第九章 結論
第九章為本文結論，本文將主要參考第八章之跨國比較分析之結果，並適 時佐以第三章至第七章的各國資訊、數據，對我國高等教育型態做出整理、歸 納。
研究結果發現，我國政府高等教育補助規模與其他分析項目間，有以下關 係：
1. 一般而言，政府高等教育補助規模與租稅負擔率應呈正相關，但我國 卻是負相關，不符合本文預期；若改以歲出做為比較基準，照理也應 是正相關，在此方面我國符合本文預期，可能是因為前者有計入經濟 環境對GDP 的影響，後者只單純討論政府部門內的收入與支出的關 係；
2. 我國政府高等教育補助規模與高等教育需求度，則是與和本文預期相 同，呈正相關，但因為我國數線斜率較陡，可能有補助成長跟不上就 學率攀升速度之情形，使每生可獲取的教育補助逐年降低；
3. 政府高等教育補助規模與高等教育補助依賴度為負相關，與本文預期 相同，且若考量高速成長的就學率，我國則可能亦有補助成長速度不 足之問題；
4. 最後，不論公立或私立高等教育機構，我國政府高等教育補助規模與 學費佔人均GDP 比是負相關，亦符合本文預期。
此外，相較於其他四國，我國高等教育亦有以下特色：
1. 低租稅負擔率：於圖 2、圖 4 中，我國數線皆位於下半部，相較於其

2. 整體教育補助規模低、高等教育補助規模適當：雖然整體教育補助規 模低，但我國相較而言較重視高等教育部門，圖2 中的整體教育補助 數線較偏向低稅收、低補助，圖4 的高等教育補助規模卻約為五國平 均值；且因數線接近水平線，在租稅負擔率變動不大之情形下，我國 教育補助規模變動範圍卻偏大；
3. 稅收難支持教育補助：於圖 5、圖 6 中，我國屬租稅收入佔比低、教 育補助高，政府難單仰賴稅收做為支應教育補助的經費來源；
4. 升學率高：根據圖 7 顯示，我國位於右上角，屬升學率高、補助也高 之國家，且近幾年升學率急速攀升，可能致使國家教育負擔增加；
5. 補助依賴度高：就圖 8 而言，我國數線位於上半部，高等教育機構似 乎過於仰賴政府補助，難以完全獨立；
6. 學費低：於圖 9、圖 10，我國數線皆位於圖形下半部，代表學生進入 高等教育機構學費相較其他國家相對低廉，但也可能逼使政府無法輕 易減少教育補助，而低學費也再次驗證我國相較於他國，是屬於高等 教育較仰賴政府補助之類型。
