第二節 建議

建議一:技術仲介的議題持續探討。

本文在”技術仲介的議題”探討,由於維興國際公司僅僅成立二 年,相對的案例有限。對於收費模式、投入資源、委託方承諾、對 方承諾等議題的探討未能深入研究。台灣政府亦開始了解知識與技 術仲介的重要性,經濟部技術處並委托工研院技轉中心承接許多重 要議題以帶動知識與技術仲介業在台灣起飛。本文後續針對技術仲 介業發表:概說技術仲介業、從生產代工轉型談美國新創公司的技 術仲介服務、從印刷電子商機看維興公司的營運模式、艾恩托普的 商業模式等四篇文章,希望後續有同業、教授、與學子發表更多的 文章來關注這個新興卻無比重要的服務業。

建議二:政府所引導建立的技術仲介平台。

台灣要由生產經濟轉型到知識經濟,必須要與美國新創公司的 新技術主動並積極地相接觸!然而台灣目前並無技術者投入此領 域,僅有少數的智財業者”被動”投入所謂的智財仲介領域。目前 工研院的研究人員的任務是去拿回它人技術,回國後加以模仿複 製。如何避免國外IP 的限制是這種作法的重點課題!如果能夠利用 政府所引導建立的技術仲介平台,直接引進國外願意技轉的技術,

以避免國外IP 的限制,工研院在這個前提下所要作的研究,就是經 過”策略選擇”後的題目了!這樣就可以避免資源的重覆投資與浪 費。

建議三:台灣的創新與創業養成教育平台。

經濟的競爭體現的是技術的競爭。而技術優勢的產生主要是由 教育基礎所構成。創新與創業不同。創新只是創業工程的一個部分,

而創業確是學理的終極體現。近年來台灣的科管教育學門已經逐漸 重視創新專業,甚至有創新管理系所的出現。然而在美國著名的工 學院卻多已設立創業工程系所,如STANDFORD 大學。台灣的創業 養成教育可以注重於EMBA 與科管教育。以政大商學院為例,政大 在成立新創事業的科目中具有完整的創新&創業養成教育平台,再 結合財金企業人脈,加上EMBA 學生中衆多具有技術背景欲創業的 人士,在台灣無其它商學院能出其右。
