第二節 研究限制與未來研究方向

本文為探究歐盟多層次治理在境外治理上的應用,以歐盟地中海政策作為研 究個案,並分別從超國家、國家、跨國家與次國家層次切入觀察治理網絡的互動 模式。然而,本文僅意在描繪出簡明清晰的治理網絡,並未詳細分類出各類政策 網絡中,何種治理層次所佔權威較大,此乃未來研究可精細化之處。另一方面,

歐盟對於歐洲地區以及中東北非地區之境外治理模式確有不同,一採歐盟會員國 資 格 條 件 性 (membership conditionality) , 另 一 則 採 政 策 條 件 性 (policy conditionality),而適合以比較研究法(comparative research)再行探討,此乃本文著 墨不足之處,而有待未來研究再行補充。
