he University Grants Committee (UGC) conducted its second Teach-ing and LearnTeach-ing Quality Process Re-view (TLQPR) at HKUST from 13 to 14 January.
The review enables the UGC to maintain its ac-countability for the quality of teaching and learning in Hong Kong, and to assess future funding implications throughout the tertiary edu-c a t i o n s e edu-c t o r . F r o m a n HKUST perspective, the re-view provides the University with valuable feedback on its approach to establishing ef-fective processes that ensure and improve teaching and learning quality.
During its two-day visit the UGC team, which included several overseas experts, met and held discussions with a range of Univer-sity units, departments a n d m e m b e r s . T h e t a l k s f e l l i n t o fi v e broad categories: the design of curricula, the design of teaching and learning processes, the design of student assessment and use of assessment re-sults, the implementation of educational quality work, and the commitment of resources to education quali-ty. The panel’s observations, along with supporting doc-umentation provided by the University, will largely form the basis of the UGC’s report.
Since HKUST’s first
re-view, conducted in 1996, faculty, staff and students have placed considerable emphasis and worked tirelessly together on the devel-opment of teaching and learning quality processes. Improvements have constantly been implemented. These include the
adoption of a policy on curriculum management, and the establishment of stu-dent-staff liaison committees in every department. A range of committees and
bodies has also been established with the mission of developing teaching and learning quality processes, from both a hands-on and a supervisory perspective. Such bodies include the Center for Enhanced Learning and Teaching (CELT) and the Senate’s
Committee on Teaching and Learning Quality (CTLQ).
CELT has, since its creation in 1999, been responsible for actively implementing a wide variety of practical initiatives that have helped improve teaching quality at the Uni-versity, such as ideas and assessment websites, and the Teaching Assistants (TA) Pro-gram that all new TAs partici-pate in to prepare for their classroom role. The CTLQ functions more as a superviso-ry body, and has made many incremental improvements to policies and pro-cesses relating to t e a c h i n g q u a l i t y through consulta-tions with all levels of the University.
Although a draft of the visitors’ find-i n g s w find-i l l n o t b e available for several months, Associate Vice-President for Academic Affairs Prof Peter Dobson s a i d : “ W e w e r e p l e a s e d w i t h t h e generally positive feedback we received from the UGC panel during the exer-cise and look forward to their advice on how we can continue to improve our teaching and learning quality.”

KUST will offer new teacher train-ing programs in major science subjects t h r o u g h a n e n h a n c e d partnership with the Hong Kong Institute of Educa-tion (HKIEd). A ceremo-ny, at which President Prof Paul Ching-Wu Chu and HKIEd President Prof P a u l M o r r i s s i g n e d a three-year agreement, was held at the HKIEd campus on 29 January to mark the collaboration.
Together, the institu-tions intend to produce a new generation of high-caliber science teachers for
Hong Kong through their four-year full-time Bachelor of Science (BS) programs in biochemistry, biology, chemistry, physics and education science. The courses, which will start in September and include periods of practical teaching experience, will be modeled on the successful Bachelor of Sci-ence in Mathematics and Information Technology (BSMIT) introduced by HKUST and HKIEd in 2001.
Both the BSMIT and BS programs have been well received by local business, with the Jebsen Educational Foundation, Hang Seng Bank and the Hong Kong Chiu Chow Chamber of Commerce already pledging $620,000 in student scholarships.
Addressing guests at the signing cere-mony, Prof Chu noted that the agreement between the two institutions was the first of its kind in Hong Kong: “This agreement
signifies the shared com-mitment of HKIEd and HKUST to science educa-tion in Hong Kong. Sci-ence education dissemi-n a t e s t h e k dissemi-n o w l e d g e necessary for all scientific pursuits, and therefore its importance cannot be exaggerated at all,” he said.
Prof Morris concurred, adding: “The students en-joy the best of both worlds. They spend time on both campuses and are taught by staff of both institu-tions. Taken as a whole, the programs are achieving the goals of preparing future teachers with sub-stantial subject knowledge and expertise in science education.”
Francis Chi-Fai Kwok, a Year 2 BSMIT undergraduate, said: “My course has broad-ened my horizons and I’ve definitely benefit-ed from the different learning styles of the two institutions.”
HKUST will confer the final qualification on the BS program graduates, who will also be eligible for Qualified Teacher Status.

