多樣性，促進了歐洲競爭力，對歐盟而言，多語主義是歐盟的共同資產，而非災 難。5
第二節、對台灣影響與啟示
台灣為由華語、客語、閩南語、原住民語四大語系所組成的多語言多元文化 國家，這四大語言為各族群的重要象徵，當然各語言間也有強弱之分，人數較少 的客語、原住民語，若無加以保護將逐漸面臨消失。迄今原住民族經政府認定已 達 14 種族群之多，各族語之發音、詞彙、語法等各異，各族語擁有自己的語言、
文化和風俗名情，這些都是台灣珍貴歷史文化的資產，然而有些族群人口數僅有 幾百人，要如何延續下去，與歐盟同樣面臨語言保護問題。6
在原住民母語教學方面，由於過去政府長期推行國語文政策，因而受到很大 的壓抑，隨著民主意識的抬頭和族群意識的覺醒，開始瞭解到不同的族群語言，
應具有相等的價值，在社會上應受同等的尊重，本土文化的傳承漸為大家所重 視。原住民母語教學便由家庭、教會等媒介下走進了學校。1990 年，台北縣烏 來鄉烏來國民小學，在縣政府的支持下，開始實施泰雅語母語教學。隨後，許多 縣市的文化中心、學校和教會裡，也相繼努力編纂台灣原住民的母語教材，積極 推行母語教學。同時，政府也決定從 1996 年起，在國民中小學裡實施本土語言 教學，開啟台灣的少數語言教學。
但由於國家政策不積極支持、泛政治化的誤導、課程經費短缺、教材缺乏整 體規劃、語音符號系統難一致、師資來源不足、教學時數短少、評鑑制度不健全、
學習環境不理想、學習階段不連續等因素，導致多語教育政策發展滯礙難行，或

許我國可從擁有最多少數語言數量的歐盟中，參考其成功的計畫項目，改善多語 政策推動的困境：
一、針對區域與少數語言由歐盟所成立的「墨卡托歐洲網絡」，及其相關機構的 多項計畫，如多語教育的附加價值計畫、早期多語語言傳播計畫與學校網絡 計畫等，皆可供本國相關政策制定者參考；
二、歐盟除提供區域與少數語言之教育、法律與媒體等三方面領域之資料庫供民 眾免費使用外，在教育資料庫中，尚有少數語言教育訊息和教育統計等彙總 資料，本國可依此模式創造出台灣客語、原住民語與閩南語等各領域之資料 庫；
三、歐盟已著手編制少數語言中，以口語表示之羅姆語字典，相較於台灣的原住 民語、客語與閩南語亦可朝此目標前進；
四、少數語言之人名、街道名稱及與當局溝通方面，歐盟已逐漸實施尊重少數「語 言權」原則，本國亦應取其長處；
五、歐盟創作出少數語言之政治、經濟與社會的附加價值，台灣亦應發展客語、
原住民語與閩南語自身的附加價值；
六、歐盟有鑑於整合後所帶來境內人民的自由流通，造成移民語言與歐盟社會越 來越息息相關，便在不損害原有區域與少數語言族群利益下，將移民語言納 入多元文化教育中。反觀至今日的台灣社會，亦應思考藉此應用於近年來大 量增加的外傭與外籍新娘所引進之移民語言上。
教育部於 2002 年公佈「語言平等法」草案，將原住民語、客語與閩南語歸 為國家語言，以保障各語言的地位平等與生存權。7 且行政院陸續成立的原住民 委員會、客家委員會、教育部國語推行委員會及在小學施行的閩南語教學中，皆 可看見政府在保護語言上的努力。若從歐盟推動保護少數語言經驗上觀察，我們 似乎還欠缺推動策略的多元性，惟有期望日後我們能多加推動相關語言學習，保

護語言文化以使台灣成為多語多文化的學習環境，提高國人以更廣泛的視野尊重 並保障各族群之少數語言。
