第五章 結論及建議

5.2 建議

本研究在高屏空品區揮發性有機物總量管制制度之研究上,仍有許 多問題尚待解決,如:

1. 無論在管制物種篩選、削減策略之建立及抵換交易制度之設計均需 完整且正確之排放源資料,且 VOCs 之物種組成亦是評估建康及環 境風險之重要依據,建議國內應積極建置更完整之排放源資料庫,

並考量進行 VOCs 排放物種之調查或申報。

2. 在 VOCs 削減策略中,控制技術之成本及處理效率為重要考量因子,

鑒於國內目前尚未有類似國外建立完整各行業之成本與處理效率之 函數關係,建議未來應建立相關資訊。

3. 總量管制包含固定污染源、移動污染源及面污染源,基於研究範疇 過大,本研究目前在 VOCs 削減策略上僅考量固定污染源,故若要 確實達到預期空氣品質目標,建議未來可將移動污染源及面污染源 進行削減評估。

4. 本研究針對 VOCs 進行削減模擬,主要使臭氧能夠達到未來年之空 氣品質目標。但除了削減 VOCs 之外,NOx也屬於臭氧前驅物,故 建議未來可研究 VOCs 與 NOx同時進行削減之評估。
