美國商務部公告暫停香港出口許可證例外適用
發布日期：109 年 8 月 5 日 由於中國大陸對香港實施「港版國安法」，美國認為香港不再具 有足夠之自主權，將增加美國敏感性技術經由香港後移轉至中國大陸 的風險。美國商務部於2020年7月31日在聯邦公報發布修改出口管制 法規(Export Administration Regulation，EAR)，暫停香港適用有別於 中國大陸待遇之「出口許可例外」，並即日生效。
針對EAR第740條原先可無須申請出口許可證之例外情形，美國 已暫停適用於香港，包括：一定金額以下(Shipments of Limited Value，LAV)、對群組B國家/地區出口(Shipment to Group B
Countries，GBS)、暫時性進出口或再出口及移轉(Temporary Imports, Exports, Reexports , and Transfer in Country, TMP)、替換維修零組件及 設備(Servicing and Replacing Parts and Equipment)等13項規定。
