第二節 建議
壹、新管理主義有其自身之限制
新管理主義有其強化大學治理效率的功能，但是根本上，新管理主義僅為一 組意識形態的結合，其中的論點或有矛盾之處，例如在監控大學績效所需另外花 費的成本上，未來政府要如何發展配套措施，以將該成本壓至最低，是值得再探 討的議題。
其次，雖然新管理主義的擁護者皆認為，商業世界的管理法則一樣完全適用 於公共部門組織，勝制能夠使之獲致更高的效率，但大學畢竟是知識的保存、傳 遞、和創新的機構，若過度將其新管理主義中的市場意識型態無限上綱，則可能 會對大學存在之根本價值造成傷害。因此政府與大學在運用新管理主義之措施 時，應該回歸至大學的原點，認清大學在知識的保存、創造及傳遞上的重要任務，
以及學術自由與機構自主等理念的價值。
貳、學術力量不應自大學治理中消失
在英、美、德、荷等國高等教育的內部治理當中，皆可看到決策權威向執行 管理的一方靠攏，學術力量在大學自治當中逐漸降低，甚至有退為諮詢角色的情 形。然而，大學自創立以來而留存至今日，學術力量在大學的運作之上一直是大 學機構特殊性的前提，因此未來大學內部的治理，執行管理和學術兩方面的力量 應多加協調，以尋找出最合適的權力平衡，避免讓大學淪為與私人營利研究機構 一般，喪失了其存在的理由。
參、我國大學治理不宜貿然移植國外之模式
歐美各國政府皆致力於將新管理主義運用於大學治理的革新之上，以期達成 高等教育資源的有效運用，達到更高的效率，進而提昇大學在國內與國際舞台上 的競爭力，達到卓越的境界。然而因為各國政治體制與大學發展之歷史脈絡皆不 相同，因此在實施的方式和所引起的反響上也都不同。未來我國高等教育在提升 效率和競爭力的目標之下，亦可參考各國之新管理主義改革模式；惟國情不同，
因此不可斷然地全盤移植國外作法，宜以漸進的方式，開放討論的空間給各個高 等教育的參與者。
肆、對後續研究之建議
本研究主要以文獻分析法來探討新管理主義施行之時，政府與大學之間關係 的變化，大學內部治理機制的改變，因此較著重於理論上的分析。未來研究建議 可以以訪談、參與式觀察等深入大學治理之運作實境，以獲得在實際運作面之上 的成果，豐富此議題的全貌。此外，這個領域上還缺乏完備的研究資料庫，時間 軸的縱向研究上以及國際間的比較研究上，未來都還需要更多的資料以臻完備。
