中 文 摘 要 : 本研究計畫針對管理學門之「人力資源管理」相關主題,進

行為期三年的圖書收錄計畫,以強化政大圖書館在人力資源

管理領域的學術資源。在圖書收錄活動上,本計畫在各年度

分別針對不同的子範疇設定收錄標的,並根據各年度收錄標

的進行全面性的搜尋與整理,使得政大圖書館的人力資源管

理領域資源,不論在完整度、專業度、廣泛度上皆有顯著地

提升。第一年主要針對人力資源管理與一般管理領域知名學

者的經典出版品進行收錄,使該領域在重點書籍的收錄更加

完備;第二年開始延伸至與人力資源管理關係密切的基礎學

門圖書,如心理學、社會學、經濟學等書籍,使得人管學術

研究在理論的層次上有更深入的參考來源;第三年則將收錄

標的向外擴展至一般管理以外的管理領域,並收錄其中與人

力資源相關之圖書,而能夠做為跨領域研究的參考。在圖書

推廣活動上,本計畫於政大圖書館內舉辦人力資源管理主題

書展,廣邀校內學生與教職員工參與,以提升新進資源的可

見度與利用率。整體來說,在政大圖書館既有的豐富圖書資

源基礎之上,本計畫提升了人力資源管理領域館藏的系統性

與專業度,更透過相關領域書籍的採購,強化此領域與其他

相關領域的連結與綜效,而提供了國內人管或其相關領域教

師在研究或教學上、甚或跨領域合作上的發展,能有更豐富

的資源作為支持。

期末報告

摘要

本研究計畫針對管理學門之「人力資源管理」相關主題,進行為期三年的圖書收錄計畫,以強化

政大圖書館在人力資源管理領域的學術資源。在圖書收錄活動上,本計畫在各年度分別針對不同的子

範疇設定收錄標的,並根據各年度收錄標的進行全面性的搜尋與整理,使得政大圖書館的人力資源管

理領域資源,不論在完整度、專業度、廣泛度上皆有顯著地提升。第一年主要針對人力資源管理與一

般管理領域知名學者的經典出版品進行收錄,使該領域在重點書籍的收錄更加完備;第二年開始延伸

至與人力資源管理關係密切的基礎學門圖書,如心理學、社會學、經濟學等書籍,使得人管學術研究

在理論的層次上有更深入的參考來源;第三年則將收錄標的向外擴展至一般管理以外的管理領域,並

收錄其中與人力資源相關之圖書,而能夠做為跨領域研究的參考。在圖書推廣活動上,本計畫於政大

圖書館內舉辦人力資源管理主題書展,廣邀校內學生與教職員工參與,以提升新進資源的可見度與利

用率。整體來說,在政大圖書館既有的豐富圖書資源基礎之上,本計畫提升了人力資源管理領域館藏

的系統性與專業度,更透過相關領域書籍的採購,強化此領域與其他相關領域的連結與綜效,而提供

了國內人管或其相關領域教師在研究或教學上、甚或跨領域合作上的發展,能有更豐富的資源作為支

持。

一、 前言

本研究計畫針對管理學門的『人力資源管理』(Human Resource Management, HRM)之相關主題,

