二、ECFA 服務貿易未來之挑戰及建議
本研究歸納第五章分析結果，歸納出以下未來我國服務業對中國 大陸開放之阻礙因素，包含：服務涉及學歷證照之認許、資訊安全、醫療 藥品及食品安全、文化統戰等意識型態、兩岸經濟規模差異大，倘開放可 能對國內業者造成衝擊等因素，並提出下列因應措施建議：投資方式限制、
控制權限制、經營權限制、投資人資格條件限制、其他限制，並搭配事前 管理及事後審查機制，以漸進方式履行我國 WTO 入會承諾。
三、研究限制及後續研究方向
必須再次重申者，為礙於研究時間與資源上之限制，本研究無法針對 所有行業進行普遍性之調查，故無論在正常化或 WTO+部分業別之分析，
均以現有資料為主，因此需要後續之進一步分析以提供更為精確之研判基 礎。因此實際開放研判時，尚需要針對個別產業進行更細緻之分析評估。
亦即是，本研究僅為提供一個評估之架構與初步評估結果，未來必須針對 個別行業進行更為細緻之分析。
