第二節 建議 本研究基於上述結論，提出以下兩點主要建議。
一、台灣政府應持續減少會影響生產之支持措施，改為與生產分離的直接給付措 施，以及加強一般性服務等方面的支持。
由近年來主要國家的農業政策改革中可以發現，各國漸改以不會造成生產與 貿易扭曲之直接給付措施，來取代固有之市場價格支持措施，但台灣對農業生產 者的支持，主要仍由 MPS 等具市場扭曲效果之措施組成，由此可窺見台灣在支持 措
措施的情況下，台灣在國際貿易的談判中，往往會被認為對農業仍有高度的支持，

在研究過程中發現，OECD PSE 方法論下的各項指標計算，確實能清楚反映 出當期農業支持水準之現況，可藉此瞭解農業政策所可能帶來之影響；而藉由長 時間對不同指標變動的觀察與比較，可瞭解國內農業政策的長期效果，以及需要 調整的問題所在。因此，本研究建議政府應建立與 PSE 指標相關的資料庫，以持 續計算往後各年 PSE 等各項指標之水準，且應往前追溯計算各項指標之計算年 份，並擴大農產品估計之範圍，以對我國農業支持狀況能有更全盤的瞭解，以在 農業政策的制
