第三節 成立歐洲區域穩定機制
在希臘尋求歐盟援助的過程中,成員國雖有幫助的意願,然卻遲遲未具體提 出救助計畫,僅宣示性地肯定及支持希臘改革;探究為何成員國無法於希臘議題 上凝聚共識的原因,主要在於德國政府的考量與疑慮。身為歐盟最大且最具實力 的經濟體,其決策往往影響整個歐盟以及歐元區國家的立場及舉措,雖然希臘的 債務問題可能損及德國重要的經濟利益,但在面對其國內民眾對於援助的疑慮以 及無法確保援助計畫是否可以真正緩解危機的情況下,德國當局處理該次危機時 顯得特別保守。在無法確定希臘能否確實施行樽節措施以削減赤字及負債前便投 注資源擔保希臘,可能只是暫時緩解危機,除此之外,也可能變相鼓勵類似情形 的國家效法尋求資助,反而使得德國納稅人的金錢大量投注在永無止盡的紓困計 畫中,最後連帶拖垮德國的經濟32,因此,在歐元區成員國傾向透過在歐盟內部 創建一機制給予希臘擔保甚至提供資金紓困時,德國除了堅持要給予希臘一定的 制裁以及嚴格的援助條件外,更再次要求應將 IMF 拉入討論,共同研擬相關的 紓困機制,以避免政治力的操作減損紓困的有效性。
面 對 成 員 國 遲 遲 無 法 提 出 具 體 的 援 助 方 案 和 形 式 , 希 臘 總 理 George Papandreou 指責成員國間的相互矛盾以及溝通上的不效率,其強調若成員國依然 各持己見而不團結一致提出實質的救援行動,則市場對於希臘的危機將抱持更懷 疑的態度,時間一長,將使問題愈發嚴重33。鑒於時間的急迫性,希臘除了持續 與主要的歐元成員國,德國、法國商討解決方法外,亦開始向歐盟以外的國家尋 求幫助,例如在與美國的磋商中,希臘期望美國當局能加強控管相關的投資基金,

嚴格的紓困條件,方可有效杜絕可能的道德風險38。
在經過長時間的商議與討論後,成員國終於同意建立類似區域基金的金融穩 定機制,以解決當前的危機。於 2010 年 3 月 25、26 日舉行的歐盟高峰會後,歐 元區的各成員國領袖達成共識,同意延續於 2 月 11 日所作成之決議,具體研擬 出得以完善穩定區域金融的方式39。依據會議內容,成員國同意採德國之建議,
與 IMF 共同出資建立一個雙邊性的融資借貸機制,但大部分仍由歐元區成員負 擔,而援助計畫必須是申請國已無法再於市場上取得融資時方得動用,此外,任 何的雙邊援助貸款皆須歐元區的所有成員國同意方可行使,並附加嚴格的借款條 件;歐盟執委會與 ECB 則會於此架構中扮演評估以及管理的角色,針對申請國 之履行及財政狀況持續地監督。由於此機制建置的目的不僅是為了確保歐元區國 家的穩定,更重要的是重振市場信心,因此其並不會提供優惠的貸款利率,而僅 是提供一市場外的融資管道幫助該國重建市場信心以及財政紀律。
由上述探討歐洲區域機制之形式與內容後可發現,其似與原先希臘及一些歐 元區成員之構想相左,因為其強調與 IMF 保持緊密合作,並且預示將添加嚴格 的借款條件,這樣的轉變或與德國堅持之立場有關。相關評論認為,此一歐洲金 融穩定機制之建置形態與架構並非多數歐元區成員、ECB 等官員之預想,或許是 為了設法在德國與其他成員國的意見衝突中取得平衡,避免德國不願意出資,甚 至脫離援助計畫的運作40。對德國而言,透過第三方的 IMF 介入,或可減低歐盟 內部政治力操作的疑慮,且可以假 IMF 之手施加更嚴苛的借款條件,而不被他 國譴責;而將該機制定性成援助的最後手段也可以避免濫用此機制,造成無節制

盟執委會下建立一歐洲金融穩定機制(European Financial Stabilisation Mechanism, EFSM ),該機制將根據歐盟所提供之擔保,於金融市場中融資達 600 億歐元,針對遭受無法預期及管控的重大金融災害波及之歐盟成員給予援助,其保護對象 並不限於歐元區成員;除了 EFSM,歐元區成員亦將共同簽訂一政府間協定
(intergovernmental agreement),另外成立一個特殊目的機構(special purpose vehicle, SPV)──歐洲金融穩定基金(European Financial Stability Facility, EFSF), 提供至高 4400 億歐元之救助額度予歐元區成員國49,而依據歐元區成員國於同 年 6 月 7 日正式簽署的 EFSF 架構協定(EFSF Framework Agreement)以及其營 運章程(EFSF Articles of Association)所示50,EFSF 將依據盧森堡法律,以有限
