內,係匯集阿公店溪上游支流 旺萊溪及濁水溪之水量而成,自民國 42 年興建完成迄今已營運 60 餘年,為解決其日趨嚴重之淤積、供水及滯洪空間不足等問題,並 繼續維持防洪、灌溉、公共給水等多目標功能,因此自民國 86 年 起進行更新改善計畫,至民國 95 年完工。然而各項電氣設備與各 主要自動控制構件均已超過使用年限,期間設備元件故障便產生新 舊元件相容性問題,雖然動作功能可改善至勘用狀況,且尚能維持 蓄水及供水功能,但許多部分仍然無法於短時間內及利用局部改善 而能夠完全回復其功能。因此為有效維持阿公店水庫閘門及機電設 備之安全性,南區水資源局近年陸續辦理相關電氣設備以及各主要 自動控制構件進行汰舊換新,以滿足水庫功能及安全之需求。

本案係將阿公店水庫管理中心監控室及所屬測站系統,維護既設 監控系統發揮其功能。包含監控室對其各測站之即時監(視)功能、保 持系統遠端控制功能之穩定性,並對各現場測站系統之軟硬體設備進 行維護保養作業。

為使系統及設備正常穩定工作並可透過營管系統應用平台之微 調功能,正確產出相關營運報表資訊,作為水庫營運及警報發佈之重 要依據,且於颱洪期間達到防洪、減災等防範目的,為達到以上資訊 設施之可靠及可用性,須透過例行性之巡查保養及不定期檢修,故辦 理本案檢測維修工作,並委託精誠科技整合股份有限公司,擬藉重專 業廠商之經驗,配合各類專業技術人員執行,以確保水庫正常營運及 供水安全。

依據機關之 110 年度委託專業服務說明書需求,精誠科技整合 股份有限公司依據委託服務建議,提供最合適之專業技術服務;透過 專案管理品質及多年累積之技術能力,使本案於工作期限內執行順利。

本年度 1 月至 12 月份其異常處理之檢測維修事件共為 63 件,

經維護工程師辦理零件更換及修繕作業後,已全數完成,讓系統得 以恢復正常運作。

本年度配合阿管中心成立緊急應變小組共 3 次,支援人力部分 共為 99 小時,支援應變期間異常事件為 0 件,技術人員在應變期 間於阿管中心中待命如有異常狀況,將全力進行檢修作業。

維運期間藉由所發生之每件異常事件,經由駐勤人員於故障問 題發生後的即時處理及問題進行追蹤,維運廠商長年資料統計的評 估,針對各項的系統問題與缺失,不斷調整定期保養作業內容(預防 保養)及提出各項系統改善事項,促使各系統穩定性提高及故障率降 低,依據故障頻率建立完善備品庫存量,以便異常發生時駐勤人員 得以在最短時間內進行設備修復,讓系統恢復正常運轉作業,並維 持整體系統操作功能正常,並藉水情資訊管理系統提供有效之營運 資訊,以利阿公店水庫管理中心有效調配水資源。

整體綜觀 109 年度阿公店水庫放流排洪警報暨監視系統更新改 善完成後,今年放流排洪警報系統異常事件已有大幅度減少趨勢,

而 110 年度阿公店水庫閘門監控系統暨營運管理系統更新案亦接近 尾聲,承蒙機關相關承辦人員配合,協助本案駐勤人員迅速改善系 統缺失問題,積極辦理各項改善作業,使目前各系統運作穩定,逐 一降低系統故障率,達成設施維運目標。

Abstract

The Agongdian Reservoir is located in Yanchao District, Kaohsiung City, and is a tributary of the upper reaches of the Agongdian River.Wanglai Creek and Zhuoshui Creek are formed by the amount of water.

It has been in operation for more than 60 years since its completion in 1953.

To solve its increasingly serious problems of siltation, insufficient water supply and flood detention space, and to continue to maintain multi-purpose

functions such as flood control, irrigation, and public water supply.

The renewal and improvement plan has been carried out since 1997 and completed in 2006.

However, the various electrical equipment and the main automatic control components have exceeded their service life. During the failure of the

equipment components, the compatibility of the new and old components will be caused. Although the operation function can be improved to the

prospecting condition, and the water storage and water supply functions can still be maintained. , But many parts are still unable to fully recover their functions in a short time and using partial improvements.

Therefore, in order to effectively maintain the safety of the gates and mechanical and electrical equipment of the Agongdian Reservoir, the

Southern District Water Resources Bureau has successively carried out the replacement of related electrical equipment and major automatic control components in recent years to meet the requirements of the function and safety of the reservoir.

The monitoring room of the Agongdian Reservoir Management Center and its subordinate station system maintain the existing monitoring system to perform its functions of the case.

Including the real-time monitoring function of the monitoring room for its various measuring stations, maintaining the stability of the remote control function of the system, and maintaining the software and hardware equipment of each on-site measuring station system.

In order to make the system and equipment work normally and stably, and through the fine-tuning function of the operation management system

application platform, the relevant operation report information can be correctly produced, which is an important basis for the operation of the reservoir and the issuance of alarms, and to achieve flood prevention and disaster reduction during the Taiwan flood period.

