然而文府國小面對東南水泥，是一對一的戰事，而面對大社工業區，至少牽 涉到 20 多年、11 家以上的石化廠群。文府國小發起爭好氣的抗爭行動，身分有 利，「因為我們的孩子、我們的社區，我們自己保護！」鑑於緊鄰環境的侵害性，
文府校園對抗東南水泥，興致較高；而大社工業區降乙編問題，經歷無數次會議，
能繼續討論大社都更已經萬幸。柯慧娟總召曾想藉文府國小抗空汙經驗，再召集 一次團隊小組，聲援大社降編問題。然而卻發現其中最大的困難點，是大社在地 居民涉入程度不足，未能深入了解與積極爭取。
關於大社降編問題產官學界連年展開多次會議，文府國小老師柯慧娟除了教 學現場忙碌時無法參與，她曾到現場發言、陳情、或開記者會公聽會，試圖以「文 府經驗」，號召在地精神，只可惜大社工業區降乙編問題，至今仍無法延續如文 府國小抗空汙行動時，在地「鄰近性」、「迫切性」、「凝聚同仇敵愾」、「砲口 一致對外」等氣勢，轉到大社工業區，卻引不起這樣的興致、當地居民許多感受 並不深刻（更遑論文府國小師生）縱然不少環團、反空汙組織、主婦聯盟、及文

府國小等，都不定期於網路平臺或公私部門具體會議中，聲援大社降編問題，然 而工業區長久議題懸而未決、歷史共業，盤根錯節、利益糾結大到無法解決，儘 管每次選舉候選人都承諾再承諾，卻如同十多年前的一紙承諾終未實現，至今仍 令公民產生無力感、想支持卻使不上力。回想抗爭 25 年的高雄煉油廠，2015 年 十二月終於正式落幕，讓後勁人「死而無憾」，有法不依法的大社工業區難解議 題，仍安然無恙地繼續穿梭在大小煙囪裡，看得到、救不到。
深度報導不僅要體現事件與事件之間關係，最終更要體現事件與人物的關 係，寫作理念應具有人文主義特徵，內容能體現新聞事件與社會的脈動。本研究 試以深度訪談方式，探索社會運動中，公民團體如何確立環境問題核心、抽絲剝 繭摸索出解決之道，每一步都像「摸著石頭過河」，且戰且行。臺灣從解嚴前至 今的社會運動未曾停歇，累積不少近代學者、研究者自議題建構角度多所著墨，
而站在社運團體與社區公民聯合陣線的角度、分析環境運動策略之研究則較少。
吸取每次社運的成功經驗，值得細說歷史加以分析比對，但未來社會運動仍 需想方設法改善重要性與日俱增的網路工具：研究網路社運的成功個案所在多 有，但臺灣社會仍有不少環境運動組織，同樣運用網路但效果不如其他個案引人 矚目，這類案例所運用的網路經驗就少有機會被討論，如此一來，便忽略社運團 體在實務上，運用網際網路可能面臨的挑戰及困難、甚至網路媒介使用後對社會 運動產生的負面結果。突發型或較單純型的網路社運，過度強調個案的成功結 果，社會可能對網路社會運動產生的正面連結，抱持樂觀或過度期待，社運及環 境運動組織運用網路所遭遇的問題與負面效果，因而被大眾忽略，便難以對運動 組織的網路運用提出具體有效的觀察建議。