在三年的執行期間,收錄目前最完整的研究圖書,提供國內從事相關主題的學者最方便與最迅速的書

籍文獻整理分析之平台,以進行知識的連結與拓展;另外,藉由這個計畫,可以促使政治大學圖書館

館藏書籍更多元化,提供更多學者及學生使用。經過三年的計畫執行,透過相關領域學者的規畫與建

議,以及政大圖書館既有的專業圖書檔案管理實務,將人力資源管理與其相關領域書籍作系統性地搜

尋、評估與收錄,使得本校在人力資源管理領域的藏書不論在完整度、專業度、廣泛度上皆有顯著地

提升。

在計畫執行的流程上,本計畫因涉及人力資源管理專業知識及圖書檔案管理實務,且人力資源管

理的相關研究時常結合不同專業學門與不同產業特色來進行,故本計畫圖書典藏規劃委員會由政治大

學企管系人力資源管理領域以及會計、國際企業領域之政治大學商學院專任教師,再加上政治大學圖

書總館及相關主管組成。此外,也徵詢心理系與勞工所教師的意見並由本計畫主持人召開各項諮詢會

議來獲取各方建議。在正式購書之前,圖書典藏規劃委員會先進行確認與必要之增添或刪減,由政治

大學圖書館進行購書的執行程序。

此外,在收錄內容的規劃上,由於人力資源管理之相關書籍涵蓋範圍甚廣,且人力資源管理與其

它一般管理領域關係密切,因此本計畫依據當初所規劃的方向,以人力資源管理及與其相關之ㄧ般管

理領域(如:國際企業管理與策略管理)為主,相關基礎學門(如:心理學與經濟學)為輔的方式,收錄目

前上述主題的藏書,分成三年來執行。因此,本計畫第一年首先蒐集國內外 HRM 與一般管理領域知

名學者的經典出版品,並且以 HRM 領域重要關鍵字針對出版商、網際網路書商、全球著名大學之圖

書館收藏進行搜尋、比對與篩選,而將重要之藏書均列入推薦購買書單中。第二年收錄範圍預計擴及

人力資源關係密切的基礎學門圖書,以達補強理論基礎之目的。第三年則將擴及一般管理以外的管理

領域,收錄與 HRM 相關之圖書,如會計、資訊、跨文化研究及其他人文社會學門與此主題有關的書

籍。

二、 計畫執行過程

(一) 各階段任務

本計畫自 99 年六月開始執行至 102 年五月,期間重點任務有三:(1) 在第一年 2,311,000 元、

第二年$1,811,000 元、第三年$1,811,000 元的核定經費預算下,挑選符合人力資源管理相關書籍資

料;(2) 在各年度核定經費中,依規定使用不超過 10%的經費比例,購置人力資源管理主題相關

的視聽資料,以補足學術研究與教學上對於人力資源管理主題的軟體需求;(3) 為了進一步推廣圖

書計畫的新書與視聽資源,本計畫針對政治大學的學生與教職員工,在 100 年 5 月 9 日至 5 月 16

日期間,於政大商學院圖書館進行為期一週的圖書與視聽資源展覽。以下就各年度計畫在上述任

務的執行過程依序分述:

