○○八年的南奧賽提亞衝突上，選擇出兵協助南奧賽提亞，就此俄喬關係便難以 回復，隨後在二○○八年八月二十六日承認阿布哈茲與南奧賽提亞是獨立國家，
導致了兩國關係最終以斷交收場。
就普丁執政時期而言，俄喬關係發展持續惡化。俄羅斯在未來仍擁有許多難 題等待其解決與挑戰，俄羅斯應該停止追求其利益之最大化，俄喬矛盾與衝突在 於阿布哈茲和南奧賽提亞問題上的利益衝突，以及俄羅斯與西方國家對喬治亞的 地緣政治爭奪。俄羅斯應該放棄追求在高加索地區的利益最大化，反之應該與美 國、歐盟、土耳其等國家或組織建立合作關係。
第二節 未來研究建議
對於未來研究方向之建議，筆者有以下五點建議：
一、二○一三年後的俄喬關係
本文的研究時間範圍侷限於普丁時期（二○○○－二○一二年）俄羅斯對於 喬治亞政策之制定與雙邊關係發展之探討。然而，隨著二○一二年薩卡希維利下 台，新任喬治亞總統馬爾格韋拉什維利（Giorgi Margvelashvili）在二○一三年開 始執政，對於俄羅斯與喬治亞未來的關係可繼續研究其變化與發展。
二、喬治亞與阿布哈茲關係之研究
學術界對於俄羅斯與喬治亞關係之研究聚焦甚多，然而就喬治亞與阿布哈茲 之關係研究甚少，因此筆者認為未來可就此議題作相關研究。
三、比較科索沃、阿布哈茲與南奧賽提亞地區獨立之研究
科索沃於二○○八年二月十七日自行宣布獨立，並獲得國際上許多國家的認 可，二○一○年七月二十二日，聯合國國際法庭以十比四票認為科索沃於二○○
八年單方面宣布從賽爾維亞獨立並未違法國際法。世界上有許多國家承認科索沃 獨立，這些國家不僅包含了世界列強，美國、法國、德國、英國，同時也包括了

阿爾巴尼亞、澳大利亞、愛爾蘭、土耳其等國家，但俄羅斯、賽爾維亞、西班牙、
中國則未承認，並要求聯合國與北約介入，然而聯合國卻通過其獨立之事實。科 索沃的獨立甚至引發了美國、歐盟與俄羅斯、賽爾維亞陣營之間的對立，美國和 歐盟曾痛斥俄羅斯將阿布哈茲與南奧賽提亞作為其魁儡政權，俄羅斯與賽爾維亞 同樣認為科索沃是美國與歐盟的魁儡政權。相較於科索沃的獨立，阿布哈茲與南 奧賽提亞的獨立卻未被西方國家和國際普遍承認，目前僅被俄羅斯、尼加拉瓜、
委內瑞拉等少數國家承認，科索沃與阿布哈茲、南奧賽提亞同樣受到民族問題所 困擾，然而國際上卻較傾向承認科索沃獨立的合法性，阿布哈茲與南奧賽提亞的 獨立幾乎不被承認，因此可就此議題作進一步討論。
四、科索沃與台灣之事實獨立國家比較研究
當今世界，存在著許多事實獨立國家，有些國家（如：科索沃）的獨立得到 了逾40國承認，然而仍然有部分國家（如：台灣）的獨立仍未被國際承認，因此 可藉由研究科索沃的獨立過程，反思台灣獨立之可能性。
五、持續關注俄喬關係發展，是否如2011年的民調預測結果發展。
根據高加索研究資源中心二○一一年的調查報告顯示（參照圖6-1），當喬 治亞民眾被問及對於俄喬關係看法時，48％認為加強俄羅斯與喬治亞政府之間的 關係非常重要，32％認為挺重要；9％認為不大重要；5％認為一點也不重要；其 餘6％表示中立或不知道。

當被問及俄羅斯是否屬於前三名喬治亞應加強經濟合作的國家時，50％回答 是；42％回答否；8％回答中立或不知道（參照圖6-2）。

然而就相關調查結果顯示，喬治亞民眾仍舊希望與俄羅斯發展政治與經貿關係。
未來可繼續觀察俄喬關係發展是否如二○一一年的研究數據顯示，俄羅斯與 喬治亞在政治和經貿領域是否有持續升溫的傾向。
