教育部青年發展署

2016 青年國際參與及關懷研討會 報名簡章

教育部青年發展署為了促進青年朋友瞭解公共參與及國際關懷 實務與趨勢,以邀請國際青年領袖來臺交流之模式,於10 月 15 日

至16 日辦理「青年國際參與及關懷研討會」,提供多元豐富議程,

並規劃「世界咖啡館」工作坊,邀請有公共參與、國際參與或志願 服務參與經驗的國內外青年朋友參與交流!歡迎對青年公共參與及

國際關懷有興趣的青年朋友加入活動行列,一起和來自9 個國家之

青年交流及討論國際議題。

活動進行方式:由各國代表團分別就所負責之議題進行分享與 討論。

主題一: 環境氣 候變遷下的青 年行動

背景說明:青 年繼承前人文 明發展成果的 同時,也承擔 其對自然環境 所造成的影 響,拯救地球 的志業須由青 年接棒傳承。

青年可從各面 向討論環境氣 候變遷的成 因、其衍生的 問題、以及改

主題二: 青年在 縮短貧富差距中 所扮演的角色 背景說明:富者 愈富,貧者愈貧 的現象在現今講 求全球資源整合 的 世 界 更 為 加 劇。青年可討論 貧富差距所產生 的原因、其衍生 的問題、以及改 善這些問題的方 法,並就科技、

教育制度、資源 分配重整、志工 服務、政策改革 等多面向進行議

主題三: 撼動世界 的網路社群新世 代能量

背景說明:網路 社群媒體跨越距 離及疆界,連結 有共通想法的人 群,其運用可讓 微小的聲音被聽 見,讓弱勢戰勝 強權,創造改變 世界的影響力。

二、 報名須知 (一) 參與對象:

1. 對公共、國際參與及國際議題有興趣之 18-25 歲 (1991 年 10 月 14 日以後至 1998 年 10 月 14 日以前

出生者)青年、學生及在臺大專校院境外學生,且具良好 英語溝通能力者,共120 名正取、50 名備取。

2. 本國際研討會係全英語環境,參與者需以英語交流分享,

及積極參與討論交流(研討會中之工作坊、世界咖啡館 及青年宣言需主動參與討論及分享)。請自行評估英語 能力。

(二) 報名方式:

採線上報名方式,自即日起至9 月 18 日(星期日)下午 5 時止,至青年署 iYouth 青年國際圓夢平臺線上報名系統 (http://iyouth.youthhub.tw/main.php)填寫英文報名

表,包括個人基本資料及300-400 字英文自傳,包含:

1. 英文自我介紹

2. 相關公共或國際參與經驗 3. 參與本研討會動機與預期收穫 三、 遴選標準與原則

四、 遴選作業程序:

(一)依報名資料進行資格審查,資格不符或報名資料不全者,

不得進入下階段遴選程序。

(二)必要時由外聘學者專家組成遴選小組,並依據書面審查結 果擇優錄取。

(三)結果最遲於9 月 30 日前公告於本署官網、iYouth 青年國 際圓夢平臺。若正取者放棄錄取資格,則由備取遞補。

五、 權利與義務:

(一) 權利:

1. 本署將提供與會者兩天研討會之中餐與旅遊平安保險。

2. 本署將核發參加證明予全程參與且積極參與討論及交流 者。

3. 本活動提供遠道者(限活動期間就讀學校或工作地點於新 竹市以南、東部宜花東縣市及離島地區者)10 月 15 日當 晚住宿與晚餐,由主辦機關統一安排。

(二) 義務:

1.自我介紹 25%

2.相關公共或國際參與經驗 25%

3.英語能力 50%

(一) 錄取者需自行負擔參加研討會前後之來回交通費。

(二) 需自行處理差假事宜。

(三) 全程積極參與研討會、主動參與工作坊、世界咖啡

館及青年宣言之討論及分享,並與各國與會者交流互動。

(四) 同意本署將個人資料建置於本署國際事務人才資料

庫,並依個人資料保護法法規範圍內做後續使用及處理 (註 1)。*註 1:本署為保護您的個人資料,依據個人資 料保護法規定,於蒐集之目的、個人資料之類別事由與 目的範圍內,直接或間接蒐集、處理及利用您的個人資 料,運用於本署國際事務人才資料庫。當您的個人資料 蒐集之目的消失或期限屆滿時,您同意本案得繼續保存、

處理或利用您的個人資料。除本署於專案執行期間因執 行職務或業務所必須或為遵循其他法令之規定者外,您 可於專案期間隨時向本署請求刪除、停止處理或利用您 的個人資料。當您完成報名時,表示您同意其內容。

六、注意事項

(一) 經查明報名所繳交之文件,如有虛偽不實或不合申請資格 者,已錄取者則喪失錄取。

(二) 未全程參與研討會、主動參與工作坊、世界咖啡館及青年 宣言之討論及分享,並與各國與會者交流互動者,本署有 權不核發參加證明。

(三) 若遇不可抗力之因素,本署保留變更、取消或暫停遴選與 活動之權力,其衍生之相關費用由錄取者自行負擔。

HUMANITARIANISM SEMINAR Enrollment Guide

In order to promote youth awareness on the trend and practice of public participation and international humanitarianism, the Youth Development Administration, Ministry of Education, invites international youth leaders to attend the “YOUTH GLOBAL PARTICIPATION AND HUMANITARIANISM SEMINAR” on 15th -16th October, 2016.

