第三節 研究限制與後續研究建議 壹、創新定義題目再改進
本研究在對創新的定義題項中,採用的是單選題形式而非多選題,此種考慮 是因為從文獻中可知創新定義十分多元,創新定義題項中的四個選項其實就是不 同面向上的創新,若採用多選形式,很可能導致受訪者選擇全部的選項,認為全 都是創新,反而呈現不出差異。人在對各種事物下判斷時,一定會有一個標準,
當要去認定事物時,便會使用心中最認同的標準、定義去進行判別,本研究欲探 究的除了創新定義外,更希望得知的就是人們會如何從此定義出發去看待事物,
故本研究最終選擇以單選形式呈現題目。後續研究者若有意,或許可改採用是非 題形式,針對每一個定義詢問受訪者是否認為是創新,以避免所有選項都在同一 題最後全部被選而無差別的情況。
貳、對公部門創新政策了解程度的重設計
前述結論即有提及,本研究中對公部門創新政策了解程度的影響力不彰,認 為可能是因為無法測量到受訪者聽聞該創新政策時的態度,無法確定受訪者究竟 有無吸收到該訊息或僅是將其當作例外,或是因為受訪者即便有聽聞過亦不認為 該政策為創新政策,無法反映出真正的了解程度。針對此種情況,未來在進行此 種了解程度調查時,可考慮將案例總數縮減,在詢問受訪者有無聽聞過案例的同 時,加問受訪者聽聞此案例時是否認為是創新,以及詢問受訪者在聽聞此案例後 是否對公部門約略改觀,盡可能降低無法反映受訪者真實接收態度、想法的問題。
此外本研究對此題預設「只要聽聞過」即算了解的最低標準,透過是非題的詢問 其時無法更進一步瞭解到受訪者究竟是有多清楚該項創新政策,畢竟僅僅只是聽 過,與詳細了解該政策目的、用意、實施方式,還是有極大差別。

參、影響對公、私部門看法的因素再釐清
本研究發現公務人員與一般大眾對公、私部門創新程度的看法複雜,心理 距離或為主因,但對創新定義、個人創新意願、對公部門創新政策了解程度在 其中的定位尚未明朗,本研究雖在結論提出可能的關聯架構,但其是否能真正 表明這五個變項之間的關係仍有待討論與證實,並且公務人員與一般大眾對彼 此部門的這段心理距離中,是否僅有影響到本研究目前提出的三個變項亦不一 定,說不定尚有其他本研究未考慮到的因素也會影響到對公、私部門創新程度 的看法,在這方面未來或許可以有更多的架構來嘗試說明其間的關聯。
