第三節、 未來研究建議
從企業型國家的視角看待政府在產業創新中的角色固然提供我們一個新穎 的稜鏡，但仍有些議題領域尚未得到系統性的討論與研究，而且是本文力所未逮 的。以下本文提出幾項值得未來延伸研究的課題。
首先，就組織與制度面而言，既已認識到政府在創新過程中的重要性，那麼 應該進一步探問的是什麼樣的政府組織適合提供創新所需的長期投資，並且能夠 容忍失敗並從中持續學習改進60。同時，這種組織在靈活與彈性之餘也必須在某 種程度上受到法規的綁縛與民主政治的監督。從本研究訪問幾位國發基金官員的 經驗可知，國發基金在制度層面上大致面臨了以下幾項挑戰：第一，由於物質(薪 資)與精神(如升遷)誘因不足導致人才不易留下，進而使得投資經驗難以累積與傳 承；第二，法規與監察部門對於資金運用的規範與監督可說相當嚴格，因而限制 了國發基金投資的效率與效能。第三，民主政治的課責就如同雙面刃，一方面雖 使得國發基金在運作上更為公開透明，但另一方面對投資績效的苛求卻多少會使 基金同仁傾向保守而不敢貿然投資具有未來性的高風險標的(與下一點相關)。
其次，就評估方式而言，一般是以靜態的成本效益分析與總體經濟層次的排 擠效果來評估政府財政支出的效果與影響，如外界對國發基金最常見的批評即是 環繞在其短期投資績效之上。不過若從企業型國家的視角來看，政府承擔風險與 不確定性進行投資，從而創造出新的產業與廣泛外部效益的現象便溢出了這種分 析框架評量的範圍。因此，未來該思考的是如何設計適當可行的指標與方法以更 好地衡量政府創投的績效，特別是需要將民間不願或無力提供的廣泛經濟與社會 效益納入考量。
60 由發展網絡國家的經驗可以得知去中心化、靈活及與私部門維持夥伴關係的水平政府組織相 較於領航機構由上而下規劃的垂直組織有更多的政策實驗空間，儘管存在政策協調的問題。
最後，就公私部門在創新過程中的角色與關係而言，忽略政府在產業創新中 承擔高風險與不確定性的後果將可能導致創新成長的果實被私有化。一般假定政 府最終能夠透過稅收機制來獲取回報，但目前國內的稅賦制度本身卻有許多缺陷，
如受薪者課稅比重較企業來得高或向財團與產業傾斜的諸多租稅減免措施。因此 未來可以進一步思考的是政府如何建立具體可行的直接回收機制，使得政府藉由 投資將產業創新的風險社會化之餘，也能夠維持財政的永續並挹注於未來的經濟 與社會發展願景。本文探討屬於循環基金性質的國發基金可視為朝此方向邁出了 一步。
