ABSTRACT
Abstract Due to the rapid change of social surroundings, and the improvement and enhancement of modern technology, both the government and private sectors are adopting necessary measures to cope with the severe changes. One of the measures adopted is to establish temporary special project for special purpose. As its increasing popularity to have this temporary organizational structure, it is important to realize that special project is neither a universal, nor a quick fix for every problem faced by all organizations . Without thorough, comprehensive, and rational evaluation process, the abrupt setting of special project may result in no benefit but a failure. This thesis reviews the existed literatures regarding the KT model and other models in special project management, and further, conducts case study domestically. Through in-depth comparative analysis, nine propositions are herewith proposed: ?The management technique introduced by KT model can successfully integrate the manpower, process, technique, resources, and work involved in the special project. This is very helpful for the success of special project. ?Adequate definition, planning, and clear goal can help envision the special project. The vision can provide a solid and concrete base for the manager and members of the special project to plan and implement, lower the risk of uncertainty, and help the clear direction for the members to pursue. These are all key factors the success of the special project. ?The concerns and supports of employer, superior, and other stakeholders are contributing to the success of special project. ?The requirements of special project management include: adequate and valid work breakdown structure (WBS); clear and balanced responsibility assignment management (RAM); complete and sufficient resource allocation; reasonable and effective control and adjustment mechanism. ?A competent manger can help create a coherence and enhance the teamwork within the special project, and further improve the efficiency and quality of the output of the special project.
This also serves as a key factor of success. ?A benign communication and coordination between the managers of special project and other functional departments can help enhance the working capability and quality among the project members. ?The consistency of project goal and personal goal (interest) helps the morale enhancement and goal achievement. ?The original organization culture has its impact on the effectiveness of the project''''s planning and implementation.