s part of its ongoing commitment to enhance Hong Kong’s logistics and supply chain industry, the HKUST Logistics and Supply Chain Forum (LSCF) reconvened on 17 and 24 January.Two hundred guests from business and academia attended the lectures given by distinguished speakers Prof Gang Yu of the University of Texas at Austin and Prof Warren B Powell of Princeton University. Focusing on logistics issues relating to the airline and wider transportation industry, Prof Yu spoke ex-pansively on advanced concepts and practices in logistics management, while Prof Powell gave a presentation in which he reflected on the challenges of developing computer sup-port for complex operational problems arising in real time.
According to Dr Andrew Lim, Associate Professor of Industri-al Engineering and Engineering Management, and Director of the LSCF, the principal goal of the six-year-old Forum is to bring together academics and representatives from the local logis-tics and supply chain management sector to exchange ideas and information in order to enhance the competitive advant-age of Hong Kong’s distributive services in southern China.
“The Forum, which comes under HKUST’s Logistics and Sup-ply Chain Management Institute, is important for Hong Kong’s professionals in the field because the distributive services sector has accounted for nearly 20% of the territory’s GDP for several years now,” Dr Lim explained.

group of six HKUST undergraduates was recently selected to join the Asia Miles Student Ambassador program, a valuable professional training course that also gave stu-dents the possibility to embark on the flight of their dreams.
The program was introduced to provide participants with an overview of Cathay Pacific’s loyalty marketing strategy, as well as communications
train-ing and invaluable commercial experience in a highly globalized market sector. Of the 300 Hong Kong undergraduates who applied for the program, only eight high flyers were chosen.
Our Asia Miles ambassadors stood out for their overall abilities, pleasant personalities and excel-lent language skills, which were all supplemented with an intensive two-day training course at Cathay Pacific.
“Most interesting were the 25 practice sessions we did at the airport,” said Year 2 marketing student Tiffany Yee-Tak Tam. “We introduced the benefits of Asia Miles to passengers. By the end I felt much more confident communicating with people from all
over the world, in both English and Putonghua.”
Peter Hoi-Pong Wong, Accounting Year 3, agreed with Tiffany, adding: “I’d like to work in the airline industry after I graduate, and it was very useful for me to gain experience working in the front line and developing relationships with passengers and new colleagues.”
On completion of their ambassa-dorships, Cathay Pacific awarded the students 60,000 Asia Miles each in recognition of their fine work. Prais-ing the ambassadors, Ms Celine Ho, Communications and Marketing De-velopment Manager of Cathay Pacific Loyalty Programs, said: “We were de-lighted to see their positive response and experience they gained through the program.”
Tiffany and Peter now have to choose where to go with their Asia Miles. Both are thinking of taking a deserved vacation in the US, although Tiffany is also consider-ing joinconsider-ing an exchange program to Austria this year. With her ambassador experience, she now knows that 60,000 Asia Miles are easily enough for a return trip to Vienna!

he School of Business and Manage-ment’s MBA program remains the best in Asia and Australasia, accord-ing to the Financial Times (FT) annual MBA rankings published on 20 January.
This year the School received even more accolades from the FT. It climbed to 6th po-sition in the world when compared to other publicly funded institutions, placing it alongside the likes of UCLA and UC Berke-ley. More significantly, HKUST faculty were ranked 20th in the world for their research, up six places, despite the School averaging only half the number of faculty of its US peers.
Prof K C Chan, Dean of the School of Business and Management, told Genesis how proud he was of the results. “The
Financial Times ranking is a tribute to the
hard work of our faculty and it showcases the level of excellence that a Hong Kong university, as benchmarked against other major international institutions, may achieve,” he said.
President Prof Paul Ching-Wu Chu reiterated this sentiment, saying: “Amid the
economic challenges facing Hong Kong, we are very pleased to see that the School has held up its position as the top school in Asia and Australasia. At HKUST we will continue to strive for excellence in the areas of man-agement education, innovation, technology and research.”
HKUST’s MBA is the only such program in the region to receive a three-year average international ranking (of 48th) from the FT,
reflecting the consistent success of both fac-ulty and students. As in previous years, the School also places number one in the world for the international experience that its MBA offers, and number two in the world, after IMD Switzerland, for its international faculty.
The FT rankings comprise the 100 best MBA schools in the world, and this year on-ly five Asian and Australasian schools made the list.

n 13 February House II made its eagerly awaited presentation to the winners of this year’s “Best 10 Lec-turers” competition.
“The awards are enthusiastically contest-ed and this year was no exception, with 2,600 students giving their nominations,” House II President Vincent Zi-Yang Fok told Genesis. “The election gives students a channel to provide feedback on what they appreciate most about their lecturers. And with so many votes, it really is a significant measure of student perceptions,” he said.
“House II wasn’t looking to set a stand-ard or criteria by which lecturers should be
judged,” added Clark Man-Lung Ho, House II’s Welfare Secretary. “ B u t w h i l e i t b o i l s d o w n t o p e r s o n a l tastes, we seem to find that winners are often the lecturers who make classes interesting and relevant to their stu-dents.”
Commenting on their achievements, the winning lecturers were unanimous in thank-ing the student body for the recognition afforded them, and universally modest in
a c c e p t i n g t h e i r awards. Prof J H Choi said: “I usually devote my full heart to every task given to me. I just did my best to teach as well as I do my o t h e r w o r k . ” T h i s sentiment was reiter-ated by Prof Vincent Poon, who stated: “There are many devoted lecturers at HKUST, and I’m sure I was just fortunate. Thanks so much to my students and to all the other teaching staff.”
Several of the faculty were past winners, including Prof Ramaswamy, a six-time Best Lecturer, who declared: “I feel great! I feel more encouraged to put in even more effort to do good teaching.”
House II organized the first Best 10 Lec-turers poll in 1996. In the university-wide ballot, students can nominate lecturers from any department, with the winners each receiving an engraved wall plaque to commemorate their election.

Library hosts cutting art exhibition
Anyone who has visited the Library recently will have noticed the fabulous collection of paper-cuts and stencil prints being exhibited in the Ping Yuan and Kinmay W Tang Gallery.
The works on display are the creation of artists Yu Ping and Ren Ping, a husband and wife team from Shandong, China. The couple have experi-mented with many innovative methods and
ele-vated the art of paper cutting to a new level in terms of shape, design and color. Influenced by folk textile printing, they have now turned wholeheart-edly to stencil printing, creating awe-inspiring new images with their unique style.
The artists have exhibited all over Greater China and won many prizes. Their exhibition will remain at HKUST until 30 April.
Events Calendar needs your input
If you are organizing an event and would like to promote it to the university community, here’s a perfect and convenient tool–the Cal-endar of Events. Housed on the HKUST website, this online tool is open to all registered staff and student organizations, offices and departments. Event organizers who submit information to the Cal-endar are able to publicize their events not only to all university members, but also the media and the general public. The Calendar even accepts events that are far down the road, so it is to an organiz-er’s advantage to send in event information as early as possible. There are two ways to post an event on the Calendar:
1. Click on “Events/Newsletters/Reports” under “General Informa-tion” on the Staff or Student Intranet home page, then choose “Post an event” and complete the online form.
2. Go to the website of the Office of University Development and Public Affairs (OUDPA), click on “HKUST Users” and choose “Add an event”.
A weekly email message to all Interdepartmental Liaison Persons, with a link to the online form, is issued by OUDPA to remind universi-ty members to contribute to the Calendar.
OUDPA also works with the Student Affairs Office to disseminate the reminder to student bodies.

