本研究之分析以監察院成員和案文之分析為主軸，探究監察院與社會資本各 概念之關聯性，並據以解釋何以監察院雖具公眾高度信賴，對大多數人而言卻相 當陌生，屬於站在政府立場討論監察院的角色與功能。因此後續之研究概可從兩 方面出發，一為調查、彈劾、糾舉與糾正案文的持續蒐集，藉以觀察監察院是否 漸朝所謂積極互惠的方向前進。另一為從民眾或利害關係人的角度出發，由其觀 點來探索監察權對正式網絡與非正式網絡的影響。
對於監察權的解釋與討論不僅限於社會資本觀點，有關監察權的民調亦不在 少數，是以從不同立場介入現象，對社會科學研究而言，也是一種不同的激盪與 全觀的趨近。我國相關於監察院的研究，相較於其他公共行政議題而言，仍屬少 數，而透過本研究盼能喚醒研究者對監察領域的關注，同時也讓公眾對我國之監 察權有更深一層的認知。