In order to achieve the reliability and availability of the above information facilities, routine inspections and maintenance and irregular maintenance are required. Therefore, the inspection and maintenance work of this case is handled and Jingcheng Technology Integration Co., Ltd. is entrusted. It is planned to rely on the experience of professional manufacturers to cooperate with various professions. Performed by technicians to ensure the normal operation of the reservoir and the safety of water supply.

According to the agency's 2021 commissioned professional service manual, Jingcheng Technology Integration Co., Ltd. provides the most suitable professional technical services based on the commissioned service

recommendations. Through the project management quality and accumulated technical capabilities over the years, the project can be executed smoothly within the working period.

From January to December of this year, there were a total of 63 detection and maintenance incidents for abnormal handling. After the maintenance

engineers handled the parts replacement and repair operations, all of them have been completed, allowing the system to resume normal operation.

This year, we cooperated with the Amanagement Center to set up an emergency response team 3 times, with a total of 99 hours of supporting manpower, and the number of exception handling cases was 0.

During the maintenance period, with every abnormal event that occurs, the resident personnel will handle and track the problem immediately after the fault occurs.

Based on the evaluation of long-term data statistics, adjust the content of regular maintenance operations (preventive maintenance) and propose

various system improvement items for various system problems and deficiencies, so as to improve the stability of each system and reduce the failure rate.

Establish and improve the inventory of spare parts based on the frequency of failures, so that when an abnormality occurs, the staff on duty can repair the equipment in the shortest time and restore the system to normal operation.

Maintain the normal operation of the overall system, and provide effective operation through the water regime information management system Information, to effectively allocate water resources to the Li A Gongdian Reservoir Management Center.

After the improvement of the "2020 Agongdian Reservoir Discharge and Flood Discharge Warning and Monitoring System Update" is completed, the

abnormal events of the discharge and discharge warning system in 2021 have been greatly reduced.

The "2021 Agongdian Reservoir Gate Monitoring System and Operation Management System Update Project" is about to be completed.

Thanks to the cooperation of the relevant contractor of the agency, assist the staff on duty in this case to quickly improve the system deficiency problem, and actively handle various improvement operations, so that the current system operation is stable, the system failure rate is reduced one by one, and the facility maintenance goal is achieved.

結論與建議

結論:

(一) 本委託計畫之整體營運系統維護範圍包含「閘門操作系 統」、「放流排洪警報系統」、「水情資訊管理系統」、「監視系 統」、「網路通訊系統」、「監控室附屬資訊系統」等六大系 統,本年度各系統運作無重大異常。

(二) 駐勤作業:派駐二名專業工程師常駐主站,並定時監看、查 驗測試六大系統之運作情況;其工作日依當年度人事行政總 處所頒布之政府機關行事曆為準,每日上班時間為上午 8 時至9 時需到達主站,下午 5 時至 6 時下班,本年度出勤 狀況正常。

(三) 防汛駐勤作業(緊急應變支援):緊急應變配合基本原則為阿 公店水庫管理中心遭遇颱風、豪大雨、天然災害或意外災害 緊急狀況發生時,接獲通知需配合緊急應變小組成立事宜,

本年度共支援3 次應變作業,應變期間共發生 0 件異常事 件。

(四) 定期維護保養作業:每日於監控室進行設備點檢及各項功能 測試紀錄,以確保各項設備運作正常,使監控室值班人員得 以正確掌握各項水文與設備相關數據,依照規範執行相關保 養作業,本年度定期維護作業符合規範要求。

(五) 異常檢修作業:今年度共計有 63 件異常件數,相關人員通 報後,由駐勤與維護作業工程師逐一進行檢測維護,異常件 數已全數完成修繕,通報異常之系統均已恢復正常運作。

建議:

(一) 本案經本團隊維護多年,逐年建議汰換相關設備及系統穩定 運作,目前「109 年度阿公店水庫放流排洪警報暨監視系統 設備更新案」已完成且系統穩定運作中;閘門操作系統改善 經多方努力及機關的支持,於今年順利另案發包為「110 年 度阿公店水庫閘門監控系統暨營運管理系統更新」案,主要 工項內容有:閘門監控系統更新改善、SCADA 圖控系統升級 更新、營運管理系統整合擴充、整體光纖及微波傳輸系統調 整及新舊系統平行整合等。嶄新系統即將取代舊有系統,過 去軟硬體無法解決的問題得以一併決解,閘門操作系統亦更 精簡實用,系統安全性、穩定性及人員操作便利性也將大幅 提升。

(二) 阿公店水庫大壩光纖網路於 110 年 7 月 5 日發生異常斷線,

經全面檢測後發現 IP02-IP03 僅剩 5 芯,IP01 取水塔部份則 尚有芯斷線,己報請機關處理完畢。110 年 12 月 19 日再次 發現 IP04-IP03 第 15 芯斷線,目前斷芯部份則先調整備用 芯數替代因應,建請專業廠商進行光纖品質全面檢測,以確 保通訊傳輸品質。

(三) 濁水溪放流口站與新觀音橋站之雷達波水位計,陸續於本年 度 5 月份及 10 月份發生故障狀況,導致該測站無法提供監 測資料,為維持營運管理系統能持續接收該測站之監測水位 資訊,建請汰換濁水溪放流口站與新觀音橋站此二站之雷達 波水位計。
