第二節 建議 一、政策建議

經由實證顯示,欲提升生技廠商之合作績效,廠商間信任為一重點因素,而 信任可透過資產專用性、合約及社會交換行為三個層面而建立,據此提出以下政 策建議。

(一)訂立研發合作契約之相關準則

依據本研究結果顯示,正式合約之訂立有助於降低交易成本,同時可避免投 機行為的發生,而清楚明白地界定各方的責任義務,使合作夥伴間產生相互信任 與相互承諾關係。因此,藉由訂立或加強研發合作契約之相關準則,使廠商有可 依循的法令或制度,消極面是為預防資訊盜用或機密外洩等風險,積極面則讓生 技研發合作更趨穩定與安全化,推動廠商的研發合作之意願,促進台灣生物技術 產業之發展。

(二)經常舉辦生物技術相關研討會或產品發展活動

藉由舉辦研討會或產品發表等相關公開活動,搭貣廠商間的溝通合作橋梁,

如同提供契機給生技廠商吸收最新技術資訊,同時促進生技廠商交流認識,增進 溝通機會。此外,政府研究機構應共同參與其中討論,互相交流現今生物技術之 趨勢。

(三)建立具體生物技術研發網絡

具體架構生物技術研發網絡,可向國外生技研發聯盟或策略聯盟看齊,組織 貣完整網絡架構,嚴謹的合約簽訂與明確的成員制度,並串連生技周邊相關產 業,建立完整的研發網絡結構。此外,設立生技網路絡資訊帄台,廠商可直接在 帄台上獲得最新資訊,同時以會員身分直接查看自身參與的研發網絡現況,促使 台灣生技產業邁向更趨完整的時代。

二、後續研究建議

(一)擴展研究對象之產業類別

本研究為探究台灣生技產業研發網絡的信任關係與廠商績效,依據產業類別 特性,將主要研究對象界定為新興生技類別與製藥類別的廠商。建議後續研究可 將研究對象囊括至醫療器材類別之廠商,探究所有生技產業廠商是否有相互影響 關係。

(二)不同產業別之案例比較

將新興生技產業的六大類別廠商各別套用於本研究架構上,驗證本模型之信 效力,且比較不同類別廠商其研發合作情形是否與本研究分析結果一致,以作為 中央政府或相關廠商提升廠商績效之參考。同時將此模型驗證於其他產業,如製 造業、IT 產業等,藉以瞭解不同產業案例之現況比較。

(三)加強研究架構與方法

本研究以生技研發合作之問卷設計,藉以驗證廠商間信任與廠商績效之關 係,建議加入控制變數如廠商規模大小、合作對象等,探究本研究架構是否會因 研究對雋特性相異而有所差別。此外,問卷調查方法建議加入深度訪談,特別針 對生技大廠或國外分公司的廠商,以瞭解實際研發合作之互動情況。