在第一年的計畫執行中,主要針對人力資源管理的經典與重點書籍進行收錄。此過程中,計

畫參與人員重新檢視提案書單,以更符合目前在相關領域資源上的趨勢與需求。藉由搜尋人力資

源管理各次領域方面的學術資源,並參考國科會人文處之審查計畫書意見以及專家學者的建議,

重新挑選計畫書內的購書清單,並增補其他符合人力資源管理次領域範圍的相關書籍。此外,為

使經費能發揮更高的價值,在本校設置有視聽圖書館編制下,本階段使用不超過 10%的經費比例

購置視聽資料,購買與「績效、績效評估面談、應徵面談、激勵、團隊合作」等主題相關之教學

影片共 7 筆資料,使本校教師於教學時能使用更多元的方式來進行。此外,由於部分圖書取得不

易或已經絕版,本計畫於 99 年 11 月至 100 年 01 月進行第二次的增補書單。而考量實際到書狀況

的不確定性,新增圖書轉向以一般管理領域為主,經過不斷的溝通與適時修正書單後,方得以確

保在期限內購得增補書籍。

在第二年的計畫執行中,主要針對人力資源管理相關的基礎學門書籍,如心理學、社會學、

經濟學領域的書及進行收錄。此外,為達到所收錄學術資源的多元性,本階段亦使用年度規定 10%

的經費比例購置視聽資料,購買與「留才、訓練、客戶關係管理、激勵員工、改善員工績效」等

主題相關之教學影片共 6 筆資料,以提升教師的教學方法多元性以及學生學習的成效。第二次增

補書單之過程,由於部分圖書取得不易或已經絕版,考量實際到書狀況的不確定性,再加上書商

報價較過去優惠,經過不斷的溝通與適時修正書單後,於 101 年 2 月再次新增圖書資料,最後在

期限內購得增補書籍。

在第三年的計畫執行中,除將收錄標的擴及至一般管理以外的管理領域,亦針對前兩年的收

錄標的進行再次搜尋,以確保屬於前兩年範疇新書也能完整地收錄。在第三年的收錄圖書中,由

於擴及其他一般管理領域外的範疇,因此在圖書的收錄上,涵蓋了實務訓練書籍以至學術研究專

書。對於非人力資源管理專業領域背景的讀者而言,一般書籍能夠減低其在進入此領域時艱澀專

有名詞所帶來的障礙,因而促進跨領域間的了解與合作。而對於人力資源管理的研究者而言,學

術研究專書如 Oxford 所出版的一系列專書,包含組織內關係、組織社會化、評估與徵選、國際企

業、組織理論的專書,更是彙整了過去經典研究與趨勢,能夠幫助研究者對特定議題有更深入的

理解。而不管是對於實務工作者或學者而言,實務訓練書籍都能夠在人員訓練上或研究與實務的

接軌上,扮演重要的角色。此外,考量學術資源的多元性與互動性,第三年計畫亦使用 10%的經

費作為視聽資源的購置,主題包含「團隊管理、正向心理訓練、領導、情緒智力」共四筆資料,

皆為人力資源管理領域中在研究或實務上相當熱門的議題,使該領域在教學上有更多元的教材,

亦能夠幫助學生在研究及學習上有更大的成效。最後,經過政大圖書館的尋書與購書後,第三年

於 102 年 2 月又進行書單的補件,主要以副本率較低、書商推薦有現貨因此較易取得的圖書為主。

除了圖書購置的活動外,本計畫為促進所購置圖書及視聽資源在政大的利用率,在 100 年 5

月 9 日至 5 月 16 日期間,於政大商學院圖書館書展舉辦為期一周的圖書展覽。經由圖書典藏規劃

委員與人力資源學者的討論與規劃後,根據人力資源管理領域圖書的重要性,以及目前研究與實

務的最新趨勢,挑選出展出的書籍,並確認這些書籍目前的到館與借閱情形,以確保書籍能夠順

利展出。

展出的書籍中,包括大師經典、人力資源管理暢銷新書、人力資源管理專業功能、中小型企

業、非營利組織、國際人力資源管理、策略人力資源管理、心理學相關書籍八大類書籍,共展出

43 本圖書,皆為此領域最具代表性的經典書籍,以及最適合推薦給讀者的趨勢與新知。詳細展出

書單如下表所示:

(二) 各階段上傳擬購置之圖書數量與複本率統計

本計畫上傳擬購置之圖書數量與複本率統計如下表所示。由統計資料來看,本計畫在三個年

度的執行上,擬購置圖書與視聽資料的複本率皆達到 30%以下的標準,整體來說本計畫購置之圖

書的重複性是相當低的,而低的副本率說明了新購置圖書所帶來的效用不僅是侷限於政治大學,

亦能夠支援周邊地區的學術研究單位,達到資源共享的原則。在三年當中,又以第一年收錄的書

目最多,顯示在人力資源管理的經典與重點書籍上,先前的館藏的確有強化的必要性。此外,本

計畫的購書書單中,仍包含部分已經在其他學術單位有副本的書籍,主要原因在於這些書籍並非

收錄於北部地區圖書館,以及重要或熱門卻數量稀少的書籍。本計畫同時考量到圖書之地緣性、

熱門度、重要性、數量等因素,即使會影響收錄圖書的複本率,仍列入購買清單,以確保能夠達

到使用者的需求與便利性。

三、 購書執行進度

購書清單經國家科學委員會回覆通過後,由政大圖書館開始進行購書程序,資料統計至 102 年 05

月 31 日止,已購入政治大學圖書館內之書目分別為:第一年共採購圖書 980 冊,視聽資料 7 筆,共核

銷$2,053,016 元,超出核定經費的圖書部分則轉至第二年購買;第二年共採購圖書 819 冊,以及視聽

資料共 6 筆,共核銷 1,811,000 元;第三年購入圖書 695 冊,以及視聽資料 4 筆,共核銷 1,811,000 元。

整體來說,三年皆達到 100%的經費使用率。詳細購書進度如下表所示:
