The subjects for this study were 163 8th grade students of Taipei Chung Cheng Junior High School. The experimental group was taken six issues-centered civic units, while the control group did not receive any treatment. The result showed that the issues-centered approach had significant effects on students’ attitudes of civic participation. Keywords: Issues-centered approach, Civic participation attitudes  1.