The seminar covers diverse and attractive topics and world café experience-sharing workshop for all participants to exchange experiences of subjects mentioned above.

We welcome all youth to participate in this resourceful seminar and exchange and discuss issues with youth from 9 countries.

Topic I.

The Cost of Inaction:

Youth Participation in Environmental Change

Background:

The legacy youth will inherit from their previous generation not just wealth and

technology but also the environment they live in. Youth will take the baton and continue the mission to save the world. Participants are encouraged to discuss the causes, the dangers, and the solutions of environmental change from different

perspectives.

Topic II.

Build Bridges, Not Walls:

The Role of Youth in Narrowing the Gap between the Rich and the Poor

Background:

Phenomenon of “the rich get richer, and the poor get poorer” is exacerbated in the world of globalization.

Participants are encouraged to discuss its cause, the problems associated with it, and the solutions in aspects such as technology, education, resource redistribution, volunteer service, and policy reform.

Topic III.

The Power of the New Social Media Generation that Moves the World

Background:

Social media connects people who share the same ideas regardless of their distance and borders. It enables voices to be heard and gives the powerless a chance to defeat the powerful.

Participants are encouraged to discuss real-life examples of how youth in different countries applied social media in community and public affairs participation, why they

succeeded or failed, how youth can take advantage of the

influence of social media to solve today’s global problems, and how the resources in the cyber world and the physical world can be integrated to strengthen the power of social media.

All participants will be divided into groups by the topic they’ve participated in the workshop on 15th Oct.

Each topic will be further discussed by 2-3 groups simultaneously.

10 Declaration on Youth Action on each group will be concluded by topic in the discussion summary. In the afternoon, declaration on Youth Action on Climate Change, Wealth Inequality, and The Responsible Use of

Social Media will be announced.

B. Vital registration information

1. Applicant requirements: Taiwanese youth, student or overseas student studying in the Taiwanese university, aged between 18- 25 (born between 14th Oct., 1991 and 14th Oct., 1998), who are interested in public and international participation and voluntary service. Fluent in English (The language used in this seminar will be English, which requires the participants to possess decent English ability for conversation purposes. Especially

participants are required to discuss and exchange proactively during the workshop, world café and declaration on youth action session. Please ensure you have a good degree of English fluency prior to registration). Total of 120 applicants will be selected to participate and another 50 will be placed on the waiting list.

(http://iyouth.youthhub.tw/main.php) from now on to PM5:00, 18th Sep. Please fill out the registration form in English, which includes personal information and an autobiography (Please write a paragraph between 300-400 words, which includes a self introduction, public or international participation experience, and motivation for and expectation of this seminar, for the selection process).

1. The YDA staff will first review the qualification of applicants. If the applicants are not qualified or the materials are not completed, he/she will not be submitted to next-stage selection.

2. The YDA staff and the third party (experts and scholars) will then convene a committee to select the participants based on the

information filled in the registration forms.

3. The finalized list will be released via YDA official website, iYouth website by 30th Sept. The staff will be in further contact with the selected participants.

4. If the selected applicants quit the admittance, applicants on the waiting list will be informed to replace.

1. Rights:

(1)YDA will provide lunches and insurance during the 2-day seminar.

(2)YDA will issue the attendance certificate for those who attend in 2- day seminar and discuss/ exchange proactively.

(3)YDA will provide the following participants of this seminar accommodation and dinner on 15th Oct.: schools or workplaces (during the seminar period) are located south of Hsinchu City, Eastern Taiwan or outlying islands. Details will be arranged by the organizer.

2. Obligations:

(1) The selected participants are responsible for their travel expenses to and from the seminar.

(2)The selected participants are responsible for application for leaving to their own school or unit.

(3)Proactively join, discuss and exchange in the seminar, workshop, world café and declaration on youth action.

(4)Agreement granted to YDA to include personal data in YDA international affair talent database. YDA will use and process those data under the regulation of Individual Data Protection Law.

You have the right to ask YDA to erase, end processing or using your data.

F. Notice:

1. If the documents of the selected applicants are proved not qualified or false, his/her admittance will be deprived.

2. YDA has the right not to issue the certificate to those who are not proactively participate, discuss and exchange with participants in the seminar, workshop, world café and declaration on youth action.

3. Given the factors of force majeure, YDA has the right to change, cancel or suspend the applicant selection and seminar. Selected applicants should bear the costs associated with the derivative.
