未考慮放款品質的成本函數,假定成本為要素價格的加總,如此的假設是 有一定條件的,只有在完美市場下,產出全為同質,且沒有不良品的情況下才成 立的,如此才能用未考慮放款品質效率的定義,在既定的產出下,成本最小或既 定的成本下,產出最大視為是具有成本效率的表現,否則很可能誤認為成本最 小,但產品品質差為有效率,或產品品質高相對高,但成本相對也高視為成本無 效率。

本文嘗試以一個模擬成本效率實驗展開整個分析,將銀行按資產品質區分 為高放款品質與低放款品質兩組,透過隨機邊界成本法,並以是否考慮產品品質 對銀行的成本效率進行估計,然後驗證銀行的成本效率如何被錯估,並把可能產 生模型解釋的誤認結果情形予以列出。模擬結果發現在不考慮放款品質之下,放 款品質較差組別的銀行成本效率比放款品質較高組別的銀行高,然而在考慮放款 品質之下,卻是放款品質較佳的銀行成本效率比較高,且在參數或是顯著水準的 解釋上,有無考慮產品品質具有重大差異,由此可知在對銀行成本效率的估計 上,產品品質是個相當重要的因子。

接者透過主成份分析將意義相同的變數縮減為具有相同概念的主成份分 數,形成成本效率因子。實證結果發現資產品質與資本適足方面的主成分解釋力 均超過 70%,表示過去學者在這兩個構面所使用的變數在經濟意涵上十分接近,

因此我們將這兩方面的變數縮減為一具有代表性的指標當作效率因子,在今後關 於這兩個構面的分析上或許可以透過主成分分析法簡化分析的複雜度與計量上 的問題。

最後對國內 31 家銀行進行不考慮放款品質與考慮放款品質的成本效率模型

分析,並把所產生的成本函數與解釋變數做一詳細說明,並指出未考慮放款品質 之下的成本模型將有何嚴重誤判情況發生。實證結果發現不考慮產品品質的成本 效率與考慮產品品質的成本效率在銀行的效率排名上有著極大的差異,且對效率 因子的解釋力與顯著性有所不同,然而考慮產品品質的銀行成本效率似乎與現實 所觀察到的現象更為契合。

在考慮產品品質之下的銀行成本效率與因子之間的關係,在代理成本構面 上,發現經理人持股比率越高,有助於提升銀行的成本效率,但不顯著,董監持 股比率越高,則銀行成本效率越低,但也不顯著;在資本適足構面,資本適足越 高會降低銀行成本效率,但不顯著;在產品品質構面,產品品質越高有助於提升 銀行的成本效率,因此支持銀行追求高品質的放款與風險控管技術是一個必要的 措施,其次與不考慮放款品質比較之下,雖然產品品質有助於提升銀行成本效 率,但大小卻不顯著,因此得不到一個有力的說服力支持銀行對風險控管與產品 品質的重視,而導致錯誤的決策;在組織與制度方面,加入金控能有效提升成本 效率,但不顯著。

在研究銀行的成本效率上,過去的文獻經常忽略掉產品品質這項因素,而 使結果產生難以解釋的現象,本研究證實產品品質足以使整個分析的結果產生極 重大的差異,透過本文期望能讓後續的研究者在進行成本效率的估算上提供一個 避免錯誤的參考。
