第三節研究者的反思

本研究提出資料安全性及隱私權問題、數位落差與版本/相容性問題三點反思，以下將逐一陳述之。

一、資料安全性及隱私權問題

隨著數位醫療的發展，卻也伴隨著資料安全性的問題及風險，例如：系統遭惡意入侵被盜取資料、系統未設定妥當而誤將病患資料暴露於網路之中等，事實上，也確實曾發生醫療院所外洩病患資料之情事。因為資料安全維護不易與民眾對於隱私權保障之顧慮等種種因素，醫療隱私議題一直都存在著。同樣地，在行動健康 APP 方面，雖具有便於使用者進行個人健康管理之優點，但亦著資料安全性及隱私權問題，APP 開發者、資料庫維護商、醫療院所等有關單位及相關人員有義務確保資料不會外洩，且未經病患本人同意，不得將其資料向第三方透露，

以保障民眾醫療隱私權。

二、數位落差

行動醫療使偏鄉地區居民受惠，並改善其醫療落差之情況。而行動健康 APP 雖能助於一般人進行自我健康管理，但使用前提是必須要有智慧型行動載具才得以使用，對於經濟狀況處於弱勢的族群而言，不一定有能力擁有智慧型手機或平板電腦等行動載具，其仍無法享有行動健康 APP 所帶來之益處，而造成所謂的數位落差。或許政府可與行動裝置製造商合作，補助其購置此類產品或是製造商推出低價裝置，讓弱勢族群也能擁有行動載具，並協助引導其重視個人健康管理，

以降低數位落差及醫療落差。

三、版本/相容性問題

縱使資訊科技日新月異，發展極為快速，但不論是系統、軟體與裝置，常存在著版本及相容性問題，以及有 bug 或易於當機等問題。譬如說手機作業系統因版本問題，無法支援某 APP，而造成使用者無法使用，若要使用則必須更換裝置才得以使用之情況，這對使用者而言是相當困擾的。而以功能型行動健康 APP

（例如：聽胎心音）來說，同樣一款 APP，放在不同等級的手機（行動載具）中，

感測的效度不同，精確度因此有差異。因此，開發者必須思考系統、軟體與裝置之間的版本及相容性問題。

行動健康 APP 為我們生活帶來便利，有著助於個人健康管理的優點，同時，

在健康管理上亦提供了更多可能性，讓每個人都能享有自主性健康管理的機會；

然而卻也存在著資訊內容及功能方面的問題及系統 Bug 等缺失，亦伴隨著資料安全及隱私問題議題，儼然為一大挑戰。此外，過度使用行動裝置可能會影響眼部健康及睡眠等問題，產生一些生理上危害，且使用時容易因過於專注而忽略週遭事物，而可能導致意外發生。因此，適時適量的使用而不過度依賴是我們所須學習之課題。