在二月,科大同學全面採用全新的聰明卡學生証。這張聰明 卡採用了最新渣華卡(Java Card)技術,除了進一步提升管理 和保護個人資料的功能外,將會為使用者提供多種嶄新的資 訊工具,例如電子鑰匙、數碼証書及電子錢包等等。校方正 籌備為教職員更換聰明卡証件,預計將會在本年4月推行。 科大信息系統處處長董志雄先生說:“渣華卡技術的優 點是開放性高。當有新的聰明卡應用技術推出時,我們可以 很快把新技術加入現有系統內。科大成員只要把聰明卡証件 插入讀卡器,系統便會更新卡上微型處理器晶片的程式。” 此項聰明卡証件計劃獲中國銀行及太陽微系統(Sun Microsystems 贊助,進行技術 開發工作。聰明卡系統內多個 應用程式都是科大自行開發 ,參與的學系和部門包括電 子網絡空間中心、資訊與 系統管理學系、資訊科技 服務中心、人事處、財 務處、入學及註冊處和 出版技術中心。科大証件進入聰明卡時代
科大與承建商五洋建設株式會社於1月29日為新學生宿舍舉行平頂儀式。 校長、副校長、多個部門的教職員、五座本科生宿舍的舍監和學生代表, 以及學生會會長陳順彬同學均應邀出席,並參觀新宿舍的模擬設施。 朱經武校長讚賞新宿舍在設計和選料上非常注重環保和實用原則, 相信學生會喜歡這座宿舍。他在致辭時說:“校園生活是大學教育的重 要環節,宿舍生活更有助同學發展人際溝通技巧。新宿舍75%的建築費 用由政府承擔,科大必須自行籌募餘下款項。科大感謝香港賽馬會慈善 信託基金慷慨捐贈1,950萬港元資助建築費用;此外,科大成員在‘科大 行’中為新宿舍籌得80多萬港元,充分展現上下一心的團結精神。” 學生代表參觀新宿舍後,表示喜歡其中一些新設施,認為有助改善 同學的住宿環境。新宿舍的內部裝修工程已經展開,預計2004年可以 入伙。科大成員積極支持環保

G E N E S I S http://www.ust.hk/genesis 大多個部門和本科生宿舍與政府環保 署環境保護運動委員會合作,先後 舉辦“廢物回收交易廣場”及“聯社鋁罐廢 紙回收比賽”,藉以在校內推廣環保意識, 共建綠色校園。 聯社鋁罐廢紙回收比賽 這項比賽於2002年12月9日至2003年 1月13日舉行,由五座宿舍的學生會主辦, 安全及環保處、學生事務處、校產管理處 等協辦。 比賽方式是五座宿舍的同學把可以回 收的廢紙和鋁罐放進指定的收集箱, 由校產管理處職員定時收集,計算 廢紙的重量和鋁罐數目。計分方法 甚有創意:廢物的數量佔五成,廢 物的質量亦佔五成。學生事務 處曹富成先生解釋:“如果同 學放入回收箱的廢紙和鋁罐含 有 不 能 回 收 的 物 料 , 例如一些附有膠質 的紙張,或鋁罐 內有一些妨礙 回收過程的廢 料,就不符合 廢 料 回 收 的 原 則。” 五座宿舍的學生代 表 、 安 全 及 環 保 處、學生事務處和校產管理處代表組成一 個廢物質量評審小組,在比賽期間到各宿 舍突擊檢查兩次,然後計算各宿舍的分 數。是次比賽共收集到廢紙2,434千克(去 年為1,824千克)和鋁罐779個(去年為847 個)。科大安全及環保處衛生及安全執事李 志滿先生指出:比賽的獎 品來自大學的環保基金, 而基金的收入則來自回收 電腦打印機碳粉盒。“這 好比一個連鎖反應:同事 把 打 印 機 碳 粉 盒 交 給 我 們,然後轉交回收商循環 再用,既可以保護環境, 又可以支持我們進行推廣 環保意識的工作。” 李志滿又協助聯社學 生會參加“蜆殼大專環保 活動獎”,結果入選,並 獲撥款約4,900港元(最高 額為5,000港元),資助聯 社比賽活動。社一學生會主席蘇俊謙同學 說:“得到這項資助,令我們非常振奮。感 謝同學的支持,使這次回收比賽得到理想 的成績。希望同學日後更能善用資源。” 廢物回收交易廣場 此外,在2002年12月17日舉行的“廢 物回收交易廣場”目標是鼓勵科大成員支 持廢物回收。教職員、學生或訪客如在活 動期間,把廢紙、鋁罐或塑料瓶投入指定 的收集箱中,便可以獲贈由環境保護運動 委員會提供的紀念品,其中包括環保鉛筆 和再造紙製成的文具。

畢業照片服務1 渤海 2 黃海 3 東海 4 台灣海峽 5 珠江河口 6 北部灣 1 2 3 4 5 6 % 同創 二○○三年三月十日 大海岸與大氣研究中心獲國家863高 科技發展計劃撥款200萬元人民幣, 進行“沿岸海洋環境數據融合、同化和預 測系統技術”的研究,為監測和控制中國 沿岸海洋及重要河口的環境污染情況提供 充分的理論根據,並提供未來環境變化預 測以及災難預警等功能。 領導這項國家級研究計劃的海岸與大 氣研究中心主任陳介中教授說:“中國沿海 城市人口非常密集,開發先進的海洋環境 預測系統將有助政府了解海洋污染物的變 化特性,從而制訂更有效的基礎設施和政 策,提升人民生活素質;此外,在發生嚴 重海洋生態事故(例如油輪意外)或遇上颶 風等天災時,預測系統可以協助政府及早 採取防範措施,避免沿海重要城市及海上 船隻受到破壞。” 以颶風為例:目前的氣象科技已可以 準確預測風暴在水面移動的路徑,然而對 颶風所造成的洶湧波濤以及海浪變化和移 動方向仍未能掌握。陳教授說:“科大開發 的系統可以根據收集到的海洋數據,預測 颶風造成的海浪會否對沿岸城市和船隻構 成危險,及早發出警報。” 研究計劃覆蓋中國沿海地區,分成六 個區域:渤海、黃海、東海、台灣海峽、 珠江河口及北部灣。這六個區域都有獨特 的生態環境和污染問題,例如渤海區域沿 岸是中國的工業重鎮,海水污染問題非常 嚴重,政府面對的問題是怎樣處理已被工 業廢料嚴重污染的海洋環境。相反,包括 海南島在內的北部灣區卻擁有非常優美的 海洋環境,政府的目標是防範經濟發展對 大自然造成破壞。 這些區域是按地理 和省市位置來劃分,個 別區域都已經累積了十 多年的海洋環境數據。 但陳教授指出:“浩瀚 無際的海洋不會這樣清 楚劃分區域;我們的研 究計劃首先進行數據融 合工作,就是把各區域 已有的數據整合起來, 讓我們對中國沿岸海洋 有更全面的了解。然後 是開發預測海洋環境變化的數值模式,並 利用已知和最新測量到的環境數據與數值 模式的計算結果作出比較,以改進數值模 式的準確度。這過程稱為數據同化。” 陳教授強調:科大開發的數值模式將 有助科學家掌握中國沿岸海洋的動態過程 和水環境動態變化,為監測和控制海洋環 境污染提供重要的理論基礎。 除科大外,多個內地單位將會協助研 究,包括國家海洋局第二研究所、中國科 學院南海海洋研究所 及中山大學。 863是國家高新技 術研究發展計劃,於 1986年3月推出。陳教 授表示:“香港的地理 位置非常適合從事中 國沿岸海洋科技研究, 希望更多本地學者投 入這類對中國持續發 展影響深遠的環境研 究,對國家和人民作 出貢獻。”
