(一) 鑒於目前民眾飼養野生鳥類以及鳥店販售野生鳥類的情形,
建議經營管理單位對於民眾飼養動物的辦法中較模糊的地帶,明確 且詳細地訂定民眾飼養鳥類的規定及辦法,尤其是一般類的鳥類,
同時建議建立飼養證照、飼養登記,掌控民眾飼養野生動物的情形 並定期執行監測機制,特別針對繡眼科、鵯科及鶲科等多數被飼養 的鳥種,了解野外族群是否因民眾飼養的需求而造成影響。另一方 面,保育稽查單位則應根據「野生動物保育法」之規定,積極取締 違法捕捉野生鳥類者,並抽查寵物鳥店中是否有販售野生鳥類的違 法行為,以及是否依據「營利性野生動物飼養繁殖管理辦法」定期 申報飼養繁殖野生鳥類之種類與數量。
(二) 民眾方面則透過環境教育及保育宣導的方式,加強民眾對
「野生動物教育與體驗」的價值傾向,指導民眾透過正確的、合適 的、友善的方式與自然環境相處,教育過程中更應避免民眾認為藉 由飼養野生動物同樣能達到欣賞、體驗野生動物的感受。有關飼養 野生鳥類「社會效益」態度部分,強化民眾對於野生鳥類在環境中 的重要性認知,使其從中了解野生鳥類是大自然環境中重要的組成,
同時無論是否為保育類鳥類,都應該受到應有且妥善的保護。至於

民眾對「飼養野生鳥類」態度部分,應減少民眾認為「越稀有特別 的,我越想購買來飼養」想法,教育民眾使其了解當飼養數稀有或 特殊的野生鳥類時,其行為對生態所造成的危害與影響。若民眾非 得飼養鳥類作為寵物時,建議相關單位可列出民眾適宜飼養的對象 並建議民眾選擇合法經人工繁殖的非野生鳥種,同樣飼養過程中能 達到欣賞與陪伴的目的,以減少野生鳥類進入消費市場的比例。除 此之外,民眾也應該明白「沒有買賣就沒有捕捉」,才有可能從源 頭控制因捕捉及飼養野生鳥類所帶來的生態危害。
(三) 本研究透過問卷方式調查民眾飼養野生鳥類情況,但因部分 受訪者不願意接受訪問或透露飼養情形,因此民眾飼養野生鳥類之 結果可能低於實際情況,除了可持續調查外,建議未來另針對網路 上的鳥類論壇或民間社團進行調查,擴大樣本收集規模,彌補資料 的缺陷。此外本研究目前透過量化方式分析民眾五個野生動物價值 傾向與四個飼養野生鳥類態度的組成構面,建議未來可增加質化的 方式進行研究,收集更多民眾對野生動物及飼養野生鳥類的看法,
期能深入探討此議題下民眾其他的價值傾向與態度。
