非行政院版本，但在那之前行政院已經規劃了推動長照相關法案立法之時間，以 及相關法令制定的計畫，這些都可以看到台灣老人福利政策大方向的制定，仍是 以行政機關為主，而立法委員個人提案的部分則較多是在行政機關開始相關規劃 後才有的，或者是針對法案中少數幾條條文進行修訂，而這部分也是本研究中無 法展現的，因為本研究關注的焦點還是以立法委員的提案參與為主。針對行政機 關與立法機關在老人福利相關法案上的立法互動，或是地方議員在老人相關福利 的參與，甚至是深入比較在中央層級與地方層級的議員之政策參與表現、比較地 方與中央提供規劃之老人福利政策內容或立場差異等主題，皆是未來相關研究可 以探討的內容，這些研究對於認識、評估台灣老人福利政策，或是對於立法參與 之研究皆會有其幫助與貢獻。
第三節 研究貢獻
過往對於立法委員在特定政策議題上立法表現的相關研究不少，對於老人福 利議題的研究也不少，但對於立法委員會如何參與在老人福利相關法案之立法研 究，卻是稀少的。本研究透過觀察台灣老人福利相關提案，整理出台灣老人相關 政策提案的特色，以及立法委員在這些提案中的參與表現，從立法委員的這些提 案參與，來了解台灣立法委員對於老人福利議題之態度與實際參與之狀況，並挖 掘影響其行為的重要因素。本研究不僅回應了 Miller 和 Stoke(1963)的研究，發 現立法委員的立法行為，會受到政策議題的影響，也發現了即便是在主題相近的 立法，或是在同樣是福利制度的議題之中，不同的福利提供方式、議題性質，也 會讓立法委員有不同的參與動力，以及不同的提案參與表現，這是本研究重要的 研究貢獻。此外，本研究的結果也提供後進在老人福利相關的立法研究上有初步 的認識，可以進而繼續建構出老人福利研究及立法研究間的橋樑，使得日趨重要 的老人福利議題，不只是停留在應然面的討論。或是對於實際運作的批判，而是 能夠成為兩者間能有效進行對話的平台，找到並制定出最適合台灣的老人福利政 策。除此之外，本研究對於立法實務面的貢獻，在提供了立法委員會積極參與相

關提案之因素後，重視老人相關議題的選民或利益團體，可以明確知道如何影響 立法委員在老人福利政策上的立法參與表現，找出可以遊說的重點目標，或是在 選舉時選擇在相關議題中的表現與自己理念更接近的立法委員，以這些方式來參 與建構台灣的老人福利政策。
